A letter from the Executive Director
It is hard to believe that I have just about completed my first year serving
as the Executive Director of NOPTCA. On my first day of work, instead of
coming directly to the office, I was instructed to go to the Federal Mediator’s
office to attend the mediation concerning the merger of the Apprentice
Education and Promotion Fund (AEPF) and the Joint Apprenticeship Training
and Research Trust Fund (JTTF). These merger talks with the Union had
been going on for years and this meeting would set the path to finalizing the
merger to create one Apprenticeship program for the Finishing Industry in
Ohio. On August 27th, the final agreement was signed by both parties
completing the merger of the AEPF into the JTTF. I want to thank the
NOPTCA/AEPF trustees that worked to make this happen; Gary Brown,
Cindy Friedmann, Ray Hauck, Bill Mitchell, and the new Co-Chair of the
merged JTTF, Stan Vitakis. I will replace Ray as a trustee on the JTTF, and
Ray has agreed to become a member of the Joint Trade Board replacing
Hank Oestrike who has retired. Right now I believe that we have Management
representatives from both Toledo and Dayton that have agreed to serve as
JTTF trustees, but we are still in need of a representative from the Columbus
area. If you are in the Columbus area and are interested in becoming involved
as a Management Trustee of the JTTF, please contact me as we can use the
help. The Union has already filled all of their Trustee positions for the entire
State of Ohio, so we need to respond in the same fashion and show that
Management is also united. There is strength in numbers and NOPTCA
represents over 84 Union Contractors in Northern Ohio. This becomes even
more important as the Cleveland Collective Bargaining Agreement expires on
April 30, 2013 and the new Agreement could set the tone for the entire State
of Ohio’s Finishing Industry. If any of you have any thoughts or ideas as we
approach negotiations, please contact our office. I want to thank all of you for
your support in my first year and please know that the NOPTCA Staff and
Board will continue to be the voice for Management in dealing with the Union.

Get to know the NOPTCA Board of Trustees:
Gary Brown, President — Garbo Third Co. — Gary has been a board member since 2006.
Gary is Vice-President of Garbo Third. They have been in business since 1966 and are located
in Mentor, Ohio. Gary also serves on the Health & Welfare Board.
Brad Pinchot, Vice President — Frank Novak and Sons, Inc. — Brad has been a board member
since 2001. Brad is Vice President of Frank Novak and Sons where they are celebrating 100
years of business this year. Brad also serves as co-chair on the Joint Trade Board.
Stan Vitakis, Treasurer — Cosmos Industrial Services, Inc. — Stan has been a board member
since 2003. Stan is Vice President/General Manager of Cosmos Industrial. Their primary focus is
industrial, bridge and shop painting. Stan also serves as co-chair of the Joint Apprenticeship
Training Trust Fund.
Ray J. Hauck, Trustee — Ray C. Hauck & Sons, Inc.— Ray has been a board member since
2003. Ray C. Hauck & Sons has been in business since 1895. Ray is the Vice-President of the
company. Ray also serves on the Joint Trade Board.
Brendan McGarry, Trustee — Mike McGarry & Sons, Inc. — Brendan has been a board
member since 2001. He is the President and General Manager for Mike McGarry & Sons which
has been in business since 1957. Brendan also serves on the Joint Trade Board and the Health &
Welfare Board.
John Textoris Jr., Trustee — Architectural Interiors — John has been a board member since
2001. John is the President of Architectural Interiors which mainly employs carpenters and
drywall finishers. John also serves on the Health & Welfare Board.
Cindy Friedmann, Trustee — Dependable Painting — Cindy has been a board member since
2005. She is President of Dependable Painting. They have been in business since 1928 when
Cindy’s great –grandfather started the business. Cindy also serves on the Joint Apprenticeship
Training Trust Fund.
Bill Mitchell, Trustee — Seven Hills Decorating — Bill has been a board member since 2011.
Seven Hills Decorating has been in business since 1992 where Bill serves as Vice-President. Bill
also serves on the Joint Apprenticeship Training Trust Fund.
