Working in 50 developing countries across Africa, Asia and the Americas, Plan
aims to reach as many children as possible, particularly those who are
excluded or marginalised with high quality programs that deliver long lasting
benefits
by increasing its income, working in partnership with others and
operating effectively.
Plan is working in Pakistan since 1997 and has a presence in 31 Districts of
Pakistan. Plan International is a child centered community development
organizations working for promoting children’s rights, in Pakistan we are
working to achieve this in partnership with the Government of Pakistan, Civil
society, local partners and communities.
This post is responsible for Implementing the M&E Workstream/ component of
the the project “Strengthening CRVS in Pakistan through the appropriate use
of Digital Technologies”. Position holder will ensure that:

Monitoring & Evaluation to continually improve the process & solution.

Proving a model that is scalable & sustainable.

Evidence-based
business

scalability & sustainability.

Continuous Improvement.

Robust monitoring mechanisms put in place to increase accountability &
performance.
The position holder will ensure that:


Dimensions of Role:

Reach/Breath of the post: This post directly reports to Project Manager (Strengthening CRVS
in Pakistan through appropriate use of Digital Technologies) with dotted line to MER Manager
and is part of Officer job family. Works with different internal as well as external key
stakeholders including partner organisations, Government bodies/departments, NGOs, INGOs
and other networks.

External Representation: M&E Officer works with external stakeholders and maintain good
information sources and communications with other key private sector national and multinational organization and the non-governmental organizations, including indigenous NGO's.

Risk Management: Key risks include unforeseen situations like external security challenges,
lack of understanding of CSP and Project Implementation operational framework or Expected
outcomes, delay in execution or follow ups, Non-cooperation from management, communities,
Loss of Plan Creditability at Partner/community level, poor efficiency in gap identification in
activities at community level.

Communication: Communication includes internal as well as external at Partner organisation
and local level. Project Office and management team to ensure best possible government
relations in all the project operational district and that project meets all legal requirements.

Documentation & Reports: Ensure the preparation of weekly, monthly, quarterly, monitoring
and annual project reports. In collaboration with relevant project staff to ensure the
preparation of all specified progress reports agreed with the donor requirements.


Typical Responsibilities - Key End Results of Position:
1.

In-depth Understanding & Execution of Operational frameworks
Responsible to develop effective monitoring and evaluation system for the project that have a
very strong learning component;

Responsible to establish data bank for all project interventions leads to output and outcome level.

Responsible to conduct regular analysis of M&E information and ensuring this analysis is fed into
ongoing project decision-making;

Responsible to Identify and highlight any monitoring and/or evaluation issues that need to be
address and recommend to the management team actions to be taken to address these issues;

Responsible to support the preparation and production of quarterly reports internally and
according to the established donor reporting schedule (narrative reports).

Ensure project reports provide information relevant to logical framework/programme M&E
requirements;

Responsible to develop evaluation exercise at periodic basis and share findings with project
management.

Responsible to design a project baseline to ensure that all key project indicators can be measured;

Responsible to liaison with all technical coordinators to identify specific information required for
improving project design;

Assembling and leading a research team to carry out the baseline research;

Writing and completing the entire baseline process, including the incorporation of feedback from
donor.

Ensure efficient design and conduct a project endline to provide empirical data for the final
project report.
2.

Advocacy of thematic area at Provincial, District and Community Levels:
Develop effective partnership with provincial, district level government and community level to
achieve key activities for different project key components.

Develop effective partnerships with like-minded NGOs, INGOs, LSO’s, CBOs, and individuals to
develop effective networks, lobbying to achieve “right based approach” under the umbrella of
project implementation strategy.

Seek Project Manager support and advice on critical areas related to management &
implementation and implement the advice in true spirit.
3.

Quality Assurance of Thematic Area:
Conduct
regular
and
surprise
visits
to
different
work
areas/sites/partner
organizations/Communities to review progress on agreed quality standards for project aligned
with project implementation framework.

Prepare Quality Progress Report of ongoing activities.

Develop M&E plan to share with line manager for effective planning.
Engage Project Manager and Manager M&E in Country Office
on regular basis to reduce any
possible communication gaps between Country Office and District Offices.
4.

Support for Achieving Desired Results:
Ensure regular upward communication to Project Manager on various challenges, issues or ideas
on networking and coordination.

Ensure regular upward communication to line manager and seek technical support and advice on
regular basis for smooth achievement of desired results.

Ensure that technical advice by line manager is implemented in true spirit and provide regular
feedback to them on identified areas of improvement.
Dealing with Problems/Risks:

Weak supervision & implementation abilities or gaps between Plan Pakistan and District level
Government departments and partner organizations.

The ultimate beneficiary, Child is not gaining out of all the program/thematic areas.

Segregate the issue of women, children and men in various initiatives in the communities.
Communications and Working Relationships:
Internally:

Project Manager, Manager MER, Technology Specialist, COMBI Coordinator, Advocacy Officer and
other staff of Plan and partner organizations.
Externally:

Active participation in Pakistan NGO forum and representation at the Partners, Community,
Government at community, district, provincial and national level.
Knowledge, Skills, and Behaviors Required to Achieve Role’s Objectives:
Knowledge

Master Degree in Social Sciences/Economic/Statistics with at least 2-4 years of relevant experience

At least 2 to 4 years experience of working with the reputed National, International, Multi-National or
Bilateral organizations or projects in the M&E and Community Development sector,

Sound knowledge of right based approach as well as service based delivery.

Sound knowledge of sectoral Program thematic areas in Pakistan/ Program area.

Sound knowledge of different laws in Government, International Laws/treaties/articles of relevant
sector.

Sound knowledge of Key networking, coordination, donor reporing and trends analysis etc.
Skills:

Have excellent skills of data analysis using Excell & SPSS.

Have efficient observative and report writing skills.

Good interpersonal skills and ability to establish and sustain partnerships and good working relations
with colleagues, a variety of team members and external contacts, through good written and spoken
communication skills

Strong strategic and analytical skills.

Effective networking, advocacy, negotiation and coordinating skills.

Computer proficiency (MS Word, Excel, Power Point)

High standard of verbal and written English, Sindhi and Urdu.

Strong interpersonal, listening and communicative skills.
