APPROVE AND ADOPT THE 2013-2035 REGIONAL TRANSPORTATION PLAN (FOR POSSIBLE ACTION) Comments: Reading from the item’s background, Mr. Raymond Hess, Regional Transportation Commission of Southern Nevada (RTC), set forth as follows: “The [RTC], as the designated Metropolitan Planning Organization, adopted the 2009-2030 Regional Transportation Plan (RTP) on November 13, 2008. The RTC is required to update the RTP at least every four years and perform air quality conformity analysis to meet the standards set by the United States Environmental Protection Agency. The development of the RTP and demonstration of air quality conformity will allow the RTC to secure federal funds for Southern Nevada. The RTC completed the draft 2013-2035 Regional Transportation Plan and the document was released for a 45-day public comment period on October 12, 2012. Staff will report on the public outreach efforts associated with the development of the RTP. Additionally, staff will report on any changes to the document as a result of comments received during the public review period prior to the subcommittee meeting. All comments received through the end of the comment period will be reported to the Executive Advisory Committee on November 29, 2012. Staff recommends approval of the 2013-2035 Regional Transportation Plan with the understanding that minor changes may be made at the end of the comment period.” Mr. Hess then directed the attention of the Metropolitan Planning Subcommittee (MPS) to a handout [attached] entitled “Public Participation Summary.” He thanked his colleague Mr. Mohammad Farhan, RTC, for developing the work. Mr. Hess noted that the summary outlined the RTP-related public outreach events including the following: an online opinion survey, public information meetings held at libraries, senior centers and community centers, public presentations at city councils, town boards and some of the agency’s public meetings, and a public hearing to be held at the RTC Administrative Building. Additionally, he noted that listings of the meetings and hearings were published in the Las Vegas ReviewJournal and Spanish-language and Chinese-language newspapers. The Planning Manager then directed the Subcommittee’s attention to another handout [attached] entitled DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2012 Page 3 of 9 “Responses to Comments” which listed RTP-related comments and the RTC’s responses. He noted that 12 comments had been received. He thanked Mr. Andrew Kjellman, RTC, for handling the replies. Mr. Hess went on to explain that since the public comment period was ongoing and would not end until Monday, November 26, 2012, further comments would be incorporated into a revised version of RTP Appendix 2 “Public Participation Plan.” This information would be presented to the Executive Advisory Committee (EAC) and the Transportation Access Advisory Committee. He invited MPS members and alternates to attend the EAC meeting if they wished to provide input on the finalized version. He added that agency personnel would disseminate, via email, the finalized version of the public comment and responses to the MPS. Next, Mr. Hess pointed out two changes to RTP projects of regional significance which affected the air quality conformity model. He noted that the city of Las Vegas (Las Vegas) had changed the scope of a Rainbow Boulevard project from a four-lane general purpose roadway to a three-lane general-purpose roadway with a fourth lane dedicated for transit and bicycle usage. The Planning Manager stated that this modification was already reflected in the RTP and TIP but not in the air quality conformity model because the requested change to the project was received after the model run was complete. Secondly, Mr. Hess stated that the inclusion of a proposed Flamingo Road Bus Rapid Transit service also had to be updated in the air quality conformity model. Mr. Jason Rogers, City of Henderson, asked if any other municipalities and/or Clark County had made any changes of scope to regionally significant projects like that requested by Las Vegas. Mr. Hess set forth that Clark County had requested to extend the parameters of a Congestion Mitigation and Air Quality (CMAQ) project. He mentioned that RTC personnel would have to determine if additional information would be required for the project to still fit the CMAQ eligibility criteria with this proposed change. He also noted that the Nevada Department of Transportation (NDOT) personnel had reviewed the project list and had some questions. RTC and Transportation Department staff members would work together on this matter and also determine if the RTP project list was in line with the Statewide Transportation Improvement Program (STIP). Also, NDOT had made minor changes involving terminology regarding Project Neon. Mr. Rogers understood that agency personnel would be reaching out to staff members of the Southern Nevada public works departments. Mr. Martyn James, RTC, indicated that this had been done and comments from these departments were expected the week of November 11, 2012. Furthermore, he conveyed that RTC personnel had not been made aware by public works department staff members of any changes to regionally significant project. He emphasized that if changes to regionally significant projects were not received in a timely manner, this would present a problematic situation requiring another run of the air quality conformity model. Reviewing the “Response to Comments” handout, Mr. Bill Lewis, Veolia Transportation Services, Incorporated, was concerned about the comment related to the lack of RTC transit at McCarran International Airport (McCarran Airport). He thought the increased availability of transit at the airport would facilitate connectivity and minimize traffic congestion throughout the Las Vegas Valley. He wondered if the agency and the airport had some sort of difficulties in their working relationship. Mr. Lewis strongly encouraged the agency to coordinate with airport staff members regarding public outreach about public transportation to and from the airport, ticket vending machines and other measures to ensure interested persons were aware of transit options. Mr. James responded that this matter was indeed one of ongoing negotiations with the airport. He did state that the RTC hoped that more opportunities for public transportation at the facility would become available. He added that access arrangements at an airport can be dictated by the physical layout of the facility and what area the airport could provide for transit DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2012 Page 4 of 9 vehicles. Mr. Mark Silverstein, Clark County Department of Aviation, confirmed that discussions were ongoing. He noted that Route 109 did provide service to McCarran Airport, but he would bring matter to the attention of airport management. Both Mr. Silverstein and Mr. James commented that the Maryland Parkways Alternative Analysis study would provide another opportunity to talk about this matter. The MPS did not make further comments or pose any additional questions. Mr. Hess then stated that agency personnel were requesting a recommendation to adopt and approve 2013-2035 Regional Transportation Plan with the understanding that additional minor changes may have to be made and incorporated into the work. He reiterated that the MPS would be provided with the finalized version of the comments and responses. Additionally, Mr. James stated that any MPS member could make further comments during the ongoing public comment period which did not end until November 26, 2012. He repeated that the finalized version would be disseminated, via email, to the group. Mr. Rogers asked if the document could be placed in the FTP server. Mr. James and Ms. Tammy McMahan, RTC, indicated that the agency should be able to provide the information through the server. Mr. Silverstein asked that RTC staff members send notification of the upcoming EAC November 2012 meeting. Ms. McMahan responded that she would do so. Motion: Ms. Johanna Murphy, City of North Las Vegas, made a motion to follow staff’s recommendation to adopt and approve the 2013-2035 Regional Transportation Plan with the understanding that additional minor changes may have to be made and incorporated into the work. Vote/Summary: 8 Ayes. 0 Nays. The motion carried. Item: 3. APPROVE AND ADOPT THE 2013-2016 TRANSPORTATION IMPROVEMENT PROGRAM (FOR POSSIBLE ACTION) Comments: Mr. Raymond Hess, Regional Transportation Commission of Southern Nevada (RTC), explained that the Transportation Improvement Program (TIP) comprised the first four years (2013 through 2016) of the Regional Transportation Plan (RTP). He stated that approval of the 2013-2016 TIP would secure federal authorization for the expenditure of funds on identified projects. He reminded the Metropolitan Planning Subcommittee (MPS) that Metropolitan Planning Organization – Planning department staff members had been regularly reporting on the TIP during the 2012 MPS meetings. Mr. Hess went on to reference two handouts, one entitled “Public Participation Process Summary” and the other entitled “Response to Comments.” He noted that these were the same comments mentioned during the discussion related to Item #2 and they applied to the TIP as well. Referring to the item’s backup, page T1-28, which listed some City of Henderson projects, Mr. Jason Rogers, City of Henderson, was concerned that there was no identification of project phase for some of the projects. Mr. Martyn James, RTC, believed the omission of descriptions for certain projects was an oversight. He indicated that this would be corrected. DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2012 Page 5 of 9 As the discussion drew to a close, Mr. Hess conveyed that the RTC was requesting a recommendation to adopt and approve then 2013-2016 Transportation Improvement Program with the understanding that additional minor changes may have to be made and incorporated into the work. Motion: Ms. Johanna Murphy, City of North Las Vegas, made a motion to follow staff’s recommendation to adopt and approve the 2013-2016 Transportation Improvement Program with the understanding that additional minor changes may have to be made and incorporated into the work. Vote/Summary: 8 Ayes. 0 Nays. The motion carried. Item: 4. APPROVE AND ADOPT THE 2013 TRANSIT PROGRAM OF PROJECTS (FOR POSSIBLE ACTION) Comments: Referring to the item’s background, Mr. Raymond Hess, Regional Transportation Commission of Southern Nevada (RTC), stated that the 2013 Transit Program of Projects was a subset of the Regional Transportation Plan. He mentioned that the “Response to Comments” handout did include feedback about transit. Mr. Hess then stated that agency personnel were requesting a recommendation to adopt and approve the 2013 Transit Program of Projects with the understanding that additional minor changes may have to be made and incorporated into the work. Motion: Ms. Johanna Murphy, City of North Las Vegas, made a motion to follow staff’s recommendation to adopt and approve the 2013 Transit Program of Projects with the understanding that additional minor changes may have to be made and incorporated into the work. Vote/Summary: 8 Ayes. 0 Nays. The motion carried. Item: 5. RECEIVE A REPORT ON THE DEVELOPMENT OF “COMPLETE STREETS FOR LIVABLE COMMUNITIES: A DESIGN MANUAL” (FOR POSSIBLE ACTION) Comments: Reading from the item’s background, Mr. Martyn James, Regional Transportation Commission of Southern Nevada (RTC), set forth as follows: “The [RTC] approved the Complete Streets Study Report and adopted the regional Complete Streets Policies on June 14, 2012. The RTC has now developed “Complete Streets for Livable Communities: A DESIGN MANUAL,” which contains guidance and design concepts which can be implemented by the RTC and local agencies as these entities develop complete streets. The Design Manual is based on a similar document prepared for Los Angeles County and has been customized for the circumstances of the Las Vegas Valley with the aid of a grant from the Centers for Disease Control (CDC) through the Southern Nevada Health District (SNHD). By adopting the Design Manual the RTC is indicating the [agency’s] support for the implementation of these concepts and signaling a willingness to consider funding and staff support, while respecting the right of individual local public agencies, as well as the development community in the region, to decide where and how is it appropriate to implement the guidance and design concepts from the Manual.” DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2012 Page 6 of 9 Mr. Mike Hand, RTC, then addressed the Metropolitan Planning Subcommittee (MPS). He detailed that the Complete Streets Working Group had engaged in productive, thoughtful discussions as the Design Manual was developed. However, he shared that there had been disagreements with the Clark County Fire Department regarding the turning radii for fire trucks. He acknowledged that consensus may not be met on this particular issue. With this in mind, he emphasized that the Design Manual was not to be seen as a rule book, but instead as a concepts guide. He noted that agency personnel fully realized that the RTC could not dictate a certain kind of Complete Streets implementation and municipalities and Clark County would be following the design principles as their entity staff members saw fit. Mr. Hand noted that he would be providing a Complete Streets Design Manual PowerPoint presentation at the Executive Advisory Committee November 29, 2012 meeting. He invited the MPS to attend that meeting. Mr. Jason Rogers, City of Henderson, lauded Mr. Hand and his staff for their leadership on this major undertaking. He noted that they had ensured that a diverse group of shareholders had been involved. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 6. RECEIVE A REPORT ON THE BICYCLE AND PEDESTRIAN PLANNING STUDIES IN THE FISCAL YEAR 2013 UNIFIED PLANNING WORK PROGRAM AND RECOMMEND PARTICIPANTS FOR UPCOMING TECHNICAL WORKING GROUP MEETINGS (FOR POSSIBLE ACTION) Comments: Reading from the item’s background, Ms. Maria Rodriguez, Regional Transportation Commission of Southern Nevada (RTC), set forth as follows: “The Regional Transportation Commission of Southern Nevada (RTC), in support of more livable communities, will begin several bicycle and pedestrian planning studies funded under the Fiscal Year 2013 Unified Planning Work Program. The main goal of the studies is to improve bicycle and pedestrian infrastructure throughout Southern Nevada. Staff will make a brief presentation on the upcoming planning studies. The RTC asks the Metropolitan Planning Subcommittee to discuss and recommend participants for technical working group meetings that will take place for these studies.” Ms. Rodriguez stated that the agency would be undertaking more multimodal studies in a bid to make Southern Nevada a more “walkable” and bike-friendly place. She added that these studies would include recommendations to enhance safety for pedestrians and bicyclists as well. The Senior Transportation Planner highlighted three studies which would be carried out in 2013. First, she addressed the Regional Bicycle Network Gap Analyses. She stated that the first such analysis had been done in 1990 and had been conducted frequently since. She stated that this evaluation would determine where the network needed to connect so people could ride their bicycles to and from desired destinations. Ms. Rodriguez stated that a consultant would be analyzing the network to formulate a list of recommendations. Second, the Senior Transportation Planner stated that a Pedestrian Infrastructure Inventory and Analysis would be undertaken. She noted that since many pedestrian fatalities had occurred over the last year, RTC staff members and personnel with Clark County and the Southern Nevada municipalities had discussed how to protect pedestrians. Some of the matters that would be addressed would include sidewalks or the lack thereof and pedestrian signage and signals. Third, Ms. Rodriguez stated that the RTC would be gathering information in order to make investments in multimodal facilities. This data would help in the identification and prioritization of needs. DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2012 Page 7 of 9 Ms. Rodriguez asked that the Metropolitan Planning Subcommittee (MPS) determine if someone employed with the entities they represent could serve on technical working group meetings for these studies. She estimated that participation in these studies would take approximately one year of commitment. She and Mr. Martyn James, RTC, indicated that either of them could be contacted regarding this matter. Mr. James characterized the bicycle and pedestrian planning studies as very important. He emphasized that it would be beneficial to include not only staff members from the Southern Nevada public works departments, but also bicycle and safety advocates and other relevant stakeholders. Ms. Johanna Murphy, City of North Las Vegas, asked if RTC staff members could email MPS to remind the group to suggest colleagues for the working groups. Ms. Rodriguez indicated that she would do so. Motion: No motion was necessary. Vote/Summary: No action was taken. Item: 7. CONSIDER THE FUTURE SCHEDULE FOR SUBCOMMITTEE MEETINGS AND DIRECT STAFF ACCORDINGLY (FOR POSSIBLE ACTION) Comments: Reading from the item’s background, Mr. Martyn James, Regional Transportation Commission of Southern Nevada (RTC), set forth as follows: “Under the Policies and Procedures of the [RTC], the Metropolitan Planning Subcommittee (MPS) meets not less than once every two months to assist the Executive Advisory Committee (EAC) in the formulation of recommendations to the RTC with regard to planning and programming issues and other items as requested by RTC or EAC. At the June 2012 meeting of the Subcommittee, the members resolved to meet monthly for the remainder of the year to consider issues related to the development of the Regional Transportation Plan [RTP]. Work on the Regional Transportation Plan is nearing completion and it is appropriate to consider the frequency of MPS meetings over the coming months. Staff will outline some of the topics that are expected to come before the EAC and RTC in 2013 as well as other factors that may influence the frequency of MPS meetings.” Mr. James shared that in 2013 a number of matters would be brought before the MPS including the final version of the Regional Transportation Plan, the interpretation of the “Moving Ahead for Progress in the 21st Century” (MAP-21) legislation, the Metropolitan Planning Organization Planning (MPO) Department’s planning process, updates to the bicycle and pedestrian plan, the proposed Southern Nevada Transportation Safety Plan, reports on various projects and studies including Complete Streets and the Community Mobility Study. In light of these matters, Mr. James believed that scheduling a monthly meeting may be helpful to the group. He noted that if there were not enough items for a full agenda, a meeting could be canceled. He followed by stating that the membership may find bi-monthly meetings more suitable though. Ms. Susan Danielewicz, City of Boulder City, expressed that due to the distance of travel to the RTC Administrative Building, it would be difficult for her to make monthly meetings. Her preference was for six meetings throughout 2013. However, she felt that since not all of the MPS members were present, the item should be brought before the group again. DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2012 Page 8 of 9 Chair Lebene Aidam-Ohene, Clark County Comprehensive Planning, concurred with Ms. Danielewicz. She noted that many MPS members had so many commitments that six meetings in 2013 might work best. Furthermore, Chair Aidam-Ohene agreed with Ms. Danielewicz that it would be prudent to get input from the other members who were unable to attend. Mr. Bill Lewis, Veolia Transportation Services, Incorporated, agreed with both Ms. Danielewicz and Chair Aidam-Ohene. He shared that he experienced a time conflict with the MPS meeting and another critically important meeting. He expressed that having the meetings six times a year, every other month, would better accommodate his schedule. Ms. Manuela Johnson, Bureau of Land Management, Ms. Johanna Murphy, City of North Las Vegas, Ms. Judy Peterson, Clark County School District, Mr. Jason Rogers, City of Henderson, and Mr. Mark Silverstein, Clark County Department of Aviation, all stated that they were willing to have either monthly or bi-monthly meetings. Mr. Silverstein wondered if the meetings could be planned monthly and members could call in from Boulder City, Nevada and Mesquite, Nevada. Mr. James stated that the item would be brought back before the Subcommittee at the group’s next meeting. Mr. James went on to thank the MPS for attending monthly meetings in 2012 to facilitate the development of the RTP. Lastly, Mr. James announced that MPO-Planning believed that there would not be enough items for a full December 2012 agenda. As such, staff members suggested canceling that meeting. The MPS did not object. Motion: Per the consensus of the Metropolitan Planning Subcommittee, this item was held. Vote/Summary: No vote was taken. Item: 7. RECEIVE REGIONAL STAFF UPDATES Comments: Ms. Manuela Johnson, Bureau of Land Management (BLM), announced that BLM would be holding a competitive land sale in January 2013. The parcel was located in the area of Polaris Avenue. She noted that the land was under Clark County’s jurisdiction. Chair Lebene Aidam-Ohene, Clark County Comprehensive Planning, Ms. Susan Danielewicz, City of Boulder City, Mr. Bill Lewis, Veolia Transportation Services, Incorporated, Ms. Johanna Murphy, City of North Las Vegas, Ms. Judy Peterson, Clark County School District, Mr. Jason Rogers, City of Henderson, and Mr. Mark Silverstein, Clark County Department of Aviation had no items to report. Motion: No motion was necessary. Vote/Summary: No vote was taken. CITIZENS PARTICIPATION Comments: No comments were made. I do not know what your planners do but they certainly do not have done the public any good with the construction on Valley VIew. First the construction that should have taken no more than a few months is draggin on for over a year. To boot who ever figured out that you should use two and a half lanes one direction and one and three quarters in the opposite direction had to have his head someplace rather where it should have been. You are narrowing the road south so much if a car and a truck or two trucks try to go side by side one is going to have go on the sidewalk or they cannot go side by side. For Christ sake do the math. Totally insane. Your construction workers did not even work on the job for almost three months and then when they finally did work it's only a few hours a week. This project is a total waste of taxpayers money and is taking a five lane street and making it a 31/2 disaster. Please, it would be nice if a good explanation to the residents on this disaster would be appreciated. I have talked to several people and they just shake their heads in disbelief as I'm doing. In the Navy we called this a CF. I work at the Senior Facility and continualy recieve complaints of no buss service. Approximatly 800 seniors use the facility per day. The location of the stops requires a long walk for these seniors. The seniors who are healthy enough to walk that distance do not come when the weather is hot because of the walk. There are pull outs to facilitate stops on both Burkholder and Race Track. With the two facilities open and the opening of the park in general I would think it worth relooking at the posibility of having at least one of the routes stopping comming to the Park. I regularly see one of our patrons who rides the bus and then walks in the area of Boulder highway and Desert Inn where she lives. She comes all the way to Henderson because we have a Sep 12, 2012 5:59 AM 8 of 77 DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Q2. Additional comments? I've witnesses how bus drivers mistreat families trying to catch a bus in the summer heat and do not allow them on the bus. Sep 11, 2012 6:54 PM 13 We need a reliable faster transit system Sep 11, 2012 4:45 PM 14 Educating citizens on what RTC does to reduce crime on buses/public transport, etc. Sep 11, 2012 2:06 PM 15 Increase I-15 lanes to S California and Utah. Creating a super highway will bring more jobs to our community. Forget about the train to nowhere. It is all about the freeway system. Sep 11, 2012 12:03 PM 16 Not to raise the cost of taking the bus every couple of years. Or soon it will cost more to ride the bus than it is to drive a car. Sep 11, 2012 10:12 AM 17 Tailor size and type of public transportation vehicles to actual utilization by route. Sep 11, 2012 9:53 AM 18 Complete streets, safe bike lanes and outreach to the community on cyclist safety, wider sidewalks separated from the street by trees, etc. Safer crosswalks. Sep 11, 2012 9:48 AM 19 Get the bicyles off the roads!! Sep 11, 2012 8:44 AM 20 Need Routes in Providence Community-Currently No Services Available Sep 11, 2012 8:38 AM 21 Need more bicycle/pedestrian trails that are separated from the roads. Sep 11, 2012 6:48 AM 22 All are important and each should be considered at all times Sep 9, 2012 1:01 PM 23 Establish light rail system from Henderson to downtown and a additional access from the north using existing rail lines. If you create the system, people will use it and adjust their lives accordingly. This could greatly reduce the volume of cars on the road, and rail is one of the most efficent means to move people and goods per gallon of fuel. Sep 8, 2012 9:00 AM 24 More bicycle lanes Sep 8, 2012 1:53 AM 25 I would especially like to see bus frequency increased throughout the system and the continued focus on improving bicycle routes. Sep 7, 2012 10:06 PM 26 Bike lanes, pedestrian & cyclist safety, complete streets. Make alternative transportation more attractive to the public. Sep 7, 2012 3:36 PM 27 More buses, frequency, maintenance. Sep 7, 2012 1:01 PM 28 Improve transit so that all areas of the city have convenient public transit. I live in Green Velley and the nearest bus is two miles from where I live. And even if I could get there, the bus routes are so convoluted that it takes hours to travel just a few miles from home. There are THOUSANDS of us - and it means LOTS of extra road time. /// I don't want to reach a destination and be STRANDED, yet that is my perception of bus travel. Appeal to the young and CIVILIZED. Promote bus travel for high school and college aged kids. Communicate the safety of putting a 17 yo on the bus rather than behind a wheel, make riding the bus cool, rather than a symbol of poverty. Public perception is the RTC's #2 enemy imho, after funding, of course! Good luck!!!! :D Sep 6, 2012 8:00 AM 36 Regional transportatin needs to be more RELIABLE, more accessable, and cover more of the area. Sep 6, 2012 6:55 AM 37 Cyclist/Bike Commuter Sep 6, 2012 5:15 AM 38 More express routes, and more direct routes. Sep 6, 2012 12:30 AM 39 Better integrate the transportation network and link the LV Monorail from the airport to downtown LV. Sep 5, 2012 11:10 PM 40 Plan for future boom in area Sep 5, 2012 10:06 PM 41 I think we should have some sort of subway or above ground transit system that is more efficient than traditional busing in terms of sustainability but also in terms of access to different parts of town with regular and frequent stops. Sep 5, 2012 4:17 PM 48 Strategies are needed to encourage people to car pool. Increasing the capacity of highways will not encourage the use of mass transit. Sep 5, 2012 2:51 PM 49 South Casino Drive from Harrah's to Needles Hwy is falling into the Colorado River... Fix it. Sep 5, 2012 2:48 PM 50 We should support green technology that would cause less pollution and create more local jobs. Las Vegas has a lot of potential for solar, geothermal, wind. Sep 5, 2012 1:58 PM 51 Provide more air condition vehicles and more timely schedules, I drove the transit system here for 3 yrs. and 23yrs prior, this si one of the worst transit systems I've seen for the amount of people in las vegas. Sep 5, 2012 1:27 PM 52 We need mass transit insfrastructure, Prefferably light rail/Metro Sep 5, 2012 1:08 PM 53 Note: All of the above are great initiatives and should all be priorities, but I tried to NOT rank them all as High Priority because you can't focus on everything at once! Sep 5, 2012 12:54 PM 54 Las Vegas has a huge cycling community. We need Bike Lanes and transit options that do not leave out cyclists. Sep 5, 2012 12:52 PM 55 Transportation must be valley wide with use of a combination of rail (inner city train) and busses. Really like to see commuter rail system around the valley. Vegas is a metro city now. Sep 5, 2012 12:45 PM 56 Expand RTC westward to include Buffalo, Durango, and especially Ft ApacheRampart. Sep 5, 2012 12:24 PM 57 Please reduce strip congestion by extending the monorail to the airport. Sep 5, 2012 11:05 AM 61 Funding reqiurements for the Complete Streets Initiative must receive the highest priority! Sep 5, 2012 11:03 AM 62 I am interested in adt'l info and the process - don't live in RTC region. Sep 5, 2012 10:11 AM 63 Increase Public Transportation to serve a larger area and more connecting routes of the valley Sep 5, 2012 10:09 AM 64 I support a strategic, prioritized approach that allocates investment to local and statewide preservation, safety and capital improvements Sep 5, 2012 10:09 AM 11 of 77 DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Q2. For safely locking your bikes!! Sep 5, 2012 10:03 AM 68 Low priority items should be enforced by police departments, more tickets with full fines paid. Security is Homeland Security and TSA departments. Moped riders - if they are in roadway they should follow laws, i.e. helmets, registration, and license! Sep 5, 2012 10:03 AM 69 add commuter buses to downtown, like Westcliff Express Sep 5, 2012 9:59 AM 70 Improve biking and pedestrian networks!!! No more wasteful spending on vehicles! Sep 5, 2012 9:53 AM 71 Do not use Negative inventives to promote one mode over another. Sep 5, 2012 9:47 AM 72 It seems historically the RTC has focused on providing transit opportunities for those people who don't have other means of travel. I would like to see more emphasis put into providing mass transit opportunities for those of us who would like to get away from having to drive a car everywhere we go. I would love to ride the bus to work but it isn't feasible for me to take three buses and an hour and a half to travel 5 miles to work. Sep 5, 2012 9:47 AM 73 no more people in valley. Sep 5, 2012 9:42 AM 74 Placing bus stops a greater distance from the left traveling turns lanes PLEASE!! Sep 4, 2012 5:25 PM 75 Transportation needs to be improved wtih offer to teh mini-fest. a lot of gas wasterd b/c of rowding passengers. also, many drivers could of think they are ??? do not know how to drive from point a to b, wasting fuel and 25 minute pickup window. pick up and drop off time must be improved. pick up and drop off at sams town because of the 25 minute window is ridiculous Sep 4, 2012 5:23 PM 76 make bus stops have own pull off areas!!! Sep 4, 2012 5:18 PM 77 While I realize that any city is a dynamic, living entitity, the constant roadwork, construction, lane changes, and speedzone changes have grown beyond tiresome to downright annoying. I would love to be able to commute within my neighborhood and across the Valley without driving through multiple construction zones. Sep 4, 2012 4:47 PM 78 Less mass transit. The western US is too spread out to efficiently have a mass transit system that does not lose and waste money. Sep 4, 2012 4:17 PM 79 Above Ground Light Rail System. Additional bike lanes that are respected by motorists. Tough laws against not sharing the road with bicyclists and pedestrians. Shaded and cooled bus stops. More frequent bus service and stops. Expanded area of service in less time (takes too long to get from point A to point B). We need a light rail system and also a quick train to L.A. Sep 4, 2012 3:41 PM 80 We need to integrate more people-friendly public transit system where the roads Sep 4, 2012 3:17 PM 12 of 77 DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Q2. Would like to see more designated cycle lane. It'll make Vegas safer and Earth friendlier too! 81 Provide more bike lanes throughout Las Vegas and Henderson. Sep 4, 2012 2:48 PM 82 Additional roadway safety development to promote bicycle usage. Sep 4, 2012 1:56 PM 83 More bicycle lanes. Sep 4, 2012 1:32 PM 84 The Vegas Valley really needs a train system like other major metropolitan areas. Sep 4, 2012 12:37 PM 85 More efficient flow of traffic is a must Sep 4, 2012 12:32 PM 86 As a citizen I have no way of providing imput about things happening in and around town. Sep 4, 2012 12:23 PM 87 Traffice Signals in Henderson need to be better timed. They are very inconsistant. I do like the new flashing yellow turn signal, that was a great idea! Sep 4, 2012 12:14 PM 88 Crack down on jay walkers. Have crosswalks close to bus stops. Make it easier for people who have never used public transportation. Fix long lights such as the exit to valley view from 95 southbound and the one at Polaris and twain is really bad Sep 4, 2012 11:38 AM 89 I think bus service needs to be more reliable (on-time), have shorter wait times for buses, and better routes to get more people to use the system. Sep 4, 2012 11:22 AM 90 The I-95 and I-215 interchange heading west on 215 from southbound 95 is awful. The Auto Show Drive on-ramp is too close to the 215 onramp and causes unsafe conditions. Hopefully, there is a way to remedy this in the future. Sep 4, 2012 11:21 AM 91 I believe mass transit in LV is difficult to make effective due to the population per square mile. The spread out area presents unique challenge to mass transit. Sep 4, 2012 11:20 AM 92 Provide a vehicle bridge over C-1 channel at Newport Drive in Henderson (With the construction of Heritage Park and the increased traffic it will bring this needs to be a priority). Also provide a east side belt-way (complete the 215 loop) - or at least a rural highway alternative to access I-15 going North from Henderson (behind Frenchman Mtn). Also a vehicle bridge across the Las Vegas Wash in Henderson would be great. It would be nice to quickly access the Eastern Side of Las Vegas from SE Henderson across the wash (perhap near the Weston Hills housing development) - this section of Henderson is currently being prepared for future development an additional way to get across the Las Vegas Wash further east would improve connectivity.(These are a few ideas I have had for a number of years - and would like an opportunity to provide input on this effort if possible). Thanks. Sep 4, 2012 11:03 AM 93 inner city rail system & Hi speed rail system Sep 4, 2012 11:03 AM 94 Additional areas where the busses could pull up out of the travel lane would assist in better traffic flow Sep 4, 2012 10:26 AM 13 of 77 DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA Q2. Sep 4, 2012 10:24 AM 96 Create a light rail system so that people from the suburbs can commute into town without using a vehicle Sep 4, 2012 9:54 AM 97 This valley is in dire need for a real mass transit network. Sep 4, 2012 9:29 AM 98 Please continue to add more bike lanes for cyclists. Also, keeping signal lights up to date on timing (i.e., sensors that work when there is a car at a light vs. no cars) Sep 4, 2012 9:23 AM 99 get the ridership up or get out of the bus bussiness...empty busses running around really? Needs to be pay for it's self. Sep 4, 2012 9:19 AM 100 Provide a light rail system, using existing tracks plus new tracks. Sep 4, 2012 9:18 AM 101 HOV lanes are a waste of resources in this valley Sep 4, 2012 9:13 AM 102 Why if over 10,000 seniors use the Recreation Center at Racetrack and Burkholder, that there cannot be a bus stop in front of the building? Sep 4, 2012 9:10 AM 103 I see people waiting for the bus everywhere. We need to get the poor to work to improve our economy. Let's make it easier and easier and improve our public transporation system - specially for the poor, elderly, disabled, and anyone who can't drive! Sep 4, 2012 9:09 AM 104 Add more bike paths. Sep 4, 2012 9:06 AM 105 Environmental sustainibility & promoting mass transit should be the top priorities overall. Sep 4, 2012 9:03 AM 106 The problem with Vegas is we are too spread out. There is not enough density to support mass transit. As a result, people will always drive their cars. Promoting electric cars and car pooling is not practical, cost effective or sustainable in this town and with our current culture. Two things that could help our economy is a light rail from the outlining suburbs into downtown Vegas and the strip AND a fast train between here and LA (not Apple Valley). Sep 4, 2012 9:01 AM 107 buses are annoying and while the extra travel lane for the buses helps, it doesn't help when it is also the right turn lane for motorists. bus stops are too close to busy streets. Sep 4, 2012 9:00 AM 108 I know that in other US cities and in countries abroad, many people rely on public transportation. I'm not sure why that is not the case in the Vegas Valley, but maybe education of the public would help. I believe for me, safety is a concern. I don't want to get on a bus and be concered that I may be robbed or injured. Thanks for asking. "from here" "to there" addresses and have the rt bus I should take pop up 112 We need to do more to encourage carpooling within the valley: More Park and Ride sites. Sep 4, 2012 8:56 AM 113 Annex the monorail and connect that system to UNLV, the airport & downtown Las Vegas Aug 29, 2012 10:30 AM 114 LV needs modern light rail on the Strip and throughout. This survey doesn't address modes. Light rail equals jobs, renewal NV energy use, and rapid transit for tourists, workers, low income folk and seniors. I'm a senior: seniors more and more fear driving and consequently restrict their lives. Hwy 11 will just expedite more trucks into the area, making local transit ever more unlivable. Why aren't they routed around the beltway? Consider transit models as San Diego,LA, Portland, Scacrmento, Seattle, Denver, Phoenix, SLC, Dallas as cities with ever growing modern transit systems. Aug 28, 2012 5:02 PM 115 Improve bus service / extend routes further out. Aug 28, 2012 11:19 AM 116 We have a great opportunity to further develop Las Vegas into a bike commuter community. More bike path developement....especially on main routes to the Strip for employees. Aug 28, 2012 10:12 AM 117 Need to promote additional funding sources for transportation infrastructure as a high priority. Aug 28, 2012 8:28 AM 118 need above light rail line and monorail for the whole las vegas valley and subway for downtown las vegas to the strip to the airport and need improve express bus for above. people mover will be the best budget like the ride tram ride citycenter too. Aug 26, 2012 10:14 AM 119 Increase Transit Routes Frequency Aug 24, 2012 4:30 PM 120 Non-motoring public needs more attention. Aug 23, 2012 9:32 AM 121 FIND SOLUTION ON HOW TO AVOID ANYMORE PEDESTRIAN / VEHICLE ACCIDENT TO ZERO FATALITY. Aug 23, 2012 7:48 AM 122 Expansion of mass transit and alternative transit investment will help carry a lot of these other goals - like safety and efficiency. Aug 22, 2012 2:06 PM 123 Re-establish reduced/eliminated routes as soon as possilbe and focus on expanding fixed route to unserved areas. Aug 22, 2012 12:22 PM 124 Promote walkable/bikeable, connected streets that are safe for kids to use to get to school Aug 22, 2012 11:20 AM 125 maintain connectivity throughout Henderson as it grows, especially to the east Aug 22, 2012 10:21 AM 126 link transit systems to create better regional system, including monorail Aug 22, 2012 10:02 AM 127 The use of automated tramways along the resort corridor should be considered as a means of reducing the long term cost and congestion. Aug 21, 2012 4:27 PM 129 Where is our light rail? The bus system is inefficient. I would take light rail from the Northwest to the center of town or even across town. But I will not take a bus because the travel times are far too long. Aug 21, 2012 4:17 PM 130 Shift Valley-wide focus from moving vehicles to moving people. Instead of constantly widening roads to accommodate more cars, provide more mass transit opportunties and options. Aug 21, 2012 2:37 PM 131 For Pete's sake, don't make mass trasit the nightmare that flying is! The 'increase security' thing above gives me the willies. Aug 21, 2012 10:07 AM 132 More transit lines stops and above ground metro (subway) services would be ideal. Aug 21, 2012 8:16 AM 133 Provide strategies to relieve freight and commuter congestion in heavily traveller I-15 corridor from Charleston to Russell. Improve network of public transportation across valley. Create a more pedestriane and bicycle friendly (if possible) pockets in live/work areas like downtown. Aug 20, 2012 3:35 PM 134 Improve bus dependability and frequency. FINISH a sane bike network. Make LV a bike destination in doing so. Aug 20, 2012 8:41 AM 135 Having lived on the east and west coasts before moving to Vegas, and having used mass transit extensively before I moved here, I strongly support expanding mass transit in Southern Nevada. We were thrilled to see the remote lot near our house for the bus to the airport and were extremely pleased with the service. Please do everything possible to expand access to mass transit, for everyone. Thanks for your good work. Aug 19, 2012 6:01 PM 136 Do not neglect shelters. The replacement shelters provided after bus stop realignment are nto adequate. Example: SB Charleston & Valley View. Aug 19, 2012 8:11 AM 137 North/South bus routes are needed West of Rainbow Aug 18, 2012 11:12 AM 138 I would use the RTC if there were more buses and more routes. I used the transportation system when I lived in Seattle. Aug 17, 2012 6:25 PM 139 We need to maintain the quality service we now have. That must take priority. If that means that rarely used routes have to be cut or curtailed, then so be it. But the quality of the system relates directly to the safety of the system. And a system that is not perceived by the public as safe and reliable will not be used. Aug 17, 2012 3:11 PM 140 Just finish repairing the roads that are already torn up & get the cones out of the streets. The LV valley will likely not see more growth any time soon. Also, if there is any way to reign in LVVWD - they always have the roads toen up for their water projects, and for SEVERAL months at a time. Aug 17, 2012 12:33 PM 141 The express bus on the Strip needs to run during the morning rush. Aug 17, 2012 10:48 AM 143 There should be NO priority on FIXED mass transit and low priority on other mass transit. The Google Smart car is an example of what is coming and mass transit systems, as they are defined today, will be obsolete in 20 years. Aug 17, 2012 10:26 AM 144 Development of a light rail system in LV, Drastic improvement in bicycle lanes and protective routes throughout the city. Aug 17, 2012 9:51 AM 145 Build light rail or other form of faster, more efficient transportation like other modern cities Aug 17, 2012 8:59 AM 146 Please, Please, Please, if you have ANYTHING to do with it, SHUT DOWN that STUPID Monorail idea! Aug 17, 2012 8:46 AM 147 Two things: 1) Reduce the number of driveways on major roads such as Tropicana and Sahara; and 2) BRT isn't working well, it should have been LRT instead. Also, consider adding street cars to the strip. They could run in the median and stop at each crosswalk. Aug 17, 2012 8:32 AM 148 Help make it easier for people to get around without cars. Aug 17, 2012 8:27 AM 149 HOV lanes from Henderson across the valley on 215 Aug 17, 2012 8:12 AM 150 more public transportation, we have enough roads Aug 17, 2012 7:43 AM 151 Elederly transport; signal timing; convert HOV to normal travel Aug 17, 2012 7:20 AM 152 We need a mass transit system that works for the entire valley and is more efficient A rail system would be great and trail connectivity is key. I would use mass transit if it didn't take me 4 hours to do what I drive in 40 mins. Aug 17, 2012 7:20 AM 153 disallow companies to provide excessive parking for employees as a way to encourage carpooling/public transportation use Aug 17, 2012 5:46 AM 154 Make driving test harder. Get bad drivers off the road. Aug 17, 2012 5:35 AM 155 Improve communication with tourists. Be open and clear about long term passes and which ones can be used all access by tourists. Stop the movement towards a two tier fare system that takes different fares from locals and tourists while using Federal money for improvements of the system. More pedestrian and bicycle friendly streets with tree canopies and amenities thru road diet (continue complete streets) throughout the valley. 3. Fuel tax indexing to fund much needed transportation infrastructure. 4. Investigate intercity rail opportunities. 5. Connect Monorail to airport. 6. But, thus far, the agency has been extremely forward looking in many respects but lack of funny could be a huge detriment. 158 It would be nice to see elevated transit from the outer parts of the valley to somewhere near the Bonneville Transit Center - especially from Summerlin and Centennial Hills Aug 16, 2012 8:38 PM 159 Light rail please! Aug 16, 2012 5:59 PM 160 I would like to see high speed rail considered. Aug 16, 2012 5:27 PM 161 Develop commuter strategies that are effective to reduce the impact of single occupant vehicular traffic Aug 16, 2012 4:59 PM 162 repair the roads and increase capacity Aug 16, 2012 4:45 PM 163 I think you already have your answers, and you loaded the questions on the survey to get what you are looking for. Disabled, low income and minority persons are being transported now, no need to expand the service. (Spend more money) Aug 16, 2012 4:26 PM 164 I am not sure if the above responses are of help, as it was essentially impossible to find one of these that cannot be considered high priority. And really all fo them build on each other. Planned appropriately, some efforts can do doubleduty. Aug 16, 2012 4:24 PM 165 Need alternative funding method to raise funds for transportation projects Aug 16, 2012 4:22 PM 166 RTC needs to continue the fantastic enhancements in transit system service area and functionality that have occurred in the past ~10 years. No effort should be spared in increasing our region's transit mode split, as that will have enormous benefits to traffic flow, lowered emissions, empowered citizens, and a more 21st century lifestyle. RTC should be leading a national effort to obtain federal contributions to Operating Expenses of the transit system, so that fares can be lowered (or kept low), because there is a significant price elasticity in transit patronage.. Aug 16, 2012 4:20 PM 167 Increase connectivity between neighborhoods and destinations. limit cul-desacs, require developers to design with the community in mind Aug 16, 2012 4:12 PM 168 All important strategies, support complete strees and transit options for the public! Aug 16, 2012 4:12 PM 169 You should try and integrate the Monorail into your overall planning so that it connects to the aiport. Aug 16, 2012 4:05 PM 170 Over the next 20 years we need an efficient and effective mass transportation system that allows valley residents to make a choice about how they travel to and from work, school and recreation. A system that truly allows someone independence from their automobile in a convenient manner. Aug 16, 2012 3:40 PM 174 I would like to also see reduction in arterial width requirements-- without any traffic justification. I think we can reduce our cost for building and maintaining streets if we consider their actual traffic. Also would like to see reduced width so that it is more pedestrian friendly. The 8 and 10 lane arterials although some are necessary should not be the normal width. Also believe we need to consider toll roads as an option. Will light rail ever be a component of our overall plan-- in some manner? Aug 16, 2012 3:38 PM 175 The Ticket Vending Machines need to have an option for the Reduced Fare! I can't buy a reduced fare with the ticket vending machine and there are usually no machines on the express busses that sell them. Please fix it soon because I don't feel like getting caught by security because I couldn't buy the correct ticket at the station. Aug 16, 2012 3:34 PM 176 transportation funding Aug 16, 2012 3:24 PM 177 The great need in the Las Vegas Valley is to complete the street network that we already have. Sawtooth streets and the resulting lack of capacity and connectivity is a huge issue in North Las Vegas and many areas of unincorporated Clark County. Stop spending millions of dollars on HOV flyovers in Summerlin (that benefit only wealthy commuters) and spend the money where it is really needed - completing the street grid in neighborhoods. Fix the problems caused by poor development decisions at the local level. My 20 minute drive to work is 1 hour, and if I miss the bus going home, I have to wait another hour to ride home. That is much too inflexible for someone who has the option of driving. We also need a light rail, buses cannot accomplish this feat alone. Nowhere on this plan did I see any mention of sidewalks in this area so individuals would be out of harms way of vehicles. Response However, the projects listed in the RTP and TIP are not exhaustive. Rather, they are only required to list those projects that utilize federal transportation funds and/or are Regionally Significant. Regionally Significant is defined in Federal Regulation to mean a project that is on a facility which serves regional transportation needs, including, at a minimum, all principal arterial highways and all fixed guideway transit facilities that offer a significant alternative to regional highway travel. Therefore, planned sidewalk improvements that fill system gaps within this general area, and many others throughout Southern Nevada, may not necessarily be listed. The RTC recognizes the existing transportation system is not fully developed and has placed a priority on filling gaps in the system. On page 82 the RTP states, “In the face of increasing growth pressure and an existing transportation system that is not fully constructed, the RTC must also prioritize the completion of the transportation system by identifying and implementing missing critical links or connections in the transportation network.” This stated priority includes missing sidewalk connections that impede non-motorized access to high-quality express transit; similar to the Las Vegas Blvd. N. MAX/113 route. RTC staff has incorporated editorial updates into the RTP that were nonsubstantive in nature and did not change the meaning or intent of the RTP. These minor editorial changes will not be further identified in the Response to Comments section. Public Comments Received Editorial Corrections by RTC Staff Corrections and clarifications to grammar and syntax were identified throughout the RTP document. Additionally, the RTP contained various pictures, maps, and tables that needed higher graphical resolution. • 5HJLRQDO7UDQVSRUWDWLRQ3ODQ)< 5HJLRQDO7UDQVSRUWDWLRQ3ODQ)< • 7UDQVSRUWDWLRQ,PSURYHPHQW3URJUDP)< 7UDQVSRUWDWLRQ,PSURYHPHQW3URJUDP)< • 7UDQVLW3URJUDPRI3URMHFWV)< 7UDQVLW3URJUDPRI3URMHFWV)< 5HVSRQVHWR&RPPHQWV 5HVSRQVHWR&RPPHQWV DocuSign Envelope ID: 4176060B-1EC4-4854-82EA-EBB15AA58CBA MPS Item #2 November 13, 2012 Handout Several of the intersections that are marked by the white makings on the pavement often do not lead directly to Curb Cuts. Or they are split if the intersection has a center concrete divider. This is a dangerous barrier for individuals who are sight impaired. $33(1',;WRWKH5(*,21$/75$163257$7,213/$1 WKH5(*,21$/75$163257$7,213/$1 $33(1',;WR WKH5(*,21$/75$163257$7,213/$1 Moving beyond what is required by the MUTCD, the RTC strives to ensure a safe, efficient and equitable multi-modal transportation system for all users. This effort is highlighted by the RTC’s Complete Streets Initiative, which the RTP references and builds upon for the selection of projects. Information on the RTC’s Complete Streets Initiative can be found at: http://www.rtcsnv.com/planning-engineering/rtc-projects/complete-streets- All reconstructed or newly installed roadway devices and markings must conform to the most recent MUTCD provisions. The MUTCD is the national standard for all traffic control devices and markings installed on any street, highway, or bicycle trail open to public travel. “Off-site improvements may also include enhancements to the existing adjacent sidewalk network to accommodate and facilitate business access.” Pavement markings and their placement within the roadway are governed by the Manual on Uniform Traffic Control Devices (MUTCD) published by the Federal Highway Administration. Americans with Disabilities Act (ADA) standards, which are administered by the U.S. Department of Justice (DOJ), are developed in coordination with MUTCD requirements to ensure consistency and avoid redundancy. However, the statement above focuses on new roadways constructed in connection with greenfield development; not on infill development or the revitalization of existing buildings in more urbanized areas. Therefore, the following language has been added to Page 123 of the RTP: Response The RTP discusses the role of transportation improvements completed in conjunction with private land use development. Page 123 states, “Property developers make significant contributions to the construction of local roadways. Right-of-way dedications and the construction of half-street improvements are typically required as a condition of property improvements and new development. Major road improvements are often negotiated as part of development agreements and may be required as part of Special Improvement Districts or similar local ordinances. As public funding for street improvements becomes scarcer, it is reasonable to assume that private developers will continue to fund most of the needed roadway construction in new developments.” Comment Charleston Blvd. while being mostly older buildings has been neglected in being updated especially from East of Pecos/Palm to Main Street. As this area is older it is seeing signs of new construction and remodel of existing buildings access on the sidewalks is becoming more and more important. Curb Cuts need updating, repaving of certain area's has left high ridges that are impossible for mobility devices to challenge. Area's with no sidewalks leave businesses inaccessible especially around the Charleston / Fremont corner. Transports people well from location to location; does the job well. Could be a little more inexpensive rather than as expensive as transportation exists to help. Sidewalks from Fremont / Main going South from the Plaza Hotel Casino towards Bonneville do not allow access wide enough for larger full size mobility devices. Several Curb Cuts are not within standards even though Public Works Department deem them as being SAFE. There are still neighborhoods throughout Clark County that have not been brought up to ADA Standards for Curb Cuts. These area's especially older neighborhoods have a lot of residents who are now getting older and require use of mobility devices are being forced into the streets because the Public Works departments have not been allocated the funds and direction to bring Clark County up to code. Comment Response This comment was transmitted to the RTC Transit division. The RTC recognizes the role of enhancing livability by maintaining and expanding affordable travel options, including public transit. Page 74 of the RTP identifies a future goal for Southern Nevada’s transportation system to be one that “is affordable, operates efficiency, offers a choice of transportation modes, and supports a vibrant economy.” This comment was transmitted to the City of Las Vegas. As funding for these project activities becomes available, newly constructed and altered roadway facilities must comply with ADA by being readily accessible and usable by people with disabilities. DOJ also requires state and local entities to comply with the Americans with Disabilities Act Accessibility Guidelines, developed by the U.S. Architectural and Transportation Barriers Compliance Board (Access Board). The RTP identifies the regionally significant “Main St/Commerce St from Las Vegas Blvd to Owens: One way complete streets couplet” project that will improve sidewalks, widths and associated curb cuts on Main St., including a portion north of Bonneville Avenue. This project is listed on pages 19 and 114 of the RTP, and a visual simulation of the project is included on page 68. initiative/ Page 59 of the RTP identifies a primary goal of optimizing the performance of the existing transportation system by prioritizing maintenance and preservation activities, safety projects, and Complete Streets treatments. I work there and do not want buses on campus and do not like you taking out a parking lot. Students will not/cannot ride the bus because of the way they commute to school and jobs. Terry West – City of Las Vegas The intersecting roads at 215 and 95 North area a real problem and have been for years. These improvements will improve interchange access and mobility on U.S. 95, CC 215 and surrounding roadways. The phase 3 interchange improvements will be constructed as a partnership between NDOT, Clark County and the City of Las Vegas. The RTC completed the comprehensive “UNLV Multimodal Transportation Hub Feasibility Study” in June 2009. The complete study can be found on the RTC website at: http://www.rtcsnv.com/mpo/plansstudies/Docs/UNLV%20Multi- Improvements to the entire U.S. 95 corridor in the Northwest Las Vegas Valley are a priority for the RTC. Improvements to the U.S. 95/CC 215 Northern Beltway interchange are currently identified by NDOT as phase 3 of a larger 5 phase improvement project on the U.S. 95 corridor from Washington Avenue to Kyle Canyon Road. This comment was transmitted to the RTC Transit division. The RTP identifies and discusses numerous transportation funding challenges. Specifically related to public transit, page 34 of the RTP states, “The problem with transit is that operating costs are growing faster than inflation and any substantial new service would only exacerbate the problem. The Plan therefore assumes every effort will be made to maintain the existing system but only limited new service is envisaged.” The current bus on E. Lake Mead Pkwy (Route 217) operates within the vicinity of Lake Las Vegas, serving Mohawk Drive, which is approximately 3 miles southwest of Lake Las Vegas. This is not a “24-hour Service” route and does not operate during late night or early morning hours. As of September 30, 2012, the RTC operates 12 fixed-transit routes on a designated “24-hour Service” schedule. Other routes provide some service during late nights or early mornings, but not on an officially designated “24hour Service” schedule. When I tried to map out a route to reach my friend's house in North Las Vegas, I have to walk 1.3 miles to the Tropicana to catch a bus?! I have no problem walking, but to have a major airport with no bus or light rail transport directly to/from speaks like someone is paying someone $$ to keep it out. And have you ever attempted walking from the airport to ANYWHERE? I have and there is no safe pedestrian walkway. Again, I am non-plussed. RTC Transit The following changes to the transit program are requested by the RTC: • Project # 2855 CATSTAR Worksite Transportation: change Job Access and Reverse Commute amount to $180,169 in FY2013; Kathleen Kahr – City of Las Vegas Enjoy the increased aspect of cycling coming from the RTC. Would like to see more "stop light" crosswalks like the one on Sahara west of Maryland. The crosswalk at 1st Street and Charleston is an accident waiting to happen. Comment Response The changes have been incorporated into the 2013-20135 Regional Transportation Plan, the 2013-2016 Transportation Improvement Program, and the 2013 Transit Program of Projects. The RTC currently operates two transit routes to McCarran International Airport; the Westcliff Airport Express (WAX) and route 109. The WAX provides service to the Bonneville Transit Center (BTC) and route 109 services both the BTC and the South Strip Transfer Terminal. Connections throughout the Las Vegas Valley, including to the City of North Las Vegas, are available at these transit centers. Pages 61 and 62 of the RTP discuss the newly installed High-Intensity Activated crossWalK (HAWK) signal on Sahara Avenue and 15th Street. This signal was installed in 2012 as a component of the larger Sahara Express Bus Rapid Transit improvement project. The RTC FAST division is currently evaluating the safety and effectiveness of the HAWK signal in Southern Nevada. National research has indicated safety benefits resulting from increased motorist compliance compared to a traditional, unsignalized non-motorized crossing. After an evaluation of the HAWK signal’s performance, the RTC will potentially identify the most appropriate locations for additional HAWK signal deployment. Preliminary planning, engineering design, and construction of the UNLV transit hub are consistent with the implementation plan identified in the feasibility study. Construction funding for the project was included in the Transportation Improvement Program (TIP) for years FY 2011-2014 and is included in the new TIP for years 2013-2016. The UNLV transit center efforts have been coordinated with and supported by the University. The feasibility study included an analysis of existing conditions, existing transit utilization in the UNLV study area, project purpose and need, identification of site alternatives, traffic and circulation studies, a locally preferred site location, identification of opportunities and constraints, transit hub designs, cost estimates, and extensive public outreach activities.
