
Hamilton wanted to Natl. govt. to pay off all state debts. Southern states
paid off all debts, not Northern states. South wants North to pay off own
debts. South agrees to have Natl. govt. pay off Northern states debts in
exchange South gets Natl. capital moved to Washington, D.C.

Cause: Tax on whiskey
Event: Pittsburgh, PA. 1000’s of farmers riot
Response: G.W. sends 15,000 troops crushes rebellion. Leaders pardoned.
Effect: New Constitution is strong, but fair (not too powerful)
