PROPOSED CHANGES TO RULES
PLEASE NOTE
As per Rule 5b of the Constitution, these proposals will be simply be voted
upon at the AGM rather than debated
LEAGUE CONSTITUTION
Change to Rule 3 proposed by the Executive Committee

c. Each club shall agree to fulfil the fixtures arranged, conform with the rules of the
League, the decision of the Executive Committee and meet their obligations to the
League. A club in the Premier Division must have at least two teams in the League.
Proposed change to add a new clause

League, the decision of the Executive Committee and meet their obligations to the
League. A club in the Premier Division must have at least two existing teams in the
League.
Rationale
This is to clarify the existing rule to ensure that a Club reaching the Premier Division
has a history of being able to field two teams.

Finance
Each member club shall be required to pay on or before 1st June an annual subscription,
the amount to be decided upon by the Executive Committee.
The Treasurer shall prepare an audited account for the year ended 31st December to be
circulated to member clubs at the Annual General Meeting. The League Account shall be
held by a local bank as decided upon by the Executive Committee. All cheques shall be
signed by any two of the Chairman, Secretary and Treasurer.
If fees remain unpaid on 4th June, teams will incur a five-point penalty and this will
continue each week until fees are paid. For Clubs with more than one team, this means
five points per team.
The same penalty will apply if fines imposed by the League are unpaid within 14 days.
Except where otherwise stated all invoices raised by the League shall be for payment
within 28 days.

b. Resignations
Clubs intending to resign from the League must notify the League Secretary in writing
prior to 31st August for the following season to allow the fixture lists to be
undertaken by the League without fear of late withdrawals. Failure to resign by that
date will result in a fine of £100.
Proposed change to replace the existing rule with the following :

Changes to Rule 5
Existing rule
Any bona-fide member of a club can play in matches provided that :a. he has not played for any other club in the League after 31st May that season
b. he has not played League cricket at all on a Saturday for a club outside of the
League after 31st May that season. A person moving into the district is eligible to
play after the Secretary of the League is notified of the name and circumstances.
c. students who were previously bona-fide members of a Cotswold Hills League club will
be eligible to play upon return from their further education provided that the
League Secretary is notified of the circumstances.
d. he has no outstanding payments owed to his previous club.
In each and every match where a team breaches this rule, the team will forfeit all points
earned and incur a 20 point penalty. Points earned by the opposing team will stand,
subject to a minimum of 20 points being awarded.

Proposed change to insert the following paragraph after clause d.
Loan Players - Clubs may have a loan player from another CHL club. No loans may be made
after 31st July. The League is notified of the player's change of club and the proposed
number of games or if for the remainder of the season.

Changes to Rule 6
Existing rule
In an uninterrupted match each team shall bat for 45 overs unless the team is all out
earlier. The team batting first can declare its innings closed at any time up to their 45
overs, but any team declaring "innings closed" is considered as all out. If the team
batting first does not use its full quota of 45 overs by reason of declaration or being
bowled out, then all complete unused overs will be transferred to the team batting
second.

Proposed change
In an uninterrupted match each team shall bat for 45 overs or 40 overs in Divisions 2 and
below unless the team is all out earlier. The team batting first can declare its innings
closed at any time up to their full quota of overs, but any team declaring "innings
closed" is considered as all out. If the team batting first does not use its full quota
of overs by reason of declaration or being bowled out, then all complete unused overs
will be transferred to the team batting second.
Rationale
Proposed with a view to games starting at 2pm allowing those who have Saturday morning
jobs more time, therefore making themselves available. Games taking less time are more
attractive to those who are time pressed and may not wish to commit to 90 over matches.
Hopefully increasing player availability and numbers.
Change to Rule 6 proposed by The Executive Committee (to be withdrawn if
the above proposal is adopted)

If a change to Rule 6 is adopted, the wording of Rules 7 and 9 will need
to change. The Executive Committee propose the following changes of
wording regardless of whether the change to Rule 6 is adopted or not.
Rule 7 (extract)
If owing to bad weather or other circumstances the start is delayed, the captains have
the option to agree on a match of a lesser number of overs with a minimum of 50 overs in
total. Such a match will count under the point scoring system as if the full 90 quota of
overs had been played.
Rule 9 (extract)
If a match starts as a 45-over match, no bowler may bowl more than 10 overs in an
innings, and his allowance shall not be restricted owing to the weather. If, however,
from the start of the match is delayed, and the overs innings of both teams are
restricted to is less than 45 overs, no bowler shall bowl more than the quota below :...

Proposed change to add the following paragraph
Any delivery which in the opinion of the umpires would have struck or passed the batsman
standing in his normal position above waist height on the full shall be called a no ball.
Rationale
This is to remove any confusion and is in line with other local leagues.
