Reviews of the Woomera Prohibited Area (WPA) Rule
Submission Guidance Notes
You may wish to frame your submission around one or more of the following themes. Please address
these themes or any aspect of the current WPA co-existence arrangements relevant to you or your
organisation.
Co-existence framework
1. What has been your experience in working with the co-existence framework established by the
Rule?
Permits
2. Is there sufficient information available about who to contact to obtain a permit or discuss your
activities within the WPA?
3. Did you previously hold a deed of access with the Commonwealth? If so, how have you found the
permit system under the Rule in relation to your experience under a deed?
4. Are there any improvements that could be made to the permit application process? Is there any
additional support or guidance that could be provided to permit applicants?
5. What costs do you incur in applying for a permit (noting that there are no application fees)? What
costs do you incur in applying for personnel access permits?
6. How do the current permit application processing timeframes affect your planning (compared to
permitting timeframes for your other projects outside the WPA)?
7. Do the standard permit conditions meet your needs?
8. Are there ways to improve the administration of Approved and Escorted personnel applications
under the permit system?
Access
9. Have you had any difficulty in accessing the WPA or meeting the entry procedures once a permit
has been issued?
10. Are you familiar with the WPA access zones and exclusion periods and how they may affect your
activities?
11. Do you receive adequate notice of the exclusion periods and evacuation requirements? Is the
method of communication best for you?
12. What has been your experience in evacuating the WPA during Defence testing?
13. Have you sought emergency or short-notice access to the WPA? Did the process support your
needs?
Compliance
14. Are the permit conditions and the penalties that apply to non-compliance in the WPA readily
understood?
15. Are there any measures that could assist you in complying with permit conditions?
Communication
16. Do you receive adequate communication about matters that affect you in the WPA? Are there
other methods or types of communication that you would prefer?

17. Have you had any experience with the WPA Board in managing co-existence relationships? How
has the WPA Board contributed to the success and implementation of the co-existence
framework?
18. What role may the WPA Board play in the future?
