TENDER NOTIFICATION FOR SCANNING UNANI FORMULATIONS
Sealed tenders are invited by Director, NISCAIR, for awarding the work of
scanning of approx 77,000 Unani Formulations from Unani Books, from reputed
professionally sound firms having at least three contract of approx. Rs.25-30 lakh
per annum in Govt/Autonomous Organizations or Public Sector Undertaking, are
in the field for not less than three years.

is 15:30 hrs on 5/8/2004 and the Technical Bid will be opened at 15:30 hrs on
6/8/2004.

Tender invited for TKDL (Unani) Scanning Work
1. Scope of Work:
The National Institute of Science Communication And Information Resources
(NISCAIR), a constituent of CSIR, has been involved in dissemination of information for
S&T community through its various scientific journals.
NISCAIR has undertaken a collaborative project with the Department of Ayurveda, Yoga,
Unani, Siddha & Homoeopathy (AYUSH), Ministry of Health & Family Welfare
(Government of India) on Traditional Knowledge Digital Library (TKDL) tenable at
NISCAIR. TKDL portal on Unani formulations will be available in English, German,
French, Spanish and Japanese languages.
2. Purpose for Request for Quotations (RFQ):
Offers from organizations are invited for award of scanning work of approx. 77,000
Unani Formulations from Unani Books.
3. Job Requirements:
Bids are invited for scanning of Unani formulations from Unani Books as per
specifications provided as under:
(i)
Should aim to achieve the smallest possible file size that produces
acceptable quality and loads quickly. This can be done by
i. Removing excessive noise especially in dark areas or shadows
ii. Cropping the images properly
(ii)
Resolution on Scanner and Printer should be1200 dpi
(iii)
Encoding/compression method if required in case the image is too big
should be CCITT Group 4 (T. 6) compression a single strip of data
(iv)
The scanning of Unani formulations (inputting) will be in Black &
White.
(v)
Unani Books (with formulations marked and given identity numbers)
will be provided for scanning.
(vi)
Format of the image should be .Gif
(vii)
Standard resolution of monitor is taken as 800 x 600 and the image can
take up half of the screen size ie. 400 x 300 pixels. In case image gets
distorted with these settings, concerned staff of NISCAIR must be
contacted
(viii) Size of the image A4 size
(ix)
Naming convention of the gif file is defined as Bookcodeformulationno.gif
(x)
The output of the scanned images must be provided to NISCAIR on
CD.
(xi)
A sample work done by the Vendor must be submitted to NISCAIR
before starting the actual work.
(xii)
The successful bidder shall ensure safe custody of material (Books
etc.) supplied.
4. Invitation for Tenders
Sealed tenders are invited by Director, NISCAIR, for awarding the work of
scanning of approx 77,000 Unani Formulations from Unani Books, from reputed
professionally sound firms having at least three contracts of approx. Rs.25-30
lakh per annum in Govt./Autonomous Organizations or Public Sector
Undertaking, are in the field for not less than three years.
5. Method for Submission of Bids:
5.1 The bids are to be submitted in two parts, in separate envelopes;
(a) Technical Bid
and
(b) Financial Bid
(a) Technical Bid should include:
Bio-data of the Bidder (s)
Proof of Experience
Project(s) work presently in hand
Major Project(s)/ Work of similar nature executed
(b) Financial Bid should include:
Rate for the items mentioned and also execution of work
Price quoted shall be fixed and not subject to variation on any account
All prices shall be written both in figures and words. If there is discrepancy
between the price quoted in words and figures, the price quoted in words will
be treated as final.
5.2 Both the sealed envelops of Technical and financial Bids should be put in a
separate envelope, sealed and be super scribed as “Bids for TKDL (Unani)
Scanning Work”.
5.3 The super scribed envelope containing both the bids, addressed to
Director,
NISCAIR, New Delhi, should be submitted by post or personally to be dropped in
the Box kept in the NISCAIR Book Shop, at NISCAIR, Pusa Campus premises.
The bids should be submitted on or before 5th August, 2004, 15:30 hrs.
6. Opening of Bids:
Technical Bids will be opened on 6th August 2004 at 15:30 hrs and evaluated
by a Committee appointed by the Director NISCAIR, in the presence of the
bidders or their representatives, who choose to attend on the time, date and
venue, which will be intimated.
Financial Bids will be opened only of those bidders who have been found
technically qualified to undertake the job, on the basis of the Technical Bid
evaluation.
7. Award of Contract:
NISCAIR will award the contract to one or more bidders.

The notification of award will be followed by the signing of agreement
of contract between NISCAIR and successful bidder (s).
Within 5 days of the receipt of notification of award, the successful bidder
should sign the contract deed.
Director, NISCAIR reserves the right to accept or reject any / all bids without
assigning any reason thereof.
8. Evaluation and Verification of Work:
Clean and Clear B/w output in soft copy
Image of Unani formulations with Reference (Book Name, Page No. etc.)

The payment would be made after completion of work (one or two books), duly
verified by the authorized competent authority:
