Data Comparisons and Caveats
Student Types
Many metrics are disaggregated by student type, including the following:
Completers: Student who received a locally-issued certificate, Chancellor’s Office
approved certificate, or associate degree in the selected program in the selected
year and did not taking courses at any community college in the following year.
Skills-builders: Students who took 0.5 or more non-introductory units in the
selected program, passed all vocational courses, did not receive a locally-issued
certificate, Chancellor’s Office approved certificate, or degree, did not transfer to
a four-year institution, and last took courses at any community college in the
selected year.
Data Comparisons
Some metrics include time trends and regional figures. The following provides a brief
description on each.
Timeframes:
o academic year: summer to spring terms
o employment quarters: first quarter is January-March, second quarter is
April-June, third quarter is July-September, fourth quarter is OctoberDecember
Regions: Shows annual total or median for all colleges in the same Doing What
Matters region as the selected college. Information on the colleges that have
been assigned to each region is available at [URL.]
Program Codes
Programmatic information is displayed three ways:
6 digit Taxonomy of Program (TOP) codes: the most detailed level of program
coding used by the Chancellor’s Office, as assigned by the selected institution(s)
4 digit TOP codes: because many colleges use four digit TOPs for their courses
rather than six digit codes, data are displayed only for courses assigned the four
digit TOP. Four digit TOP codes do not include the six digit TOP codes that are
nested below the TOP 4.
Sector: TOP codes assigned to ten Priority Sectors for the Chancellor’s Office
Doing What Matters Framework. Information on the TOP codes that have been
assigned to each sector is available at [URL.]
Data Limitations
Treatment of missing data is described in the notes section for each metric in the
Data Element Dictionary.
Community college metrics are based on records submitted to the California
Community Colleges Chancellor’s Office Management Information System (MIS)

by community colleges, from student self-reported information in CCC Apply (the
student application form), from the National Student Clearinghouse (which tracks
enrollments at colleges across the country), and from California State Universities
and Universities of California (which verify whether students have transferred).
Because it is not required, many colleges do not report locally-issued certificates
to the Chancellor’s Office. Therefore, some skills-builders may have received a
local award and not all students who received locally-issued certificates will be
included in the LaunchBoard.
Employment and earnings metrics are based on records in California’s
Employment Development Department’s Unemployment Insurance (EDDUI)
data. EDDUI data only contain wages for those employed in an occupation
covered by Unemployment Insurance in California. This excludes individuals
employed by the military or federal government, and those who are selfemployed, employed out of state, unemployed, or not in the workforce after
completion of an award. The EDDUI data do not indicate how many hours an
individual worked, or part time/full time status. Data is only matched for
students with a valid Social Security number and who were at least 20 years old
when they stopped taking courses.
Labor market information is based on Economic Modeling Specialists
International (EMSI) records. Projections are based on historical information,
which means data will not be available for emerging industries or occupations.
EMSI is a proprietary database system, which does not reveal its sources of
information. Occupational data was mapped to Taxonomy of Programs (TOP)
codes by the Centers of Excellence.
Living wages are determined using the Living Insight Center for Community
Economic Development Self Sufficiency Standards
(http://www.insightcced.org/tools-metrics/self-sufficiency-standard-tool-forcalifornia/). Wages are calculated for counties within the Doing What Matters
regions and include two scenarios: a single individual and a family of four with
two adults, an infant, and a preschooler.

approved certificate, or degree in the selected
year, did not enroll in any community college or
four-year institution the following year. Nonintroductory courses are coded SAM A, B, or C.
Some skills-builders may have received local
awards that were not reported to the Chancellor’s
Office.
EDDUI data contain wages only for those
employed in an occupation covered by
Unemployment Insurance in California. This
excludes individuals employed by the military or
federal government, and those who are selfemployed, employed out of state, unemployed, or
not in the workforce after completion of an award.
The EDDUI data do not indicate how many hours
an individual worked, or part time/full time status.
Data is only matched for students with a valid
Social Security number. Data will not be displayed
until two years after a student exits the system.
Living wage is calculated regionally by the Living
Insight Center for Community Economic
Development, for a single individual.
