ALL APPLICANTS ARE RESPONSIBLE FOR READING AND UNDERSTANDING THE
PROCLAMATION, RULES AND REGULATIONS BEFORE APPLYING. The proclamation rules
and regulations permit numbers and permit costs are approved through end of 2019(?)
hunting season.
All applicants are allowed to submit one application per hunting opportunity with application fee(s) of
$5.00 for Zuni Tribal Members; $20.00 Non-Zuni Resident/Non-Zuni Spouses/Other Native
American. Money Orders or Cashier’s Check(s) ONLY made payable to the Zuni Fish and
Wildlife Department.
Applicants are allowed ONE primary Big Game hunting opportunity per 2017 proclamation. However,
Zuni Tribal members drawn for any Big Game permit are eligible to purchase one additional leftover cow elk permit (see #10). Inquire with Zuni Fish and Wildlife Department on availability.
All applicants must be aware of all deadline dates to eliminate confusion; please read information
carefully.
All INDIVIDUALS with domestic violence or court ordered firearm restrictions within the past three
years are not allowed to submit applications or participate on any firearm hunts. ZFWD will process
ALL applications through Tribal courts who conduct background checks on all applications before
drawing. No refunds!
Application(s) fees(s) may be mailed in, but must be received in the Fish and Wildlife office no
later than 5:00 pm on deadline date. No refunds on late applications.
ALL DRAWINGS WILL BE HELD ON WEDNESDAY, AFTER THE DEADLINE DATE. Drawing
results will be posted at the Fish and Wildlife Department Office, Governor’s office, and at
www.ashiwi.org (Zuni Fish and Wildlife webpage) the day after the drawing.
Drawn applicants (or personal representative) will be given 10 business days after the draw date to
submit payment for permit. Any permits not paid for within ten (10) day time frame will be offered to
alternate’s. Alternates will be given 5 days to purchase the permit. Drawn individuals are required to
personally sign for and receive permit during working hours M-F 8:00 am to 5:00 pm. No exceptions!
Permits are non-transferable.
Drawn applicants are REQUIRED to call the Zuni Fish & Wildlife (782-5851) to schedule an
appointment to pick up permit during normal working DAYS/hrs. (Mon-Fri, 8 am-5 pm).
Zuni Tribal members will be given opportunities for one additional left-over cow elk permit. Leftover
Cow Elk Permits may be purchased by Zuni tribal members one month prior to hunt from any
categories. Contact Zuni Fish & Wildlife Department for availability of left over permits.
Mazone hunts (i.e. 1M, 2M, 7M, 10M…) are only on tribal sections of Mazone Ranch. Only tribal
permitted hunts, NO State permit/tag/licensed hunters are allowed to trespass on Mazone Ranch for
State Hunts.
No access allowed to Mazone, Vander wagon or other state hunt units 10 or 12 through Tribal
property (BIA Routes/trails) to access State hunt units 10 and 12 for hunting, scouting or camping by
General Public & Tribal members with State permits or as Guides.
2017 Habitat Fee ($5.00) is required and must be paid along with permit.
No Refunds will be made to anyone unable to participate in a hunt for which they have already paid.
All Mule Deer and Elk hunts are open only to the main Zuni Indian Reservation, Mazone Ranch hunts
are ONLY on tribal sections which are not clearly identified; it’s the hunter’s responsibility to positively
know boundaries (GPS). Zuni Arizona tribal Lands not included.
Antelope hunts are allowed only on the Mazone Ranch area, except for archery (see antelope hunt
reg.)
Opportunities for Disabled Hunters: to qualify an applicant must show proof of disability from a
physician or with Division Motor Vehicle designation. Disabled hunters will be allowed various
privileges and assistance dependent on their disabilities. Mobility-Impaired licensee may shoot from a
stationary vehicle that is not on a maintained road (BIA Routes and State Highways). Once the
licensee has clearly wounded a legal game animal, another person(s) may assist in tracking and
retrieving game.
18. Honorably Discharged enroll Zuni Tribal Veterans will be provided 20% discount on permit costs.
Residents claiming this discount must provide proof of veteran status upon request at time of
application. Excluding the Once in life time package hunt.
19. It is mandatory that all harvested or wounded game be reported to the Game and Fish
Department. All harvests will be checked by Fish and Wildlife Department M-F 8-5 for data collection
and photos. Digital or printed copies of original field photos are greatly appreciated for public
information. G&F can be contacted through Dispatch (numbers on last page).
20. It is MANDATORY that Hunters complete and submit hunter survey questionnaire. Surveys must be
returned 15 working days after completion of hunt to the Zuni Fish and Wildlife Department.
Individuals failing to submit survey will have to pay a $20.00 fee and submit survey to be allowed to
apply for 2018 hunts. Replacement surveys can be downloaded at www.ashiwi.org. Faxed surveys
will be accepted within the fifteen (15) day requirement.
21. It is recommended that hunting parties be limited to three (3) individuals, but no more than five (5)
individuals will be allowed. Only the legal weapon used by the licensed hunter will be allowed within
the hunting party. Additional companions are allowed to assist only in retrieval of harvested game. All
restrictions and regulations will apply.
22. All Non-Zuni: Other Native American permit holders are required to be accompanied at all times by a
ZFWD Certified Tribal Guide when scouting and during hunt. Any violation(s) of Game and
Fish/Tribal code(s) void permit and future hunting opportunities for Five (5) years.
23. All Big Game Hunters must be aware that there will be other individuals out in the field such as wood
haulers with chainsaws and small game hunters. Please be considerate of all individuals!
24. Other Native American applicants must provide a copy of their Certificate of Indian Blood (CIB)
from respective tribal affiliation with application.
25. One year Zuni residency is required at time of hunt to qualify for Non-Zuni/ Zuni Resident hunts.
Documents required for verification: written acknowledgement from landlord/employer verifying
physical residency.
26. Non-Zuni spouses of Zuni Tribal Members must provide legal marriage documentation in order to
apply for and participate in any hunt.
27. Zuni Youth hunts are open to enrolled Zuni Tribal members 17 years of age or younger (at time of
hunt dates). Youth applicants MUST provide a Hunters Education Card before applying for any
hunts. All youth hunter(s) must have in possession their Hunter Education Card and Hunting permit
while in the field. A legal guardian is required to sign the permit. A legal guardian or adult mentor is
required to accompany the youth hunter for the duration of the hunt. Youth can also apply for adult
hunts. All Zuni youth scoring 98% on the written test and scoring 100% on the proficiency test for the
2017 NM Hunter Safety Course conducted in Zuni are eligible for a drawing for a cow elk permit.

28. No aerial scouting of any form is permitted.
29. It is Illegal to take or attempt to take game mammals over ground baited with any material or scent
distributed there to entice/attract/habituate the animal(s) to the area.
30. NO Alcohol or drugs are allowed during scouting and hunting activities. Anyone in possession or
under the influence of alcohol/drugs will be reported to the appropriate authorities.
31. All rules of “Fair Chase “will apply to scouting and hunting activities. Fair chase is defined as the
ethical, sportsmanlike, and lawful pursuit of a free-ranging wild game animal in a manner that does
not give the hunter an improper or unfair advantage. Ethics and common courtesy are greatly
appreciated by everyone in the field. Calling to locate game while scouting is “harassment”. All
TRIBAL regulations, codes and ordinances will be enforced.
32. Legal Shooting Hours for Big Game hunts are from ½ hour before sunrise to ½ hour after sunset.
33. Wound fees (tribal members 50%, non-tribal members 50% of original fees) will be imposed if a
wounded animal is not retrieved within 48 hours of the incident. The Game and Fish Department
and/or Zuni Fish and Wildlife Department must be contacted within 6 hours of incident to assist with
locating wounded big game (no fees for assistance). Written confirmation must be provided by the
Game and Fish Ranger(s) that all search/recovery efforts were exhausted before a second permit is
issued at half price of original permit fee. Otherwise permit will be VOIDED. If a second animal is
wounded it is mandatory after 4 hours of initial search, that Game and Fish Rangers be notified to
assist in locating the animal. The hunter’s permit will be voided after 48 hours of last incident or end
of hunt, whichever comes first.
34. Zuni Game and Fish Department must be contacted to assist with retrieval of wounded big game that
leave/cross the Zuni Reservation boundaries. Zuni Game and Fish will notify appropriate
jurisdiction(s).
35. No mechanical broad heads are allowed on archery hunts. Crossbows are illegal, except for certified
mobility impaired hunters.
36. All illegal activities must be reported immediately to the Game and Fish Department at 7822750/2758 or 782-4493/4494. All calls are anonymous under the Operation Game Thief
Program.
37. The Black Rock Bosque is open only for Archery and Muzzleloader Hunts. Boundaries are:
South NM Hwy 53, East Route 4, North Route 25. Hunting in the dry lake bed area is NOT
allowed for all hunts (see map).
38. Trophy Fees (Other Native Elk Hunt) will be imposed on bulls harvested with green scores over
350 using Safari Club International scoring system, typical/non-typical. Measurements/scoring will be
conducted by FWD Director or designee without permittee influence. Trophy Antlers will not be
released until all fees are paid in full to FWD. Rates: 350-375=$1,000.00, 375 1/8-400=$2,000.00,
400>=$2,500.00 + $50/inch (i.e. 350=$1,000, 399 5/8=$2,000, 400 1/8=$2,500, 412 5/8=$2,700)

Black Rock Bosque fire arm restrictions apply. Hunts closed during cultural events as other hunts. Each animal harvested is
required to be checked into the Zuni Fish and Wildlife as soon as possible. All other tribal rules and regulations apply.
Permit(s) are non-transferable. Drawn applicant will have ten (10) working days to submit $150.00 (50%) to hold permit then
twenty (20) additional working days to submit remaining balance. Permittee that has paid the fee and is incapacitated
(medical reasons, physician statement) and unable to hunt Aug. 26, 2017-Jan. 31, 2018, 50% of fees paid will be
reimbursable. Once drawn and hunted at least one day, not eligible to reapply or receive refund.
