Organizational aspects
 The project «University ranking: TOP200” was
implemented by UNESCO chair “Higher technical education,
applied system analysis and Informatics” (Ukraine) based on
the Memorandum signed on July 6, 2006 between this chair
and UNESCO-CEPES.
 The UNESCO chair coordinates the work as to working out,
introduction and development of international expertise of
education quality and university ranking in Ukraine.

Features of higher education in Ukraine.
 An increase of number of higher educational institutions for the
last decade .
 Insufficient financing of universities, including scientific projects.
 Small number of publications of the university lecturers in
foreign publications.
 Absence of objective and independent web-sources reflecting
activities of universities.
 Lack of practice in the analysis of job placement for graduates
from educational institutions.

The main criteria of the method were
selected based on the following :
Criteria must have unique interpretation;
 Must be accessible and easily checked up by public
representatives;
 They must be universal in order to have the possibility to
compare universities belonging to different groups;
 To enable to include national universities in international
systems of rating.

Method of ranking universities in Ukraine
Criteria, definitions, rating factors
Activities of the higher educational institutions are estimated on the
basis of the general index of rating estimation - ІG which is integral
and determined by three complex criteria :
ІG = ITj + IL j + IIN j
ITj — Index of quality of scientific pedagogical potential, the value of
which changes in the range [0-50%];
IL j — Index of education quality, changes in the range [0-30%];
IIN j — Index of international recognition, changes in the range [020%].

Stages of formation of Ukrainian universities
ranking system

2006г - for the first time the methods of ranking was introduced at the
conference IREG in Berlin. The Memorandum was signed between UNESCO
chair “Higher technical education, applied system analysis and Informatics”
(Ukraine) and UNESCO-CEPES.

2007г – project launch, the first ranking issue. At that stage only quantitative
measures were used (16 indicators).
Development of software informational project provision .

2008г – methods specification according to the best practices and
recommendations. An increase of the used quantitative criteria up to 20 .

2009г – expert estimation is included into the ranking system. Introduction
of the index of informational software. Launching the project on the
formation of a unified informational ranking system.

Positive aspects of universities ranking

Number of universities participating in the project has increased.
 More universities actively discuss the ranking results.
 More universities have become members of international associations.
 Discussions in mass media are the evidence of rising interest of public,
employers to the university ranking system, which in its turn influences the
universities policies
 Publication of ranking results gives the public an access to earlier closed
information characterizing various aspects of university activities .
