ICF Rule Changes UK Impacts ICFRuleChanges All section C of UK Rules 3.4 The first year a competitor can compete in an ICF or International competition is the year in which that their 15th birthday falls in. The last year they can compete in a Junior category is the year in which that their 18th birthday falls in. The last year they he/she they can compete in Under 23 category is the year in which their 23rd birthday falls in. UK: Not Relevant to UK as this is replaced by a UK specific rule (page 54) 6.1 Individual Canoe Slalom / Canoe Slalom Cross Events Women K1 Men K1 Women C1 Men C1 Women C2 Men C2 Mixed C2 (1 Woman, 1 Man) ICF: Inclusion of crew event with better gender equity and the inclusion of a new events (CSLX) UK: Mixed C2 is already in the UK rules (without the clarification), Slalom cross is not yet established as part of Canoe Slalom Internationally, this will be considered at the ICF Congress. If this is accepted bring UK Slalom cross rules and changes to the 2017 ACM. (page 55) 7.1.2 Minimum Weights of Boats All types of K1 and C1 8 9 kg. All types of C2 13 15 kg. During the weighing process, residual water must be removed from the boat. ICF: Introducing split boats for ease of equipment transport. Split boats at the lower weight are not robust UK: Introduce for consistency with ICF rules. (page 56) 7.1.5 Rudders and fins are prohibited on all boats. (page 56) 7.2.4 At ICF competitions (Level 1‐3), Athletes should must wear the appropriate official clothing either a short or long sleeve top while competing with easy identification of the nation they represent. He/she guides and troubleshoots the video production and distribution to meet the TVS and the Video Judge requirements. Renumber current 9.7 as 9.7.1 ICF: Added ITO UK: Add for consistency (page 58) 17.2.1 The bib should be fixed visibly to the body of the competitors. In C2 the bowman or both competitors wear a number. ICF: Look of the sport UK: Do not accept, The committee provides a single bib, the additional expense for the committee, and for the paddlers (by way of bib deposit) is not required nationally (page 64) 23.3 23.4 The boat must be stationary (preferably held) at the start In the team runs, all boats must be stationary (preferably held) . The nominated first boat must activate the timing of the run. The boat in the start gate must activate the timing of the run. The boat can be either A, B, or C ICF: Look of the sport / simplify UK: Boats are rarely held, and the order of boats is not controlled in the rare team events in this country, so this makes sense (page 69) 26.2 A competitor's run is complete when the finish line is broken by the competitors body they cross the finish line. The competitor must not cross the finish line more than once or risk disqualification for that run (DSQ‐R). ICF: Clarificaton UK: Accept 26.4 (page 69) If a competitor crosses the finish line upside down or capsized, or has left the boat completely (see Rule 32 and 34.4), as deemed by the Finish Judge, then the competitor will be given a DNF for that run. In cases of swinging gates The gate line is defined as the line between the outside edge of the bottom of the pole projected vertically to the river bed water surface. ICF: Clarification UK: Accept (page 69) 29.4.2 Intentional pushing of a gate to allow negotiation. The criteria to judge an intentional push are; 1. The Competitor is not in a position to negotiate the gate and/or 2. That an unexpected action of the Competitor (stroke or body motion) enables negotiation of the gate. ICF: Clarification UK: Accept (page 71) 29.4.7 Part of the head breaks the gate line (in C2, one or both competitors) in the correct direction, with or without part of the boat, unless correctly renegotiated before any subsequent gate is negotiated. ICF: Clarification UK: Accept (page 71) Change 34.4, splitting to several rules 34.4 Athletes with normal results in, at least, 1 run, should be sorted normally. 34.5 Athletes/Teams receiving (DNF or DSQ‐R or 1 DNS combined with DNF or DSQ‐R in multiple runs) should be sorted by NOC code. 34.6 Athletes with only DNS result in multiple or single runs should not be ranked 34.7 In the Semifinal or Final phase of a competition, an athlete who receives a DNF or DSQ‐R will be ranked and will receive the lowest ranking points in that phase 34.8 In the results output that includes multiple runs, results should be shown just for the complete run. 34.9 For DQB boat(s) the boat(s) are eliminated from the whole competition, and will not be ranked. The results, which have already been archived from a round when DQB subsequently occurs, will not be shown in the results or the race analysis of that particular round. Results for rounds, which the boat(s) completed before disqualification, will remain. A competitor or team is given a DNF result in the case where a competitor leaves the boat completely or crosses the finish line upside down. ICF: Alignment with Olympic Results and Information Services rules UK: Accept, renumbering current UK 34.5,34.6 to 34.10 and 34.11 and substituting ‘alphabetically’ for ‘NOC order’. NB also removes the duplication of rules in the current last bullet point. (page 71) 36.2.1 For judging and timing matters a Team Leader may make one (1) enquiry per boat, per event, per competition. In level 1 and 2 competitions, enquiries will only be accepted during the heats and semifinal phase of the competition with no fee. The Chief Judge will review all the available information for the processing of the enquiry. Following the investigation of the enquiry the decision of the Chief Judge becomes a matter of fact and therefore cannot be protested further. An enquiry is considered only when made by a Federation still ICF Rule Changes UK Impacts competing in that phase of the competition and submitted within 5 minutes of the posting of the competitor’s checklist. In the case when an enquiry results in a changed result, the Federation making the enquiry will not lose their one (1) enquiry. When an enquiry leads to a changed result all affected Teams must be informed. 36.2.2 A Federation may enquire on another Federation one (1) time during the entire competition. An enquiry is considered only when made by a Federation still competing in that phase of the competition and submitted within 5 minutes of the posting of the competitor’s checklist. In the case when an enquiry from a Federation on another Federation results in a changed result, the Federation making the enquiry will not lose their one (1) enquiry. When an enquiry leads to a changed result all affected Teams must be informed. ICF: Speeding the results process UK: Not relevant as these rules are replaced by UK Specific rules. 39.6 (page 75) In Team events, if the nominated first boat does not activate the timing of the run, the team will be disqualified DQB for that run. ICF: Simplify the sport, in line with 23.4 UK: Accept (page 76) 41.2 World Championships Events: Individual Events Women K1 Men K1 Women C1 Men C1 WomenMixed C2 Men C2 41.14.5 ICF Nations Cups Six cups in Canoe Slalom will be awarded as follows: One for K1 – Men One for K1 – Women One for C1‐Men One for C1‐Women One for C2‐Men One for “Over‐All” winning National Federation 44.1.2 One award is made in each of the events: K1M, K1W, C1M, C1W, C2M bearing the title: ICF Canoe Slalom World Cup. 42.2.2 In the C2M and C2Mixed event an Athlete may enter in both age groups with different partners as long as they comply with Rule 3.4. They may not enter both age groups with the same partner. Team events must be scheduled after individual finals. CSLX must be secheduled so as not to impact the individual finals. ICF: Inclusion of Canoe Slalom Cross event UK: Not relevant, this section is not in the UK Rules (page 71) 44.3.1In the WCS, each Federation can enter up to 4 5 boats per event. However, 4 3 boats must have qualified via the ICF Canoe Slalom Ranking of the previous season. By 1st October the year preceding the ICF competitions, the CSLC will publish the ICF Canoe Slalom Ranking along with the qualified quotas for each Federation for the following year’s WCS.
