The Memorandum was signed between UNESCO chair “Higher technical education, applied system analysis and Informatics” (Ukraine) and UNESCO-CEPES. 2007г – project launch, the first ranking issue. At that stage only quantitative measures were used (16 indicators). Development of software informational project provision . 2008г – methods specification according to the best practices and recommendations. An increase of the used quantitative criteria up to 20 . 2009г – expert estimation is included into the ranking system. Introduction of the index of informational software. More universities actively discuss the ranking results. More universities have become members of international associations.
