Activities must take place in Serbia and/or in Montenegro. • A single contract partner who has the legal status of public or international organisation and who will be responsible for project funds, activities and results. • Civil Society Organization (CSO) cannot be applicants in this grant scheme, but they can participate in the project as partners. • The concrete CSO could be a preselected partner, in case that Serbian/Montenegrin legislation allows this without public procurement. • A separate Call for proposals will be made for CSOs in July. • Commercial organizations are not eligible for support, but they can participate in the project costs if their services are procured. Duration • Call is open till 1st of July 2017 • Project can last up to 2 years (24 months from signing the agreement), with possibility of extension • The support will be reviewed after each year of implementation, with the possibility for continuation, depending on successful implementation of the projects and available funds. • Project start in October 2017 the earliest Size • Grant requested should be above 100.000 EUR • No upper limits are defined • No defined budget for the grant scheme Application CURRENCY • Please read the call and all the attachments • Only send via email to: [email protected] • Embassy will confirm receipt of complete applications • All applicants will receive decision on their application by e-mail • Budget, payments and reporting will be in EUR • Application and report forms should have amounts calculated in NOK • The total amount in the Grant Agreement is given in NOK • Grant shall be disbursed in advance instalments • No need to open a new bank account when applying Selection process • The assessment will be done by the embassy team based on general criteria of relevance, possible impact, effectiveness of the proposed model, cost efficiency, and sustainability. • The embassy will try to achieve fair sectoral and geographical distribution of the supported initiatives, but the main criterion in the selection will be the project quality • We will meet shortlisted candidates for further clarifications and possible modifications • Names of all grantees will be published on the Embassy’s web site What are we looking for? • • • • • • • • • Demonstrated contribution to EU negotiation process Good baseline and risk analysis Concrete results for the target group Clear goals what shall be achieved through the grant and logical approach to how it will be done Realistic budget and timeline Good track record Strong commitment Prospect for sustainability of the achieved results Visibility for Norwegian support
