Conditions of Entry
1.
All players must be registered basketballers in the Australian state of Victoria or the
equivalent for all other states of Australia.
2.
The Carnival is open to all Associations and/or Clubs and Teams
3.
The Carnival will be conducted under FIBA rules, excepting for the specific tournament rules
as listed
4.
All Teams are guaranteed at least three (3) games
5.
Entries will not be accepted without the Entry Fee
6.
Sections will not be run with fewer than four (4) teams
7.
To be eligible for Under 23 competition, all players must be 23 years of age or under by
31/12/2016
8.
To be eligible for Masters Competition, all players must be 40 years of age or over with the
exception of two (2) players of 35 years or over
9.
Any infringement of the Conditions of Entry, Playing Conditions or any rule of Warrnambool
Basketball Inc. by any Team, Player, Member or Official shall render the Team to immediate
disqualification or such penalty as may be decided by the Warrnambool Senior Basketball
Committee
10.
The Committee reserves the right to take photos at the Carnival for the purpose of
promotional and advertising purposes
Playing Conditions
1.
The Draw
a.
No alterations to the draw will be made without the approval of the Carnival Committee
b.
There will be no refund of fees if a team withdraws after the Draw is completed.
2.
Game Times
a.
All matches shall commence at the advertised time
b.
No team shall take the court with less than 4 players
c.
A team unable to take the court at the advertised time shall;
i.
Forfeit one point for every minute that such team is unable to take the court
ii.
Forfeit the match if such team cannot take the court within ten (10) minutes of the
advertised time of commencement and shall be fined a cost $60.
PROVIDED THAT THE COURT CONTROLLER MAY WAIVE SUCH FORFEITURE FOR JUST REASON
3.
Uniforms
a.
Each team shall nominate its uniform, including shorts, and players will not be permitted to
take the court if not properly attired in such uniform
b.
Each team must have an alternate uniform at their disposal. The first named team on the
match draw will be required to change uniform if a clash of colours occurs.
4.
Points
a.
Ladder points will be:
i.
For a win;
3 points
ii.
For a loss;
1 point
iii.
For a draw;
2 points
iv.
For a forfeit;
0 points
b.
if two or more teams have the same number of ladder points, positions on the ladder will be
determined on percentage of all games played
c.
In determining “Best Second” tied teams places shall be determined by the percentage in
the section
5.
Officials
a.
Each team shall provide a competent scorer or timekeeper to be a bench official in all games
that the team competes
b.
All matches shall be under the control and management of the Committee’s Court Officials
c.
Any player or person who is intoxicated shall not play in or act as bench official for any
match of the carnival
d.
Score sheets must be filled in 10 minutes before game time
e.
Each team is to supply their own match ball. The referees will select the game ball from the
two warm up balls.
6.
Timing Rules
A GRADE
a.
Two (2) by fifteen (15) minute halves
b.
Two (2) time outs in the first half and three (3) in the second half of play
c.
Clock stops for all time outs, substitutions and foul shots
d.
Clock stops for all whistles in the last one (1) minute of the first half and the last
three (3) minutes of the game
e.
Twenty-four (24) second clock will be used for Grand Final
f.
Scorers will be provided for Grand Finals
OTHER GRADES
7.
a.
Two (2) by twenty (20) minute halves
b.
Two (2) time-outs per half
c.
Clock stops for all time-outs
d.
Clock stops for all whistles in the last two (2) minutes of the game
e.
Extra period in finals only will be five (5) minutes
Eligibility
a.
A player may play in only one (1) grade and for one (1) team
b.
To be eligible to play in the finals a player must play at least one preliminary game.
c.
Permission must be gained for any player of VBL level or above to play in A Reserve
or B Grade
8.
General
Court officials may report players, coaches or teams to the committee. All such reports will be dealt
with at the committee’s discretion. Any player, coach or team found guilty will take no further part
in the carnival
