Preamble
Chaudhary Charan Singh Haryana Agricultural University (CCSHAU) is going to organize
“National Conference on Doubling the Farmers’ Income by 2022” in collaboration with
Haryana Economic Association, Bharatiya Kisan Sangh & Bharatiya Agro Economic
Research Center. The important themes like Doubling the Farmers’ Income by 2022, Issues &
Challenges of Macro Economic Policies and Development including Social Welfare in Haryana.
CCS HAU, named after India’s seventh Prime Minister, late Ch. Charan Singh, it is one of the
biggest Agricultural University in Asia. The university is a leading institution in agricultural
research in India and has significantly contributed to Green and White Revolutions in the 1970s
and 80s, respectively. It has a very large campus with several research centres throughout the
state. CCS HAU was bestowed with the best Institute Award by Indian Council of Agricultural
Research in 1997. The University has 8645 acres of land (around 7219 acres at main campus and
1426 acres at outstations). It has a well developed experimental farm of 994 hectares at main
campus, Hisar along with ten experimental farms, one with each regional research station
covering an area of 568 hectares. Since 1970, there have been significant advances in research,
teaching and extension by the creation of a strong infrastructure at its main campus and at
outreach stations.
About the Department
The Department of Economics was started in 1962 with the establishment of Hisar Campus of
the erstwhile Punjab Agricultural University. It became a full-fledged department in 1970 with
the formation of Haryana Agricultural University. Initially, the Department was located in the
College of Basic Sciences and Humanities and later on in 1978, it was shifted to College of
Agriculture as Department of Agricultural economics. There are 20 faculty members of
Agricultural Economics in total working at different directorates including out stations. The
department has achieved many distinctions in various academic activities. The prestigious
distinctions like the Dr. Rajendra Prasad Award for writing the university level text book in
Hindi language, Jawaharlal Nehru Award for outstanding post-graduate agricultural research,
Young Scientist Award, two Best Teachers Awards, and Professor of Emeritus have been bagged
by the scientists of this department. As, it is not possible to carry out the controlled experiments
in this discipline, efforts are made to observe the occurrences of various phenomena which affect
the decision making process of the households, particularly the rural people and relevant data are
collected and analysed by using the scientific tools and techniques. The research outcomes of
the department are publishing in the form of research/technical bulletins which helps the policy
makers in planning for betterment of farmer and rural community of the state as well country as
a whole.
About the Conference
About Haryana Economic Association
The Haryana Economic Association was founded in 1979 to promote teaching and research in
Economic theory in relation to the Indian economy in general and economy of Haryana in
particular. To promote these objectives, the Association organizes various academic activities
from time to time such as conferences, seminars, lectures, discussions and workshops. It
publishes a biannual refereed journal.
Themes of the conference
Doubling Farmers’ Income by 2022
After independence, during the Green Revolution, the emphasis was always on
production and productivity enhancement. Enhancing farmers’ income was not in focus
per se. In the five-year plans the policies and schemes were usually farm-centric and not
farmer-centric. The Prime Minister’ has time and again expressed the government’s
resolve to reorient its interventions in the farm and non-farm sectors to double the income
of farmers by 2022.
The papers may be presented on various aspects such as innovations in marketing; role of
banks and financial institutions; plant production measures for enhancing the income;
plant protection measures for increasing the income; post harvest technology and
management; mechanization & technology development; agribusiness measures for
doubling the income; innovations in agriculture; government plans, schemes, policies and
reforms in agricultural marketing.
1. Macro Economic Policies and Development: Issues and Challenges
The global economy is in turmoil since 2008. The Indian economy has responded to these
challenges by making a change in traditional style of polices, institutions and framework
of rules and regulations. The papers may be presented on various aspects such as GST,
‘Make in India’ campaign, Land laws, Labour laws, demonetization, Role of Niti Ayog,
Empirical analysis of Growth and Economic at National and State Levels, Universal
financial inclusion through Jan-Dhan Yojna, The gender issues in Economic
Development besides others.
2. Issues and Challenges of Social Welfare in Haryana,
In the back drop of the changes taking place at National Level, the papers may be
presented related to policies and programmes of social welfare in Haryana.
Registration details
All Authors of the manuscript have to register themselves separately. The Registration fee covers
the cost of conference Kit, publication fee, breakfast, lunch, dinner & refreshments. No TA/DA
will be paid for participating in the conference. Registration fee once deposited cannot be
refunded under my circumstances.

Researchers and other professionals are invited to contribute papers on any of the conference
themes mentioned above. Papers should not exceed 3500 words (including tables and
appendices) with an abstract of 300 words. References in the paper should be given in the APA
style. The papers may be written in Hindi or English. It should be in Times New Roman,
14 points in MS Word. It should be typed in 1.5 space on A 4 size Paper. The selected papers
will be published in either of the two issues of the Kautilya: Haryana Economic Journal after due
revision. The selection of the papers will be carried out by the Editorial board under the
chairpersonship
of
the
Editor-in-Chief.

About Hisar
Hisar, An Important City of Haryana, is located one hundred seventy kilometers west to Delhi on
the National Highway-9 (erstwhile NH-10). Hisar, originally called Hisar Firoza (also Hisar-eFiroza) was founded by Firozshah Tuglaq in 1354A.D. The famous Ashoka pillar, belonging to
the time of Emperor Ashoka (234 A.D.) presents in the Hisar Fort reflects facets of ancient India.
Hisar has three universities, CCS HAU, LUVAS and GJUS& T, five national and state research
institutes (CIRB, CIEB, CSF, NRFMTTI, RFS and GLF) .Hisar has a continental climate, with
very hot summers with very cold winters.
