Columbia 7 Series: Drill Team 5 March 2016 Drill Team Memorandum of Instruction 2015-2016 Current as of 18 June 2015 1 MEMORANDUM FOR LDC Detachments SUBJECT: Memorandum of Instruction (MOI) – Columbia 7 Drill Competition, 2015-2016 1. PURPOSE: Provide information and guidance for Columbia 7 Drill Competition , 2015-2016 2. GENERAL: The Clear Creek Independent School District (CCISD) Leadership Development Corps (LDC) will conduct the Drill Phase as part of the larger Columbia 7 Series of Competitions on Saturday, 5 March 2015, at Westbrook Intermediate School. Each school may only enter one team in each category of performance: Unarmed and Armed. There will be no inspection category. During each category, there will be two phases (regulation and exhibition). Units will accomplish specific tasks IAW the current edition of the Cadet Workbook, this MOI, and any additional command guidance. 3. CONCEPT OF THE OPERATION: A. Phases of Operation. The competition will operate in five (5) phases: (1) PHASE I: Registration (2) PHASE II: Set-Up (3) PHASE III: Arrival and Check-In (4) PHASE IV: Performance (5) PHASE V: Score Tabulation B. Phase I (Registration). Each instructor shall report the number of teams to the POC no later than Friday, 19 February 2016. There is no registration fee. C. Phase II (Set-Up). Westbrook provides venue. Clear Brook High School provides personnel for set-up, operation, and judging. Head judges shall ensure set-up and readiness of performance areas and waiting areas prior to competition start. D. Phase III (Arrival and Check-In). Schools will report to the Commons where the venue host shall designate tables for marshalling. Judges will have score sheets at the performance area – teams need not check-in centrally. E. Phase IV (Performance). (1) There may be two separate teams for the armed and unarmed categories. However, a team competing in each category (armed or unarmed) must use the same team members for both regulation and exhibition phases. A team must consist of a minimum of ten (10) competitors, which includes a minimum of nine (9) in the drill block plus one (1) team captain. A guidon bearer may be used at the discretion of the team. Exhibition Phase 2 (2) The basis for the regulation phase of drill for both armed and unarmed category, including the use of guidons, will be U.S. Army Field Manual 3-21.5, “Drill and Ceremonies”. Guidon staffs may be modified for size. (3) The performance area will be equal to that of a middle/junior high school basketball court (42’ x 74’). Performance areas will be marked by six cones (outdoor) or by the painted boundary line and four cones (indoor basketball court). Two performance areas are required (armed and unarmed), unless inclement weather is expected. (4) Teams will report to the “performance ready area” no later than five (5) minutes prior to performance. Teams that are waiting in the vicinity of performance areas must remain quiet so as not to distract performances. (5) Teams will fall-in outside the performance area (space permitting) and march onto the performance area, halting in front of the head judge for reporting in. (6) Specific Instructions for Regulation Phase (Armed and Unarmed Categories) See Appendices A and B for the regulation sequences. Report in using the following phrase: “Sir/Ma’am, the Armed/Unarmed Drill Team from __________ Intermediate is present for the regulation phase of the competition. We will be performing in accordance with Army Field Manual 3-21.5”. Cadence tempo (steps per minute) may be altered to mitigate the effects of competitor height disadvantages, however the tempo must remain constant for the duration of the regulation routine. Report out using the following phrase: “Sir/Ma’am, this concludes our performance. We request permission to exit the performance area.” (7) Specific Instructions for Exhibition Phase (Armed and Unarmed Categories) Report in using the following phrase: “Sir/Ma’am, the Armed/Unarmed Drill Team from __________ Intermediate is present for the exhibition phase of the competition.” Routines are expected to be a minimum of five (5) minutes and a maximum of eight (8) minutes in duration. Time begins as the team captain renders a salute in conjunction with the report-in. Time ends as the team captain renders a salute with the report-out. Armed drill teams may not conduct “blind” (behind-the-back exchanges). Competitors must remain in contact with ground (no stacking/flying of cadets). Report out using the following phrase: “Sir/Ma’am, this concludes our performance. We request permission to exit the performance area.” (8) Scoring Procedures Judges will utilize official score sheets (Appendices C-F) Judges may assess penalties for any of the following: a. Exceeding minimum number of competitors per team b. Exceeding minimum or maximum routine duration (exhibition) c. Failure to remain within prescribed performance boundaries. Touching a boundary line will NOT constitute a boundary violation. 3 d. Missing/skipping or adding additional commands to the regulation routine e. Violating safety procedures. f. Team Captain’s use of a cue card. F. Phase V (Tabulation). Judges shall complete scoring for each routine prior to scoring another team. Head Judges shall gather all three score sheets, ensuring that scoring is completed on each, to include team names on the top of each sheet. 4. LOGISTICAL RESPONSIBILITIES A. Westbrook Intermediate School LDC (1) Provide adequate field space for competition use. If outdoors, provide inclement weather location (i.e. competition gymnasium). (2) Provide twelve (12) cones to mark two performance areas and eight (8) cones to mark waiting areas. (3) Provide a command and control center with printing capability. B. Clear Brook High School JROTC (1) Provide three (3) judges for Unarmed Drill evaluation. Identify a head judge. (2) Provide three (3) judges for Armed Drill evaluation. Identify a head judge. (3) Provide adequate command & control as desired to ensure smooth execution (4) Provide enough copies of score sheets, clipboards, and pens.
