PURPOSE
The key responsibility of this role is to recruit, manage and implement a referee programme to ensure the
successful delivery of the World Master Games 2017, football tournament. Reporting to the Tournament
Director, the role will ensure an excellent participation experience and spectacular standard of competition
for all involved.
KEY ACCOUNTABILITIES SPECIFIC TO THE ROLE













To be the primary point of contact for all referee matters including, but not limited to, liaison with
relevant Federation referee committees, registered referees, nominated team linesmen and
volunteers.
To design and implement a referee recruitment plan to secure the requisite number of referees.
To oversee the implementation of an induction programme for the recruited referees and nominated
linesmen, as required.
To lead the administration and appointment of registered referees and nominated linesman including
match-day referee operations.
To design and implement contingency plans for scenario changes to the match schedule.
To ensure that the referees are organised and managed in accordance with FIFA and NZF rules and
regulations and the World Masters Games Sport Partner Contract.
To report to the Tournament Director on a weekly basis on all aspects of the planning and
preparation of referee management including raising any risks as part of the risk register.
To train and manage the referee volunteer team (non-referee volunteers, runners), reporting to
Tournament Director.
To support the Tournament Director to ensure the coordinated delivery of support services such as
the volunteer programme, team services, venue operations, accreditation and medical.
To support the Technical Delegate and Competitions Manager to ensure adequate training of
technical officials and participating teams.
To support the Tournament Director to implement an appropriate volunteer organisational structure
including Sport Specific Volunteers and Technical Officials to deliver a successful tournament.
To attend such meetings and undertake activities as may be necessary as the Referee Manager.
Where appropriate the above will embrace the relevant responsibilities relating to the tournament.
To ensure all debrief and post-event review requirements are completed and feed into the final
football tournament debrief report post tournament.

Experience:
 Proven management expertise and ability to lead and motivate a team.
 Experience in developing and delivering referee programmes for competitions and events.
 Experience in developing and interpreting regulations and policies.
 Experience in managing volunteers.
Knowledge:
 A relevant tertiary qualification or sport specific experience.
 A good grasp of issues management.
 A clear understanding of FIFA and NZF rules.
 An understanding of World Masters Games.
