Context

Erasmus + is a European program for education, training, youth and
sport. With a budget of 14.7 billion euros, it offers opportunities to study, train
and gain experience to 4 million European citizens.
The call aims at supporting transnational cooperation projects in the fields of
education, training and youth. It aims to:
• disseminate and / or multiply good practices on inclusive learning,particularly
undertaken at the local level;
• develop and implement innovative methods and practices in order to promote
inclusive educational / youth environments in specific contexts
The call consists of two lots:
• lot 1: education and training;
• lot 2: youth.
In the youth component, the objectives are:
• promoting civic participation of young people by developing the role of
volunteerism for social inclusion;
• preventing radicalization that leads to violent extremism of young people by
reaching the population at risk of marginalization or social exclusion.
The issue of violent extremists and radicalization poses a challenge not
only to the security of the countries but also to the fundamental values
that are at the core of the European Union: respect for human dignity,
freedom (including freedom of expression) , democracy, equality , rule of law
and respect for human rights.
The prevention of radicalization within the judicial protection devices of
youth is a European priority. The young people followed by the educational
and judicial devices are in social, family and moral rupture with the system..
Often addicted to social networks, they have difficulty to analyze their actions,
take the time and the path of personal reflection and are often very reluctant to
engage dialogues with educators. Recidivism in violent radicalization is a
constant challenge for professionals working in the field of youth protection
and child protection.
The reintegration into the educational structure of children and young
people returning from combat zones is a new challenge for Europe. The
states and the European Union have difficulty in defining a policy in this field.
Educational and reintegration activities are faced with the issues of prevention of
violence, combating terrorism, taking into account children who are victims of
war whether child soldiers or child victims. This educational and social
integration action mobilizes in many countries judicial and educational systems
with difficult means and methods of coordination.
Radicalization in prisons and probation is a subject of primary concern.
First, those convicted of terrorist acts find themselves in prison. A part of them
will remain out of reach and they will be determined to be faithful to their
ideology, while others may want to leave their radical activities or want to stop
being a member of a radicalized group. A third group is composed of prisoners
who may be recruited and become radicalized during imprisonment. Prison and
probation services are therefore primary organizations that promote exit
strategies that can help radicals to disengage (renounce violence without
renouncing the ideology that underlies it) and to radicalize (renounce violence
and the underlying ideology).
These young people at risk of radicalization do not receive adequate support
or appropriate support at local or community level. In addition, front-line
staff who work closely with these young people in prison or at reception centers
in the community must be fully prepared to deal with the appropriate tools and
instructional devices. . Let's « Let's try education! » Cooperation and

to improve the process of pedagogical innovation, disseminate tools and devices
by characterizing the practices and ensuring a rigorous and scientific evaluation
of the modalities and results.
Objectives

Specific objectives :
- Valuing existing practices and understanding their role for a holistic
prevention of radicalization and disengagement of radicalization
- Develop a skills enhancement program for front-line staff working with
radicalized, radicalizing or returning youth from combat areas throughout
their transition to society, including educators, social workers, Youth
Judicial Protection staff , prison and probation staff and community
organizations;
- Establish a local pedagogical mentoring model to support ex-radicals
upon release and their families; to help the reintegration of young people
after their return from combat zones and to enhance the civic engagement
of returning families.
- Ensure knowledge sharing and collaboration between relevant authorities
and organizations regarding the vulnerable persons to radicalization or
those who have been radicalized.
- Characterize and evaluate the pedagogical tools of counter-discourse,
verbalization of acts, management of crisis situations with adolescents and
implement an instrumentation of the social and psychological procedures
of resilience.

The structure of the project includes three groups of activities:
• cross-cutting activities which follow the project's entire duration and guarantee
the project management, communication and evaluation (A1); this involves the
experimentation of pedagogical tools and teaching methods specific to young
people in the process of radicalization. Counter-discourses, pedagogical tools,
expression workshops, e-journalisms, all these methods will be developed within
action groups.
• development and testing activities that ensure coherent development of the
proposed solutions according to the state of the art and international experience
(A2, A3, A4); Here we will measure the relevance of the tools on three levels:
quality of the deployment, quality of the tool, quality of the impact.
Management, deployment and integration activities that guarantee the
adequacy and sustainability of the solutions proposed over time (A5, A6).

Project management activities include all administrative steps necessary to
ensure quality, coherence
and accountability for program regulations,
contractual obligations, project objectives and respect of stages and deadlines.
A2. Analysis of the state of the art and needs assessment

A) Needs Assessment
Analysis of needs among stakeholders in order to identify the specific
intervention objectives. No assessment of radicalization has so far been
carried out in the countries concerned and the different countries are at
different stages of assessing the relevant risks and formulating priorities. This
preparatory assesment will be based on discussion groups and interviews and
will make it possible to raise awareness and knowledge of the needs, gaps in
available strategies, organizational possibilities and risk assessment
modalities, multi-professional cooperation and interventions and the impact
on the target group and the potential demand for future programs and
products.
B) Analysis of the state of the art
• A European survey will be carried out on the current state of prevention
strategies / efforts of prevention aiming to promote the prevention of
recidivism in radicalization and the individual disengagement of identified
young people, detainees or young people returning from the community at risk
of radicalization or who have been radicalized, identifying similarities and
differences between programs. We will then identify the pedagogical tools
and methods used to better characterize these programs and determine the
factors contributing to their effectiveness. The state-of-the-art analysis should
also focus on the role of mentoring in preventing radicalization and
disengagement from radicalization or non-recidivism.
