DESCRIPTION OF JOB: This work unit exists to protect human health and the environment by assuring the safe management of solid wastes at solid waste disposal sites and facilities through: ensuring proper storage, treatment and disposal of solid wastes; remediating contaminated facilities and sites; conducting inspections; and providing outreach to industry, governmental entities, and interested stakeholders via guidance development, training and technical and regulatory assistance. In addition, the unit collects, analyzes and reports on data associated with solid waste flow and materials management/recycling/reuse within Colorado. This position exists to: Assure adequate storage, treatment and disposal of solid waste at solid waste sites and facilities and assure adequate remediation of contaminated sites by: investigating, analyzing, and evaluating the geology, geophysics, hydrogeology, and geotechnical aspects of regulated facilities; reviewing technical data; inspecting facilities; overseeing certain activities at facilities; writing and enforcing the recommendations for certificate of designation applications and/or subsequent modifications of the design and operations plans for facilities; and providing technical expertise for the review of engineering plans and designs to ensure that activities are conducted in a technically sound, cost-effective, timely, and protective manner. Reviews, analyzes and evaluates technical documents which includes: site characterization reports, waste reports, environmental monitoring reports, design and operation plans and Certificate of Designation applications with associated scientific and engineering materials; storage, treatment, and disposal design and operation plans; engineering specifications and criteria; complex scientific data; and design and operations plan modifications to determine the technical and regulatory adequacy of the information or application. This determination is based on sitespecific geological, geophysical, hydrogeological, physical and chemical conditions, and is made by applying scientific and engineering theories and standards and exercising professional judgment. Independently travels to sites to conduct inspections throughout the state. Conducts field oversight of solid waste activities. Negotiates with facilities to identify solutions where guidance and regulations are not explicit. Some of these plans and projects are politically complicated and complex. Reviews plans for closure and post-closure, and corrective action of solid waste facilities to ascertain if the proposed cost of these activities is technically accurate. Coordinates with others concerning the adequacy of the financial assurance instrument. Helps establish and maintain a state wide cost adjustment database for these uses based on standard engineering practice. Tracks and maintains project time in unit’s database. Field verifications of current industry practice are commonly necessary. Performs Colorado Solid Waste Regulations Interpretation, Integration, Compliance Assistance, and Guidance Development. Provides chemical, geological, geotechnical, hydrological and quantitative engineering technical assistance to municipalities, counties, owners and citizens regarding solid waste regulations, statutes, guidance and related environmental criteria. Interprets and integrates Colorado Solid Waste Regulations with specific emphasis on the solid waste section of the regulations, appropriate testing procedures, and relevant technical guidance materials to formulate practical working solutions related to work plans, designs and operation plans, and solid waste sites and facilities. This requires careful consideration and appropriate engineering judgment of site-specific conditions and applicable regulatory constraints in the absence of clearly established guidelines. Assists in interpreting regulations and determining applicability to specific sites and processes. Develops, researches and implements technical guidance documents related to complex solid waste engineering issues. These documents represent official agency position on interpretation of regulatory requirements. Participates in public meetings and hearings for the purpose of providing information about proposed actions, answers citizens’ concerns, resolves regulatory and technical issues, and justifies the state’s position. Provides technical guidance to the public on solid waste storage, treatment and disposal alternatives. Quantitatively analyzes and evaluates: site characterization reports, waste reports, groundwater sampling reports and Certificate of Designation applications with associated scientific and engineering practices; storage, treatment, and disposal design and operation plans; engineering specifications; complex scientific data; and design and operations plan modifications to determine the technical and regulatory adequacy of the information or application. MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS: MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in engineering, physical and/or biological sciences, environmental sciences, atmospheric sciences, or a closely related field AND Two (2) years of professional experience in solid waste permitting and compliance. SUBSTITUTION: An advanced degree in a related field and work experience demonstrating competencies equivalent to the competencies learned through the completion of the required education may be substituted for the education. CONDITIONS OF EMPLOYMENT: Must possess and maintain a current valid Colorado Drivers License and be able to travel independently to perform job duties. Must be willing and able to independently travel approximately 10% of the time to complete inspections and investigate complaints throughout the state. Travel may require evening and overnight stays.
