Introducing Regulatory Impact Analysis
into the Turkish Legal Framework
Overall Objective:
 To contribute to the improvement and increased quality
of policy-making and legislative processes in Turkey by
implementing better regulation principles and developing
wide-scale, sustainable implementation of RIA
methodology.
Project Objectives


To improve the implementation of RIA by increasing
administrative capacity in relation to RIA methodology
and effective consultation processes through providing
various training activities and developing the tools
available, while building on existing public awareness.
In particular 45 officials will be trained on impact
assessment and better regulation policies and tools. A
much wider understanding of RIA will be developed
through a number of seminars and workshops. In
addition, the role of the central co-ordination body for
promoting and assuring the quality of RIAs will be
reviewed and strengthened.

Pilot RIAs
Two Pilot RIAs developed:
 1st pilot with MARA - completed in August and available

Ministry found RIA particularly useful for developing options
for implementation and as a consultation tool
2nd pilot with MoF – development work carried out, RIA
to inform further work in the Ministry

Ministry found work to really define the problem helped their
understanding of the issues to be tackled and re-focused their
consideration of options
Study Tours
2 Study Tours completed:
 To UK February 2009, 9 participants: meetings with
central unit, ministries, National Audit Office and
Parliamentary Committee
 To Sweden June 09,14 participants: meetings with central
unit, ministries and business organizations

Existing By-Law mandating the use of RIAs and RIA
Guidelines: recommendations made and a detailed look at
these will take place in Session 2
Institutional arrangements: examples of international
practices will be given in Session 2 for consideration of
options in Turkey
Peer review and best practice: an overall report of the
RIA framework in Turkey will be delivered in the next 3
weeks, with examples of international best practice
