PSJPC Full Council Meeting C050 – 22/07/2014 – Section 106 Projects Pre-reading appendix L Up-date on Wellow Lane S106 projects Beacon Field Play Area Following the last Full Council meeting, the Advisory Panel has met with Kompan to discuss some minor changes to the design for the Beacon Field Play areas. A revised plan has been submitted and approved. Following investigations by the Parish Office, it was also discovered that there is a large storm drain running under part of the proposed junior play area. It would be necessary to completely avoid this area, due to the depth of the play equipment foundations. Kompan have therefore made a further change to the plan, which has resulted in an increase to the area of the play surface, and corresponding increase in price, but it has been possible to negotiate to keep the price within the agreed budget of £120,000 net. The Clerk has checked the S106 agreement, which has been signed by two Parish Councillors and also by B&NES Council. Following confirmation from B&NES Council that the agreement has been signed, the purchase order has been sent to Kompan. It is hoped that works will commence in early September and will be completed in time for an official opening event during October half-term (22nd October to 3rd November). The Finance & Amenities Committee have agreed the remaining £250 from the ‘Village Events’ budget can be allocated to this event. Skate Park, Recreation Ground Cllr Jo Davis will meet with staff in the Parish Office to discuss initial priorities for the Skate Park project on Thursday 24th July. It is now evident that this project will have to go out to tender prior to submitting a planning application as the Planning Department have confirmed the application will need to be based on the final design. Contribution for Allotments At the April meeting of the Finance & Amenities Committee it was noted that an e-mail had been received from B&NES Council regarding the S106 agreement, which stated that a proportion of the contribution should be spent on allotment provision. It was thought that the existing allotment provision was sufficient, so it was suggested that this money could be used to provide disabled toilet facilities on the site, instead of providing additional allotment plots. This has been agreed, in writing, by B&NES Council. Having investigated various options, the Allotments Advisory Panel wish to propose spending a sum of up to £3,000 + VAT on a DDA compliant composting toilet for the Braysdown Lane Allotments site. It is hoped that the on-going maintenance costs of this facility will be minimal and would be covered by the allotments operational budget. £120,000.00 – Beacon Field Play Park £ 90,000.00 – Recreation Ground Skate Park £ 3,000.00 – Braysdown Allotments DDA Compliant Composting Toilet £ 2,000.00 – Administration Costs (agenda item C057-22/07/2014 refers) £215,000.00 – Total (leaves a balance of £4,702.22 for contingency/other) N.B.
