1 CONSTITUTION OF LOYAL BLUE NATION Louisiana Tech University Article I – Name The name of the organization shall be Loyal Blue Nation Article II – Purpose The purpose of Loyal Blue Nation will be to facilitate, organize, and encourage the involvement of the student body in supporting Louisiana Tech University’s athletic teams. Article III – Members Section 1. Membership shall only be composed of active participants. Membership to Loyal Blue Nation is open without restriction as to race, creed, sexual orientation, gender, or national origin. Section 2. Membership is open and available to all currently enrolled students at Louisiana Tech University. Enrolled students will be contacted via email and word of mouth about the potential of membership. There will be no dues or fee barring entry to Loyal Blue Nation. Section 3. Potential members may attend any scheduled meeting and request membership before the body. A simple majority of the body, provided there is a quorum, will result in membership. Upon membership the new member is required to join a minimum of 1 committee. The new member will report to the Committee Heads of their respective committees and be required to maintain the standards of attendance and engagement held by the Committee Head. Article IV – Officers Section 1. The officers of Loyal Blue Nation shall consist of President, VicePresident, Secretary, and the Heads of the Football, Basketball, Baseball/Softball, and Other Committees. Section 2. The present officers and the faculty advisor of Loyal Blue Nation shall comprise the Executive Committee. Section 3. The election of President, Vice- President, Secretary and Committee Heads shall take place at the last meeting of Loyal Blue Nation in the Spring Quarter. Any active member can be nominated to fill the position of Committee Head or Secretary. All nominations must be seconded. These positions shall be elected by a majority vote of the active members present provided there is a quorum. A runoff of 2 the top two candidates shall take place if necessary. Only members that have previously served on the Executive Committee may be nominated for the Positions of President or Vice-President. These positions shall be elected by a majority vote of the active members present provided there is a quorum. A runoff of the top two candidates shall take place if necessary. Any vacancy in an office shall be filled by a special election at the next scheduled meeting after vacancy is recognized. Section 4. At a regularly scheduled meeting, any member may request in writing that an officer be removed from his/her position. This request is automatically tabled until the next regularly scheduled meeting. A special meeting is automatically called if the next regular meeting is more than one week away. At the next meeting (or special meeting if necessary), discussion of the conduct of the officer will be held and a vote of two-thirds of the active members present are required to remove the officer, providing a quorum is present. The position will be filled by a special election at the next meeting. Section 5. Duties of Officers A. President: The President shall assume responsibility for leadership in the work of the chapter, bring before the chapter all communications and information from the University, and assist all committees and members in executing their plans and programs. The president shall call and preside at all meetings. B. Vice President: The Vice-President shall preside in the absence of the president, and advise the president on all matters concerning the conduct of the society. C. Secretary: The Secretary will serve as administration officer and be responsible for the organization’s communication, procedures, and record keeping D. Treasurer: The Treasurer will be responsible for the receiving and spending of all funds of the organization. The Executive Committee will approve all payments processed by the Treasurer, upon approval the payments will be co-signed by the President. E. Committee Head: The Committee Heads will be responsible for specifically overseeing the operation, maintenance, and development of student support 3 at the athletic events specific to their Committee. Is responsible for facilitating and tracking attendance and engagement of all Committee members at home athletic events. Has the power to propose the removal of a Committee member to the Executive Committee. a. Football Committee: Responsible for student support at football games b. Basketball Committee: Responsible for student support at Men’s and Women’s basketball games c. Ball Sports: Responsible for student support at baseball and softball games. d. Other: Responsible for student support at Volleyball, Soccer, or otherwise specified athletic events. Article V – Faculty Advisor Loyal Blue Nation shall elect their faculty advisor at the last meeting of Spring Quarter. Nominations will be taken from the floor at this meeting, and it is the responsibility of the person making the nomination to know that the person will accept the faculty advisor position. An individual receiving a simple majority of the vote of the active members present will be elected as faculty advisor providing a quorum is present. If during the first balloting no one receives a simple majority of the vote of the active members, then a runoff will be held between the top two candidates. The faculty advisor shall NOT exercise care, custody, and/or control over the funds of the organization; however, it is within the guidelines and purview of the faculty advisor to review, on a regular basis, any and all aspects of the banking procedures/guidelines/activities of the organization (including, but not limited to, cancelled checks, bank statements, check books) in order for the organization to maintain its mission and purpose as an officially recognized organization on the campus of Louisiana Tech University. It is also understood that the organization’s bank account cannot use Louisiana Tech’s name, tax identification number, or logo in any form or fashion. Article VI – Meetings Section 1. Regular meetings will be held on the second Tuesday of every month. Meetings will be a collection of all committees. Meeting times will be 8:00 PM unless otherwise specified by the Secretary. The President may call special meetings at any time. Membership shall be informed of special meetings by having the Secretary call each member personally. Notice of special meetings must be received by the membership as least 24 hours in advance. 4 Section 2. No business may be conducted at a regular or special meeting unless a quorum is present. A quorum is defined as a number of active members present, which exceeds 50% of the total active membership. Section 3. The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the society in conducting business at any meeting. These same rules shall govern the society in all cases to which they are applicable and do not conflict with other sections of these bylaws. Section 4. Robert’s Rules of Order will be followed in all voting procedures. Section 5. At any time during a regular or special meeting a member of the Executive Committee can request a 5-minute Executive Session. In an Executive Session the Executive Committee is free to excuse themselves privately to discuss a motion. No more than 2 Executive Sessions will be called per motion. Section 6. The agenda of all regularly scheduled meetings will proceed as follows. The meeting will begin with new and old business that attends to the entire organization as presented by the President. The Vice President will be recognized for an opportunity to speak. The Secretary will be recognized for an opportunity to speak. The Treasure will present a report on the organization’s finances. The President will then recognize each Standing Committee and allow them to present and act on any motions within their Standing Committees. Article VII – Committees Section 1. All members of Loyal Blue Nation will be responsible to participate in a minimum of 1 Standing Committee. The 4 Standing Committees are: 1) Football Committee: Responsible for student support at football games 2) Basketball Committee: Responsible for student support at Men’s and Women’s basketball games 3) Ball Sports: Responsible for student support at baseball and softball games. 4) Other: Responsible for student support at Volleyball, Soccer, or otherwise specified athletic events. Section 2. The Committee Heads will be solely responsible for the activities of his/her Standing Committee and will answer in regard to these activities to the Executive Committee. Section 3. Each Standing Committee will be recognized and present business at every regularly scheduled Loyal Blue Nation meeting. 5 Section 4. All Standing Committees will follow Robert’s Rules of Order when recognized and all actions of the Standing Committee will be approved by a simple majority of that specific Standing Committee, given there is a quorum of that Standing Committee. Section 5. When the floor has recognized a specific Standing Committee, only representatives of that Standing Committee are able to speak. A member of a Standing Committee may give their time to a non-Standing Committee member. Article VIII – Conduct Section 1. The society and its members agree to uphold and abide by the rules and regulations of Louisiana Tech University. Section 2. The society agrees that it is responsible for the behavior of members and guests at any of its functions. Section 3. This organization or its individual members do not allow hazing, in any form. Section 4. All active members will be required to participate in attending Louisiana Tech home athletic events. Any active member will be required to select a minimum of one Committee to support and serve with. The Committee Head will be responsible for ensuring that all participants are maintaining an appropriate level of attendance and involvement. Section 5. Failure to maintain attendance or engagement as specified by the Committee Head will result in a Proposal for Dismissal in writing at a regular scheduled meeting. The Proposal for Dismissal will be presented to the Executive Committee. After a Proposal for Dismissal has been administered, the member will be notified and will have until the next scheduled meeting to communicate with the Committee Head and comply with the standards set by the Committee Head. If the member refuses to comply the Proposal for Dismissal will result in a vote of the Executive Committee. A simple majority of the Executive Committee will result in the dismissal of the member from that committee. Section 6. Failure to maintain membership in the minimum number of committees will result in dismissal from Loyal Blue Nation. Section 7. If a member has been dismissed from Loyal Blue Nation they may petition reinstatement from the Executive Committee at the first scheduled meeting of the next Quarter. Simple majority from the Executive Committee will result in reinstatement. Section 8. All members of Loyal Blue Nation will hold themselves to a higher standard in regard to crude behavior. All members are encouraged to engage to a 6 high degree at all home athletic events, but crude behavior beyond the scope of appropriate event engagement will not be tolerated. The Committee Head will be responsible for maintaining and setting the standard for proper behavior at all events. Article IX – Amendment of Bylaws Section 1. Suggestions for amendment or revision of the bylaws of the chapter may be presented in writing at any regularly scheduled meeting. The motion for the changes in the Constitution shall automatically be tabled until the next regularly scheduled meeting. Once the motion is brought off the table, it can be approved by a positive vote of two-thirds of the active members present, providing there is a quorum. Section 2. Amendments or revision of the Constitution may not go into effect until approved by the Louisiana Tech Student Organizations Committee. This Constitution was revised on January 21, 2016
