The African Development Bank hereby invites consulting firms to indicate their interest for the
implementation of specific activities under the Green Mini-Grid Market Development Programme (GMG
MDP), Market Intelligence business line.
The first phase of a Green Mini-Grids Market Development Programme, with funding from the Sustainable
Energy Fund for Africa (SEFA) was launched by the SEforALL Africa Hub in 2015, while phase two is
scheduled to begin in Q3 2017. The Programme aims to remove or reduce market barriers at regional scale
and strengthen the ecosystem for the emergence of a thriving GMG sector in Sub-Saharan Africa. The
Programme supports the efforts of relevant stakeholders, such as governments and project developers, in
creating a favorable environment for scaling up mini-grid investment on the continent and expanding
energy access to underserved communities through GMGs, thus contributing to the universal energy
access objective of the New Deal on Energy for Africa. The GMG MDP has successfully positioned itself
over the last two years at the center of the mini-grids movement in Africa. Phase 2 of the GMG MDP
envisages transforming the MDP into the “go to” one-stop-shop for mini-grids in Africa.
The MDP is implemented through five business lines: (i) Market Intelligence; (ii) Business Development
Support; (iii) Policy and Regulatory Support; (iv) Quality Assurance and (v) Access to Finance.
This expression of interest refers to the first business line (Market Intelligence), which supports activities
that improve the ability of project developers, investors and public entities in identifying market
opportunities for GMGs that facilitate a coherent national approach and support the linkages between
central authorities, local/national businesses, investors and communities with demand for power.
Under phase one, the GMG MDP developed a unique methodology to gather together relevant information
relevant to identifying mini-grid market opportunities at the country level, and conducted assessments on
five countries – Burkina Faso, Cameroon, Ethiopia, DRC and Mozambique. Generally, this market
intelligence consists of main-grid rollout plans, population centers and densities, distribution of renewable
energy resources, dominant economic sectors and potential anchor clients, details of mini grid policy
frameworks, and sector stakeholders. The information is made available through the GMG Help Desk, in
the form of maps, raw data, and analysis, as well as packaged into country market intelligence reports.
The tasks under this phase two expression of interest are specifically:

Conduct ten additional national market assessments further refining the methodology and
approach;
Conduct selected small hydro and biomass resource mappings;
Collect market data on the state of play of the mini-grid sector in Africa and develop a system to
continuously monitor such sector market data.
The Power, Energy, Climate and Green Growth Complex of the AfDB invites consulting firms to indicate
their interest in providing the above-described services. Interested eligible consulting firms or associations
of firms shall provide information on their qualifications and experience demonstrating their ability to provide
the services (documentation, references for similar services, experience in comparable assignments,
availability of qualified staff, etc.).
The expressions of interest should follow the following format.
1) Details of the firm or consortium (including nationality of the firms and contact person) and
including DACON registration number1 (max. 1 page);

We suggest the firms to keep the submission below 20 pages.
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity
with the Bank’s Rules and Procedure for the Selection of Corporate Consultants. Please note that
interest expressed by a consulting firm does not imply any obligation on the part of the Bank to include it in
the shortlist
Ultimate contracting related to the GMG MDP Phase 2 is contingent on the second phase’s final approval
by the AFDB’s Board of Directors.
