OESC Code Rule 30-1400 to 30-1410 Description of the change: New Rules 30-1400 to 30-1410 Background New installations and upgrades are underway in the lighting industries to achieve greater energy efficiency by installing or replacing illumination systems with light emitting diodes (LED) technology. Rationale The electrical industry is starting to see 120-volt hard wired, and cord- and plug-connected LED lighting systems. Existing rules in CEC (Rules 30-1200-30-1208 Extra low-voltage lighting systems) do not address installation of LED lighting systems supplied from Class 2 circuits. Section 16 does not provide installation methods for Class 2 conductors permitted by Rule 16-210. In addition, Scope of Section 12, Rule 12-000(1) excludes Class 2 circuits from application. Mandatory lighting as required by the Ontario Building Code and Rules 30-500 to 30-510 also requires additional installation and wiring methods to ensure continuity of lighting. Rule 10-114, does not require circuits of less than 50 V to be grounded therefore the rule is added to provide clarification. This proposal provides similar requirements as National Electrical Code (NEC) Article 411 Lighting Systems Operating at 30 Volts or Less and Lighting Equipment Connected to Class 2 Power Sources. OESC Code Rule 30-1400 to 30-1410 Code Proposal LED luminaires in buildings of residential occupancies supplied by Class 2 circuits 30-1400 Scope (see Appendix B) Rules 30-1402 to 30-1410 apply to LED luminaires in buildings of residential occupancies, supplied by Class 2 circuits in which the current is limited in accordance with Rule 16-200. 30 -1402 Special terminology LED Lighting System – a complete assembly consisting of a power source that operates within Class 2 circuit limits, LED luminaires, wiring harness, connectors and associated equipment. 30-1404 Sources of supply (see Appendix B) (1) (2) (3) A power supply for use with LED luminaires shall be : (a) Class 2 power supply; (b) an limited energy power supply (LPS) whose voltage and power output does not exceed Class 2 power supply; or (c) a power source that operates within Class 2 circuit limits, if part of a complete LED lighting system. Power supply is permitted to be connected by attachment plug or be permanently connected, to a maximum 15 A, 120 V branch circuit. Where a power supply as required by Subrule (1) is connected by an attachment plug, the receptacle (a) shall be dedicated for this purpose; and (b) shall be located in a suitable location to prevent the attachment plug from being inadvertently disconnected. 30-1406 Conductors Conductors for Class 2 circuit wiring shall be in accordance with Rule 16-210. 30-1408 Method of installation Class 2 circuit wiring shall be installed in accordance with wiring methods for non-metallic sheathed cable as specified by Rules 12-506 to 12-524. 30-1410 Bonding to ground Bonding is not required for non-current-carrying metal parts of luminaires and associated equipment connected to the secondary side of a Class 2 power supply or LPS, unless specified by a manufacturer. Appendix B Rule 30-1400 Rules 30-1402 to 30-1410 are applicable to luminaires in dwelling units required by the provisions of Ontario Building Code or Rules 30-500 to 30-510. Control requirements for luminaires are provided in Ontario Building Code or Rules 30-500 to 30-510. Installation of LED luminaires may consist of a complete LED lighting system or be assembly of individual products. Rule 30-1404 Power supply referenced by Subrule (1)(a) is Class 2 power supply certified to CSA standard C22.2 No. 223, or Class 2 transformer certified to both CSA C22.2 No. 66.1 and CSA C22.2 No. 66.3. Based on the standards requirements, Class 2 power supply shall not exceed 100 V•A with the operating voltage of less than 42.4 V peak or dc (30 V rms). Power supply referenced by Subrule (2)(a) is Limited Power Supply (LPS) certified to CAN/CSA standard C22.2 No. 60950-1.
