Baseball Management
• The official rules of baseball have changed
almost every year since 1845
• Base Runners:
 1858: The base runner is no longer required to
touch each base in order.
 1864: Each base runner must touch each base in
making the circuit.

Play Ball!
• 1863: The pitcher is no longer allowed to take a
step during his delivery and he had to pitch
with both feet on the ground at the same time .
• 1867: Pitcher is now permitted to move
around.
• 1879: The pitcher had to face a batsman before
pitching to him.
• 1884: All restrictions on the delivery of a
pitcher were removed.

Moving Forward

Update the CPIC discipline to reflect the evolving
nature of IT

Community of Practice
• In late 2013, the Federal CIO Council chartered a
Community of Practice (COP) around Capital
Planning and Investment Control (CPIC)
 Executive Sponsor is Richard McKinney, CIO, Department of
Transportation
 Co-Chairs are Beth Ward, Department of Transportation, and
Francis O’Hearn, Treasury Department
• Our goal is to strengthen the CPIC community by:
 Establishing communications and collaboration forums
 Identifying, assessing, and publishing best practices (CIOpedia)
 Providing training/workshops to the CPIC community
 Working to move the discipline forward
