FOOD Arrangements : Canteen facility with Breakfast, Lunch & Dinner will be arranged on payment basis. ELIGIBILITY: The National Cities Team Championship is open to all Cities. Each City/Town can send any number of teams. Only Indian Nationals are eligible to participate in the championships. The entries should be routed through their respective State Chess Associations. All the players of the team should strictly from one state only. THOSE TEAMS WHO PARTICIPATE IN 18TH NATIONAL CITIES TEAM CHAMPIONSHIP 2017, WILL BE ELIGIBLE TO PARTICIPATE IN THE ASIAN CITIES TEAM CHESS CHAMPIONSHIP 2017 AT KIIT UNIVERSITY, BHUBANESWAR IN AUGUST LAST WEEK . COMPOSITION OF THE TEAM: Each team (Men & Women) shall consist of four players and one reserve player. The seeding of the teams will be done on the basis of the average rating of the top 4 players. While sending entries, the names of all the players with their FIDE ID and their respective FIDE ratings, if any, should be given to enable the arbiters to arrive at the teams’ average rating for ranking purposes. These names and ratings should be reconfirmed in person at the Technical Meeting. The Board Order could be decided by the respective team Captain/Manager, before the commencement of the championship. Dress Code: As per AICF regulations on Dress code for players participating in all the National championships, all State Associations/Institution Members should send their players with proper uniform. Players should at least wear uniform T'Shirts / formal shirts (name of the State/Institution printed prominently at the back and the state chess/Institution emblem in the front left side). Players without proper uniform will not be permitted to take part in the championship. This will be strictly enforced. No Entry will be entertained after 3rd Aug 2017. All the entries should be routed through their respective State Associations. Please note that Cheques/Non MICR DD’s will not be accepted. All entries have to be accompanied with filled in entry form given below. AICF REGISTRATION: All participants in the 18th National Cities Chess Championship must be registered with AICF for the year 2017-2018. Those who have not registered with AICF for the year 2017-2018 should send an amount of Rs.250/- towards AICF registration fee along with the duly filled and signed AICF player’s registration form plus one passport size photograph. Application forms are available on the website www.aicf.in . Those who have already obtained AICF registration for 2017-18, should send proof of the same. Total Seven rounds shall be played. Teams from the same city should not be paired against each other in the last round of a National championship, except National Premier and Women Premier. However, they may be paired if there is no compatible opponent with the same point group or score group with a maximum difference of 1 point. Session: The time control will be 90 minutes plus 30 seconds increment from move number one. Default time:The default time is 15 minutes. The Winning Team will qualify to represent India, at their own cost in the Asian Cities Team Chess Championship. Tie Breaks: Latest tie breaking rules will be applied. In case of tie, cash prizes will not be shared. PROTESTS: Protests, if any, against the decision of the Chief Arbiter, shall be made in writing with a protest fee of Rs.1000/- within 30 minutes of the occurrence of the incident. The amount shall be refunded if the appeal is upheld. The decision of the appeals committee shall be FINAL And BINDING on all the participants. APPEALS COMMITTEE: Before the commencement of the Championship, a five member committee of Appeal with two reserves shall be formed by the AICF/ organizers. All the members and reserves will be from different states. No member of the committee shall vote on a dispute in which a player from his own state is involved and in such case(s), the reserves shall take his/their places in the committee. TOURNAMENT COMMITTEE: The organizers will form a tournament committee for the smooth conduct of the National Championship. Withdrawal: If any player withdraws from the last two rounds in any National Championship on medical grounds, he/she should undergo treatment by a Doctor recommended and supervised by the tournament committee. DISQUALIFICATION: No participant will leave the venue before the Prize Distribution function without the permission of the Chief Arbiter. The participants disregarding the rule will be suspended for one year. INTERPRETATION: For interpretation of rule(s) and deciding any point not covered by rules, the decision of the tournament committee shall be final and binding. The tournament committee has every right to make any addition or amendment to these rules, without notice. However, such changes/or inclusion will be subject to AICF clearance. Such changes will be displayed in the tournament hall. ARREARS: All arrears of affiliation fee/tournament fee including those of current year must be cleared by the Affiliated Association at the time of submitting the entries; otherwise the entries are liable to be rejected.
