Background: The Government of Afghanistan has laid out its vision of reforms in the social protection sector in the Afghanistan National Development Strategy (ANDS) – both in the pensions and safety net areas. In pensions, the main objective is to ensure fiscal sustainability and mitigate fiscal impact of the Pay and Grading reform on the pension program, making it consistent with the broader public sector reform agenda. The strategy also recognizes that it is critically important to develop fiscally sound and well-targeted social protection interventions, including Pension system, safety nets for improving the poverty outcomes in the country. More specifically, the Safety Nets and Pensions Support Project (SNPSP) is expected to contribute in the Designing and implementing administrative modernization of the Public Sector Pension Program (PSPP) system, Designing and implementing administrative modernization of the Martyrs and Disabled Pension Program (MDPP) system, Developing administrative systems for safety net interventions, Delivering targeted benefit payments in pilot districts (including, payment service provider's fee and FPs services) and Designing and implementing targeting, process and impact evaluation of safety nets interventions. The project was initiated in early 2010 with the financial support from World Bank/IDA grants and will continue until June 2016. The bio metric is implemented in PSPP system and the project wants to roll out the bio metric to regional offices. Qualification Required Only firm meeting the following mandatory requirements will be eligible to participate in the process The firm must have been in operations for a minimum of Three (3) consecutive years The proposed main software firm must have prior experience implementing the biometric in Pension or M&D MIS The proposed solution must be an upgradeable and supported Verifiable list of similar jobs successfully executed in the last three years including letters of award, project cost and contact address of the clients The firm must train five master trainers on trouble shooting of Hardware and Software The firm must provide User Manual and Technical Documentation Upon completion of Project all the documents and Software Source code must be submitted to PST c.
