FUNDRAISING POLICY
I. PURPOSE:
This policy is intended to help maximize the amount and use of funds available in our
community for human services. It is recognized that a well-coordinated approach to raising funds
for an organization may comprise various methods.
The purpose of supplemental fundraising by a Funded Partner Organization (defined as a funded
organization, including fiscal agents) is to develop additional sources of funding creatively rather
than to compete for the same dollars.
Fundraising should not jeopardize the United Way annual campaign and should increase the total
funds available.
Consistent with this policy, supplemental fundraising is defined as a Funded Partner
Organization-sponsored activity designed to solicit contributions for operational and program
expenses through sources and methods other than the following:

Unsolicited gifts
Solicitations outside of Windham County
Government grants
Endowments
Foundation grants
Requests for in-kind or volunteer services
II. GENERAL POLICY:
A. United Way and Funded Partner Organizations will abide by current restrictions on legal
fund-raising activities.
B. United Way encourages each Funded Partner Organization to develop a supplemental
fund-raising plan, which maximizes all available resources and enhances its visibility.
III. RESTRICTIONS ON FUNDED PARTNER ORGANIZATION FUNDRAISING.
A. No fundraising shall be conducted between September 15 and November 15, the expected
time of the United Way Community Fund campaign. Special events may be conducted
during this period, i.e. gala, community-based event, such as a 5K race, etc. This
restriction does not apply after November 15.
B. Funded Partner Organizations will not ask for contributions of money or goods from
Windham County businesses during the expected time of the United Way Community
Fund campaign, September 15 to November 15.
C. Funded Partner Organizations will not conduct solicitations in the work place at any time.
D. All funded program promotions must identify United Way of Windham County as a
Partner. This includes, but is not limited to, Funded Partner Organizations’ website, enewsletters, print newsletters, annual report, etc. All promotional materials for the funded
program(s) should include language, such as “X program is supported by the United Way
of Windham County.”
IV. REQUESTS FOR CLARIFICATION OR EXCEPTIONS:
Any request for clarification of whether a proposed fundraising activity is in compliance with
this policy or requests for an exception to the policy shall be directed to the United Way
Executive Director. The director's decision may be appealed by the organization to the
Executive Committee and that decision may be appealed to the Board.
United Way Board decisions are final and binding.
