APPROVE AND ADOPT THE 2013-2035 REGIONAL TRANSPORTATION PLAN (FOR
POSSIBLE ACTION)
Comments:
Reading from the item’s background, Mr. Raymond Hess, Regional Transportation Commission of
Southern Nevada (RTC), set forth as follows: “The [RTC], as the designated Metropolitan Planning
Organization, adopted the 2009-2030 Regional Transportation Plan (RTP) on November 13, 2008. The
RTC is required to update the RTP at least every four years and perform air quality conformity analysis to
meet the standards set by the United States Environmental Protection Agency. The development of the
RTP and demonstration of air quality conformity will allow the RTC to secure federal funds for Southern
Nevada.
The RTC completed the draft 2013-2035 Regional Transportation Plan and the document was released for
a 45-day public comment period on October 12, 2012. Staff will report on the public outreach efforts
associated with the development of the RTP. Additionally, staff will report on any changes to the
document as a result of comments received during the public review period prior to the subcommittee
meeting. All comments received through the end of the comment period will be reported to the Executive
Advisory Committee on November 29, 2012.
Staff recommends approval of the 2013-2035 Regional Transportation Plan with the understanding that
minor changes may be made at the end of the comment period.”
Mr. Hess then directed the attention of the Metropolitan Planning Subcommittee (MPS) to a handout
[attached] entitled “Public Participation Summary.” He thanked his colleague Mr. Mohammad Farhan,
RTC, for developing the work. Mr. Hess noted that the summary outlined the RTP-related public outreach
events including the following: an online opinion survey, public information meetings held at libraries,
senior centers and community centers, public presentations at city councils, town boards and some of the
agency’s public meetings, and a public hearing to be held at the RTC Administrative Building.
Additionally, he noted that listings of the meetings and hearings were published in the Las Vegas ReviewJournal and Spanish-language and Chinese-language newspapers.
The Planning Manager then directed the Subcommittee’s attention to another handout [attached] entitled

“Responses to Comments” which listed RTP-related comments and the RTC’s responses. He noted that
12 comments had been received. He thanked Mr. Andrew Kjellman, RTC, for handling the replies. Mr.
Hess went on to explain that since the public comment period was ongoing and would not end until
Monday, November 26, 2012, further comments would be incorporated into a revised version of RTP
Appendix 2 “Public Participation Plan.” This information would be presented to the Executive Advisory
Committee (EAC) and the Transportation Access Advisory Committee. He invited MPS members and
alternates to attend the EAC meeting if they wished to provide input on the finalized version. He added
that agency personnel would disseminate, via email, the finalized version of the public comment and
responses to the MPS.
Next, Mr. Hess pointed out two changes to RTP projects of regional significance which affected the air
quality conformity model. He noted that the city of Las Vegas (Las Vegas) had changed the scope of a
Rainbow Boulevard project from a four-lane general purpose roadway to a three-lane general-purpose
roadway with a fourth lane dedicated for transit and bicycle usage. The Planning Manager stated that this
modification was already reflected in the RTP and TIP but not in the air quality conformity model
because the requested change to the project was received after the model run was complete. Secondly, Mr.
Hess stated that the inclusion of a proposed Flamingo Road Bus Rapid Transit service also had to be
updated in the air quality conformity model.
Mr. Jason Rogers, City of Henderson, asked if any other municipalities and/or Clark County had made
any changes of scope to regionally significant projects like that requested by Las Vegas. Mr. Hess set
forth that Clark County had requested to extend the parameters of a Congestion Mitigation and Air
Quality (CMAQ) project. He mentioned that RTC personnel would have to determine if additional
information would be required for the project to still fit the CMAQ eligibility criteria with this proposed
change. He also noted that the Nevada Department of Transportation (NDOT) personnel had reviewed the
project list and had some questions. RTC and Transportation Department staff members would work
together on this matter and also determine if the RTP project list was in line with the Statewide
Transportation Improvement Program (STIP). Also, NDOT had made minor changes involving
terminology regarding Project Neon.
Mr. Rogers understood that agency personnel would be reaching out to staff members of the Southern
Nevada public works departments. Mr. Martyn James, RTC, indicated that this had been done and
comments from these departments were expected the week of November 11, 2012. Furthermore, he
conveyed that RTC personnel had not been made aware by public works department staff members of any
changes to regionally significant project. He emphasized that if changes to regionally significant projects
were not received in a timely manner, this would present a problematic situation requiring another run of
the air quality conformity model.
Reviewing the “Response to Comments” handout, Mr. Bill Lewis, Veolia Transportation Services,
Incorporated, was concerned about the comment related to the lack of RTC transit at McCarran
International Airport (McCarran Airport). He thought the increased availability of transit at the airport
would facilitate connectivity and minimize traffic congestion throughout the Las Vegas Valley. He
wondered if the agency and the airport had some sort of difficulties in their working relationship. Mr.
Lewis strongly encouraged the agency to coordinate with airport staff members regarding public outreach
about public transportation to and from the airport, ticket vending machines and other measures to ensure
interested persons were aware of transit options. Mr. James responded that this matter was indeed one of
ongoing negotiations with the airport. He did state that the RTC hoped that more opportunities for public
transportation at the facility would become available. He added that access arrangements at an airport can
be dictated by the physical layout of the facility and what area the airport could provide for transit

vehicles.
Mr. Mark Silverstein, Clark County Department of Aviation, confirmed that discussions were ongoing.
He noted that Route 109 did provide service to McCarran Airport, but he would bring matter to the
attention of airport management. Both Mr. Silverstein and Mr. James commented that the Maryland
Parkways Alternative Analysis study would provide another opportunity to talk about this matter.
The MPS did not make further comments or pose any additional questions.
Mr. Hess then stated that agency personnel were requesting a recommendation to adopt and approve
2013-2035 Regional Transportation Plan with the understanding that additional minor changes may have
to be made and incorporated into the work. He reiterated that the MPS would be provided with the
finalized version of the comments and responses. Additionally, Mr. James stated that any MPS member
could make further comments during the ongoing public comment period which did not end until
November 26, 2012. He repeated that the finalized version would be disseminated, via email, to the
group.
Mr. Rogers asked if the document could be placed in the FTP server. Mr. James and Ms. Tammy
McMahan, RTC, indicated that the agency should be able to provide the information through the server.
Mr. Silverstein asked that RTC staff members send notification of the upcoming EAC November 2012
meeting. Ms. McMahan responded that she would do so.

APPROVE AND ADOPT THE 2013-2016 TRANSPORTATION IMPROVEMENT PROGRAM
(FOR POSSIBLE ACTION)
Comments:
Mr. Raymond Hess, Regional Transportation Commission of Southern Nevada (RTC), explained that the
Transportation Improvement Program (TIP) comprised the first four years (2013 through 2016) of the
Regional Transportation Plan (RTP). He stated that approval of the 2013-2016 TIP would secure federal
authorization for the expenditure of funds on identified projects. He reminded the Metropolitan Planning
Subcommittee (MPS) that Metropolitan Planning Organization – Planning department staff members had
been regularly reporting on the TIP during the 2012 MPS meetings.
Mr. Hess went on to reference two handouts, one entitled “Public Participation Process Summary” and the
other entitled “Response to Comments.” He noted that these were the same comments mentioned during
the discussion related to Item #2 and they applied to the TIP as well.
Referring to the item’s backup, page T1-28, which listed some City of Henderson projects, Mr. Jason
Rogers, City of Henderson, was concerned that there was no identification of project phase for some of
the projects. Mr. Martyn James, RTC, believed the omission of descriptions for certain projects was an
oversight. He indicated that this would be corrected.

Transportation Plan. He mentioned that the “Response to Comments” handout did include feedback about
transit.

RECEIVE A REPORT ON THE DEVELOPMENT OF “COMPLETE STREETS FOR LIVABLE
COMMUNITIES: A DESIGN MANUAL” (FOR POSSIBLE ACTION)
Comments:
Reading from the item’s background, Mr. Martyn James, Regional Transportation Commission of
Southern Nevada (RTC), set forth as follows: “The [RTC] approved the Complete Streets Study Report
and adopted the regional Complete Streets Policies on June 14, 2012. The RTC has now developed
“Complete Streets for Livable Communities: A DESIGN MANUAL,” which contains guidance and
design concepts which can be implemented by the RTC and local agencies as these entities develop
complete streets.
The Design Manual is based on a similar document prepared for Los Angeles County and has been
customized for the circumstances of the Las Vegas Valley with the aid of a grant from the Centers for
Disease Control (CDC) through the Southern Nevada Health District (SNHD).
By adopting the Design Manual the RTC is indicating the [agency’s] support for the implementation of
these concepts and signaling a willingness to consider funding and staff support, while respecting the
right of individual local public agencies, as well as the development community in the region, to decide
where and how is it appropriate to implement the guidance and design concepts from the Manual.”

Mr. Mike Hand, RTC, then addressed the Metropolitan Planning Subcommittee (MPS). He detailed that
the Complete Streets Working Group had engaged in productive, thoughtful discussions as the Design
Manual was developed. However, he shared that there had been disagreements with the Clark County Fire
Department regarding the turning radii for fire trucks. He acknowledged that consensus may not be met
on this particular issue. With this in mind, he emphasized that the Design Manual was not to be seen as a
rule book, but instead as a concepts guide. He noted that agency personnel fully realized that the RTC
could not dictate a certain kind of Complete Streets implementation and municipalities and Clark County
would be following the design principles as their entity staff members saw fit. Mr. Hand noted that he
would be providing a Complete Streets Design Manual PowerPoint presentation at the Executive
Advisory Committee November 29, 2012 meeting. He invited the MPS to attend that meeting.
Mr. Jason Rogers, City of Henderson, lauded Mr. Hand and his staff for their leadership on this major
undertaking. He noted that they had ensured that a diverse group of shareholders had been involved.

RECEIVE A REPORT ON THE BICYCLE AND PEDESTRIAN PLANNING STUDIES IN
THE FISCAL YEAR 2013 UNIFIED PLANNING WORK PROGRAM AND RECOMMEND
PARTICIPANTS FOR UPCOMING TECHNICAL WORKING GROUP MEETINGS (FOR
POSSIBLE ACTION)
Comments:
Reading from the item’s background, Ms. Maria Rodriguez, Regional Transportation Commission of
Southern Nevada (RTC), set forth as follows: “The Regional Transportation Commission of Southern
Nevada (RTC), in support of more livable communities, will begin several bicycle and pedestrian
planning studies funded under the Fiscal Year 2013 Unified Planning Work Program. The main goal of
the studies is to improve bicycle and pedestrian infrastructure throughout Southern Nevada.
Staff will make a brief presentation on the upcoming planning studies. The RTC asks the Metropolitan
Planning Subcommittee to discuss and recommend participants for technical working group meetings that
will take place for these studies.”
Ms. Rodriguez stated that the agency would be undertaking more multimodal studies in a bid to make
Southern Nevada a more “walkable” and bike-friendly place. She added that these studies would include
recommendations to enhance safety for pedestrians and bicyclists as well. The Senior Transportation
Planner highlighted three studies which would be carried out in 2013. First, she addressed the Regional
Bicycle Network Gap Analyses. She stated that the first such analysis had been done in 1990 and had
been conducted frequently since. She stated that this evaluation would determine where the network
needed to connect so people could ride their bicycles to and from desired destinations. Ms. Rodriguez
stated that a consultant would be analyzing the network to formulate a list of recommendations. Second,
the Senior Transportation Planner stated that a Pedestrian Infrastructure Inventory and Analysis would be
undertaken. She noted that since many pedestrian fatalities had occurred over the last year, RTC staff
members and personnel with Clark County and the Southern Nevada municipalities had discussed how to
protect pedestrians. Some of the matters that would be addressed would include sidewalks or the lack
thereof and pedestrian signage and signals. Third, Ms. Rodriguez stated that the RTC would be gathering
information in order to make investments in multimodal facilities. This data would help in the
identification and prioritization of needs.

Ms. Rodriguez asked that the Metropolitan Planning Subcommittee (MPS) determine if someone
employed with the entities they represent could serve on technical working group meetings for these
studies. She estimated that participation in these studies would take approximately one year of
commitment. She and Mr. Martyn James, RTC, indicated that either of them could be contacted regarding
this matter.
Mr. James characterized the bicycle and pedestrian planning studies as very important. He emphasized
that it would be beneficial to include not only staff members from the Southern Nevada public works
departments, but also bicycle and safety advocates and other relevant stakeholders.
Ms. Johanna Murphy, City of North Las Vegas, asked if RTC staff members could email MPS to remind
the group to suggest colleagues for the working groups. Ms. Rodriguez indicated that she would do so.

CONSIDER THE FUTURE SCHEDULE FOR SUBCOMMITTEE MEETINGS AND DIRECT
STAFF ACCORDINGLY (FOR POSSIBLE ACTION)
Comments:
Reading from the item’s background, Mr. Martyn James, Regional Transportation Commission of
Southern Nevada (RTC), set forth as follows: “Under the Policies and Procedures of the [RTC], the
Metropolitan Planning Subcommittee (MPS) meets not less than once every two months to assist the
Executive Advisory Committee (EAC) in the formulation of recommendations to the RTC with regard to
planning and programming issues and other items as requested by RTC or EAC.
At the June 2012 meeting of the Subcommittee, the members resolved to meet monthly for the remainder
of the year to consider issues related to the development of the Regional Transportation Plan [RTP]. Work
on the Regional Transportation Plan is nearing completion and it is appropriate to consider the frequency
of MPS meetings over the coming months.
Staff will outline some of the topics that are expected to come before the EAC and RTC in 2013 as well
as other factors that may influence the frequency of MPS meetings.”
Mr. James shared that in 2013 a number of matters would be brought before the MPS including the final
version of the Regional Transportation Plan, the interpretation of the “Moving Ahead for Progress in the
21st Century” (MAP-21) legislation, the Metropolitan Planning Organization Planning (MPO)
Department’s planning process, updates to the bicycle and pedestrian plan, the proposed Southern Nevada
Transportation Safety Plan, reports on various projects and studies including Complete Streets and the
Community Mobility Study. In light of these matters, Mr. James believed that scheduling a monthly
meeting may be helpful to the group. He noted that if there were not enough items for a full agenda, a
meeting could be canceled. He followed by stating that the membership may find bi-monthly meetings
more suitable though.
Ms. Susan Danielewicz, City of Boulder City, expressed that due to the distance of travel to the RTC
Administrative Building, it would be difficult for her to make monthly meetings. Her preference was for
six meetings throughout 2013. However, she felt that since not all of the MPS members were present, the
item should be brought before the group again.

Chair Lebene Aidam-Ohene, Clark County Comprehensive Planning, concurred with Ms. Danielewicz.
She noted that many MPS members had so many commitments that six meetings in 2013 might work
best. Furthermore, Chair Aidam-Ohene agreed with Ms. Danielewicz that it would be prudent to get input
from the other members who were unable to attend.
Mr. Bill Lewis, Veolia Transportation Services, Incorporated, agreed with both Ms. Danielewicz and
Chair Aidam-Ohene. He shared that he experienced a time conflict with the MPS meeting and another
critically important meeting. He expressed that having the meetings six times a year, every other month,
would better accommodate his schedule.
Ms. Manuela Johnson, Bureau of Land Management, Ms. Johanna Murphy, City of North Las Vegas, Ms.
Judy Peterson, Clark County School District, Mr. Jason Rogers, City of Henderson, and Mr. Mark
Silverstein, Clark County Department of Aviation, all stated that they were willing to have either monthly
or bi-monthly meetings. Mr. Silverstein wondered if the meetings could be planned monthly and members
could call in from Boulder City, Nevada and Mesquite, Nevada.
Mr. James stated that the item would be brought back before the Subcommittee at the group’s next
meeting.
Mr. James went on to thank the MPS for attending monthly meetings in 2012 to facilitate the
development of the RTP.
Lastly, Mr. James announced that MPO-Planning believed that there would not be enough items for a full
December 2012 agenda. As such, staff members suggested canceling that meeting. The MPS did not
object.

Comments:
Ms. Manuela Johnson, Bureau of Land Management (BLM), announced that BLM would be holding a
competitive land sale in January 2013. The parcel was located in the area of Polaris Avenue. She noted
that the land was under Clark County’s jurisdiction.

The construction on S Valley view From 95 to Spring Mountain. I do not know
what your planners do but they certainly do not have done the public any good
with the construction on Valley VIew. First the construction that should have
taken no more than a few months is draggin on for over a year. To boot who
ever figured out that you should use two and a half lanes one direction and one
and three quarters in the opposite direction had to have his head someplace
rather where it should have been. You are narrowing the road south so much if
a car and a truck or two trucks try to go side by side one is going to have go on
the sidewalk or they cannot go side by side. For Christ sake do the math.
Totally insane. Your construction workers did not even work on the job for
almost three months and then when they finally did work it's only a few hours a
week. This project is a total waste of taxpayers money and is taking a five lane
street and making it a 31/2 disaster. Please, it would be nice if a good
explanation to the residents on this disaster would be appreciated. I have talked
to several people and they just shake their heads in disbelief as I'm doing. In the
Navy we called this a CF.

For the bus stops why not install the same type of pillars that are in front of 7/11
or something similar like the concrete balls in front of TARGET. We wouldn't
need that many just enough spaced out to fit the width of a vehicle. Many have

Two bus routes come within 1 mile of the Heritage Park Senior Facility, Aquatic
Facility and Park. I work at the Senior Facility and continualy recieve complaints
of no buss service. Approximatly 800 seniors use the facility per day. The
location of the stops requires a long walk for these seniors. The seniors who are
healthy enough to walk that distance do not come when the weather is hot
because of the walk. There are pull outs to facilitate stops on both Burkholder
and Race Track. With the two facilities open and the opening of the park in
general I would think it worth relooking at the posibility of having at least one of
the routes stopping comming to the Park. I regularly see one of our patrons who
rides the bus and then walks in the area of Boulder highway and Desert Inn
where she lives. She comes all the way to Henderson because we have a

Appeal to the young and CIVILIZED. Promote bus travel for high school and
college aged kids. Communicate the safety of putting a 17 yo on the bus rather
than behind a wheel, make riding the bus cool, rather than a symbol of poverty.
Public perception is the RTC's #2 enemy imho, after funding, of course! Good

The I-95 and I-215 interchange heading west on 215 from southbound 95 is

Provide a vehicle bridge over C-1 channel at Newport Drive in Henderson (With
the construction of Heritage Park and the increased traffic it will bring this needs
to be a priority). Also provide a east side belt-way (complete the 215 loop) - or at
least a rural highway alternative to access I-15 going North from Henderson
(behind Frenchman Mtn). Also a vehicle bridge across the Las Vegas Wash in
Henderson would be great. It would be nice to quickly access the Eastern Side
of Las Vegas from SE Henderson across the wash (perhap near the Weston
Hills housing development) - this section of Henderson is currently being
prepared for future development an additional way to get across the Las Vegas
Wash further east would improve connectivity.(These are a few ideas I have had
for a number of years - and would like an opportunity to provide input on this

The Ticket Vending Machines need to have an option for the Reduced Fare! I
can't buy a reduced fare with the ticket vending machine and there are usually
no machines on the express busses that sell them. Please fix it soon because I

already have. Sawtooth streets and the resulting lack of capacity and

20 minute drive to work is 1 hour, and if I miss the bus going home, I have to

When Metro Max was constructed on North Las Vegas Blvd. it was agreed
that because of cost issues of sidewalks between Lamb and Nellis over
drainage canals they would be added to a later plan. Nowhere on this plan did
I see any mention of sidewalks in this area so individuals would be out of
harms way of vehicles.
Response
However, the projects listed in the RTP and TIP are not exhaustive.
Rather, they are only required to list those projects that utilize federal
transportation funds and/or are Regionally Significant. Regionally
Significant is defined in Federal Regulation to mean a project that is on a
facility which serves regional transportation needs, including, at a
minimum, all principal arterial highways and all fixed guideway transit
facilities that offer a significant alternative to regional highway travel.
Therefore, planned sidewalk improvements that fill system gaps within this
general area, and many others throughout Southern Nevada, may not
necessarily be listed.
The RTC recognizes the existing transportation system is not fully
developed and has placed a priority on filling gaps in the system. On page
82 the RTP states, “In the face of increasing growth pressure and an
existing transportation system that is not fully constructed, the RTC must
also prioritize the completion of the transportation system by identifying and
implementing missing critical links or connections in the transportation
network.” This stated priority includes missing sidewalk connections that
impede non-motorized access to high-quality express transit; similar to the
Las Vegas Blvd. N. MAX/113 route.
RTC staff has incorporated editorial updates into the RTP that were nonsubstantive in nature and did not change the meaning or intent of the RTP.
These minor editorial changes will not be further identified in the Response to
Comments section.

Several of the intersections that are marked by the white makings on the
pavement often do not lead directly to Curb Cuts. Or they are split if the
intersection has a center concrete divider. This is a dangerous barrier for
individuals who are sight impaired.

Moving beyond what is required by the MUTCD, the RTC strives to ensure
a safe, efficient and equitable multi-modal transportation system for all
users. This effort is highlighted by the RTC’s Complete Streets Initiative,
which the RTP references and builds upon for the selection of projects.

All reconstructed or newly installed roadway devices and markings must
conform to the most recent MUTCD provisions. The MUTCD is the
national standard for all traffic control devices and markings installed on
any street, highway, or bicycle trail open to public travel.
“Off-site improvements may also include enhancements to the existing
adjacent sidewalk network to accommodate and facilitate business
access.”
Pavement markings and their placement within the roadway are governed
by the Manual on Uniform Traffic Control Devices (MUTCD) published by
the Federal Highway Administration. Americans with Disabilities Act (ADA)
standards, which are administered by the U.S. Department of Justice
(DOJ), are developed in coordination with MUTCD requirements to ensure
consistency and avoid redundancy.
However, the statement above focuses on new roadways constructed in
connection with greenfield development; not on infill development or the
revitalization of existing buildings in more urbanized areas. Therefore, the
following language has been added to Page 123 of the RTP:

The RTP discusses the role of transportation improvements completed in
conjunction with private land use development. Page 123 states, “Property
developers make significant contributions to the construction of local
roadways. Right-of-way dedications and the construction of half-street
improvements are typically required as a condition of property
improvements and new development. Major road improvements are often
negotiated as part of development agreements and may be required as
part of Special Improvement Districts or similar local ordinances. As public
funding for street improvements becomes scarcer, it is reasonable to
assume that private developers will continue to fund most of the needed
roadway construction in new developments.”
Comment
Charleston Blvd. while being mostly older buildings has been neglected in
being updated especially from East of Pecos/Palm to Main Street. As this
area is older it is seeing signs of new construction and remodel of existing
buildings access on the sidewalks is becoming more and more important.
Curb Cuts need updating, repaving of certain area's has left high ridges that
are impossible for mobility devices to challenge. Area's with no sidewalks
leave businesses inaccessible especially around the Charleston / Fremont
corner.

Great transit service. Transports people well from location to location; does
the job well. Could be a little more inexpensive rather than as expensive as
transportation exists to help.
Sidewalks from Fremont / Main going South from the Plaza Hotel Casino
towards Bonneville do not allow access wide enough for larger full size
mobility devices. Several Curb Cuts are not within standards even though
Public Works Department deem them as being SAFE.
There are still neighborhoods throughout Clark County that have not been
brought up to ADA Standards for Curb Cuts. These area's especially older
neighborhoods have a lot of residents who are now getting older and require
use of mobility devices are being forced into the streets because the Public
Works departments have not been allocated the funds and direction to bring
Clark County up to code.

The RTC recognizes the role of enhancing livability by maintaining and
expanding affordable travel options, including public transit. Page 74 of the
RTP identifies a future goal for Southern Nevada’s transportation system to
be one that “is affordable, operates efficiency, offers a choice of transportation
modes, and supports a vibrant economy.”
This comment was transmitted to the City of Las Vegas.
As funding for these project activities becomes available, newly
constructed and altered roadway facilities must comply with ADA by being
readily accessible and usable by people with disabilities. DOJ also
requires state and local entities to comply with the Americans with
Disabilities Act Accessibility Guidelines, developed by the U.S.
Architectural and Transportation Barriers Compliance Board (Access
Board).
The RTP identifies the regionally significant “Main St/Commerce St from Las
Vegas Blvd to Owens: One way complete streets couplet” project that will
improve sidewalks, widths and associated curb cuts on Main St., including a
portion north of Bonneville Avenue. This project is listed on pages 19 and 114
of the RTP, and a visual simulation of the project is included on page 68.

Page 59 of the RTP identifies a primary goal of optimizing the performance
of the existing transportation system by prioritizing maintenance and
preservation activities, safety projects, and Complete Streets treatments.

It is a waste of money to build a bus station at UNLV. I work there and do not
want buses on campus and do not like you taking out a parking lot. Students
will not/cannot ride the bus because of the way they commute to school and
jobs.

The intersecting roads at 215 and 95 North area a real problem and have
been for years. There is no good way to get from they "y" on Buffalo to the
Centennial Shopping Center. Of all the projects, this should be at the top of
your list.

Improvements to the U.S. 95/CC 215 Northern Beltway interchange are
included in the fiscally constrained RTP. The 3 packages that comprise the
phase 3 interchange improvements are listed in both the RTP Executive
Summary on page 16 and in the main RTP document on page 108. These
improvements will improve interchange access and mobility on U.S. 95, CC
215 and surrounding roadways. The phase 3 interchange improvements will
be constructed as a partnership between NDOT, Clark County and the City of
Las Vegas.
The RTC completed the comprehensive “UNLV Multimodal Transportation
Hub Feasibility Study” in June 2009. The complete study can be found on the
RTC website at:

Improvements to the entire U.S. 95 corridor in the Northwest Las Vegas
Valley are a priority for the RTC. Improvements to the U.S. 95/CC 215
Northern Beltway interchange are currently identified by NDOT as phase 3 of
a larger 5 phase improvement project on the U.S. 95 corridor from
Washington Avenue to Kyle Canyon Road.

The RTP identifies and discusses numerous transportation funding
challenges. Specifically related to public transit, page 34 of the RTP
states, “The problem with transit is that operating costs are growing faster
than inflation and any substantial new service would only exacerbate the
problem. The Plan therefore assumes every effort will be made to maintain
the existing system but only limited new service is envisaged.”
The current bus on E. Lake Mead Pkwy (Route 217) operates within the
vicinity of Lake Las Vegas, serving Mohawk Drive, which is approximately 3
miles southwest of Lake Las Vegas. This is not a “24-hour Service” route and
does not operate during late night or early morning hours.
As of September 30, 2012, the RTC operates 12 fixed-transit routes on a
designated “24-hour Service” schedule. Other routes provide some service
during late nights or early mornings, but not on an officially designated “24hour Service” schedule.

I am simply AMAZED that there are no RTC busses that go to McCarran
International Airport! When I tried to map out a route to reach my friend's
house in North Las Vegas, I have to walk 1.3 miles to the Tropicana to catch a
bus?! I have no problem walking, but to have a major airport with no bus or
light rail transport directly to/from speaks like someone is paying someone $$
to keep it out. And have you ever attempted walking from the airport to
ANYWHERE? I have and there is no safe pedestrian walkway. Again, I am
non-plussed.
RTC Transit
The following changes to the transit program are requested by the RTC:

Enjoy the increased aspect of cycling coming from the RTC. Would like to see
more "stop light" crosswalks like the one on Sahara west of Maryland. The
crosswalk at 1st Street and Charleston is an accident waiting to happen.

The changes have been incorporated into the 2013-20135 Regional
Transportation Plan, the 2013-2016 Transportation Improvement Program,
and the 2013 Transit Program of Projects.
The RTC currently operates two transit routes to McCarran International
Airport; the Westcliff Airport Express (WAX) and route 109. The WAX
provides service to the Bonneville Transit Center (BTC) and route 109
services both the BTC and the South Strip Transfer Terminal. Connections
throughout the Las Vegas Valley, including to the City of North Las Vegas,
are available at these transit centers.
Pages 61 and 62 of the RTP discuss the newly installed High-Intensity
Activated crossWalK (HAWK) signal on Sahara Avenue and 15th Street.
This signal was installed in 2012 as a component of the larger Sahara
Express Bus Rapid Transit improvement project. The RTC FAST division
is currently evaluating the safety and effectiveness of the HAWK signal in
Southern Nevada. National research has indicated safety benefits
resulting from increased motorist compliance compared to a traditional, unsignalized non-motorized crossing. After an evaluation of the HAWK
signal’s performance, the RTC will potentially identify the most appropriate
locations for additional HAWK signal deployment.
Preliminary planning, engineering design, and construction of the UNLV
transit hub are consistent with the implementation plan identified in the
feasibility study. Construction funding for the project was included in the
Transportation Improvement Program (TIP) for years FY 2011-2014 and is
included in the new TIP for years 2013-2016. The UNLV transit center efforts
have been coordinated with and supported by the University.
The feasibility study included an analysis of existing conditions, existing transit
utilization in the UNLV study area, project purpose and need, identification of
site alternatives, traffic and circulation studies, a locally preferred site location,
identification of opportunities and constraints, transit hub designs, cost
estimates, and extensive public outreach activities.

The modifications to the scope of the Rainbow project (# 1579), which
entailed changing the number of proposed general purpose lanes to
accommodate alternative modes of transportation, represented a change to
a regionally significant project. The project was reconfigured in the Travel
Demand Model and the Air Quality Conformity Model was rerun to ensure
the project did not adversely affect the air quality conformity determination.
The other changes proposed by the City of Las Vegas to the model
network were incorporated.
The only change not incorporated at this time is the recommended addition
of STP Enhancement funds to the Oakey Blvd. bicycle lane project (project
# 5081). A prioritization process conducted in 2012 identified this project to
receive funding between 2014 and 2016. However, the Enhancement
program has changed as a result of federal regulations and any projects
beyond FY2013 will be re-evaluated to receive Transportation Alternative
funding at a future date
