The report has been prepared by Pleydell Smithyman Limited, Landscape Architects of Ironbridge, Shropshire. 1.2 Planning condition No 46 relates to the following: 46. Prior to the commencement of the development hereby permitted, details shall be submitted for the written approval of the Mineral Planning Authority indicating the stand-off areas for hedgerows and trees including their protection measures in accordance with British Standard BS5387:2005 “Trees in Relation to Construction” and shall include measures for tree and hedgerow enhancement and management. The tree and hedgerow protection, enhancement and management shall thereafter be carried out in accordance with the approved details. 1.3 The report is based on an assessment of all tree and hedgerow species in accordance with BS5387:2005 in relation to the proposed mineral extraction application area. This report provides a written description in relation to the proposed methodology for tree protection and is supported by Drawing No. M05.133. 01 (appendix 1), which outlines proposed Root Protection Area (RPA) and details of fencing protection and warning measures during extraction operations. Pleydell Smithyman Limited M05.133(a)/general/013r.planning condition 46.nh 1 September 2011 CALF HEATH PLANNING CONDITION CONDITION 46 2.0 INFORMATION TO SATISFY PLANNIN CONDITION 46 2.1 Root Protection Area In accordance with BS5387:2005, all trees in relation to the proposed mineral extraction areas have been surveyed and details of species and diameter of main stem recorded. Root Protection Areas (RPA) have been calculated using the following methodology: i) ii) iii) Single Stem Trees- diameter measured at 1.5m from ground level. Multiple Stem Trees- diameter measured immediately above root flare. RPA calculated using the following formulae. Number of stems Single Calculation RPA (m2)= ( stem diameter (mm) @1.5m x 12) 2 x 3.142 1000 More than one stem RPA (m2)= ( Basal diameter (measured above root flare x 10) 2 x 3.142 1000 Results of the Root Protection Area calculations are presented in Appendix 2. 2.2 Protection methods during mineral extraction In general terms the radii required to protect trees in relation to the proposed extraction area do not exceed 5m. In some cases, where there are large specimen trees the radii increase to circa 6m. To ensure trees and hedgerow are protected during each phase of extraction, the following method will be employed: i) ii) iii) iv) v) vi) vii) viii) ix) A Root Protection Area or “stand-off” of 5m will be established from the centre line of each hedgerow or standard tree as a minimum standard. A post and wire fence will be erected along the 5m stand-off RPA. The post and wire fence will constructed in accordance with the proposed specification outlined in Drawing No M05.133.01. The post and wire fence will be constructed using wooden 1.8 m posts of 150mm diameter installed to a depth of 300mm. The posts will be set at 10m intervals with 200mm x 2m straining posts set to a depth of 500mm at 100m intervals. The top 100mm of each post will be painted in white or reflective paint. Two plain high tensile 3mm wires will be set approximately 100mm apart to support warning signs below the painted area. 1 no all weather warning sign to approximate dimensions of 450mm x 450mm will be erected at 50m intervals along the fence line. The warning sign will be orientated towards the extraction face and shall read “Construction Exclusion Zone- Keep Out”. Pleydell Smithyman Limited M05.133(a)/general/013r.planning condition 46.nh 2 September 2011 CALF HEATH PLANNING CONDITION CONDITION 46 In addition to the above, a 50mm x 50mm x 1000mm wooden warning stake will also be set approximately 10m from the stand-off area at intervals of 50m. This peg will be painted with white or reflective paint and will provide advance warning of proposed RPA. Where an RPA is required for tree protection over 5m radius then an individual protection area will be created using the method outlined above. To ensure compliance with BS5387:2005 extraction operatives will be briefed on the requirements for the proposed tree protection methods before operations commence. 2.3 Tree and hedgerow enhancement and management During the proposed extraction period, trees and existing hedgerows will be proactively managed to ensure health and longevity. This will be achieved through general inspections, maintenance operations and planting (where required) based on the following regime. TREES i) ii) iii) iv) v) vi) A general visual inspection of condition of all trees will be undertaken annually by a competent person. Following each visual inspection a tree works plan will be prepared, which outlines any required proactive maintenance works. Where required, the plan will seek to remove any dead, dying or diseased wood. Where required, crown lifting or thinning will be specified to ensure long term vigor of trees. Dead trees will be reduced to the main stem and left as standing dead wood to support local biodiversity. Any dead trees will be replaced with a light standard of the same species and planted within the field margin at an appropriate location. HEDGEROWS i) ii) iii) iv) v) vi) vii) Hedges in poor condition will be identified by a competent person in conjunction with the proposed annual visual tree inspection. Hedges with gaps or with poor quality growth will be identified. Where required a maximum of 20 linear metres of hedgerow will be restored each year during the extraction period. The restoration will be a combination of hedge laying, coppicing and whip planting to form a traditional continuous field boundary. Where required, hedgerows will be planted with a native mix of hawthorn and blackthorn whips of between 50-65cm in height. Each whip will be protected with a spiral tree guard and supported with a bamboo cane. Following the first year of planting, weeds will be controlled by no more than two applications of glyphosate herbicide between April and September. Pleydell Smithyman Limited M05.133(a)/general/013r.planning condition 46.nh 3 September 2011 CALF HEATH PLANNING CONDITION viii) ix) CONDITION 46 Each winter a failed “beating up” inspection will take place to ensure a 95% success rate. This will include the removal of dead, dying or diseased stock and replacement of plants. Existing hedgerows will be cut each winter to a traditional “A” shape to a minimum apex height of 3m using a tractor mounted flail mower.
