Access Main Dolphin Gangway Dock General West Memphis Terminal Procedures RD-001-WM River Dock Inspection 09-25-2008 CAUTION: Wear Life-Jacket at all times while on dock. 1. Access 1.1. Insure Gates are properly Locked and Secure. 1.2. Check condition of sign and “MARSEC” level sticker. 1.3. Note if the light is on or off. 1.4. Note condition of fence. 1.5. Note the river level and whether repositioning the dock is required. 1.6. Note conditions and tension on dock cables. 1.7. Climb Shore Tower, check condition of steps, hand rail and lights. 2. Main Dolphin 2.1. Inspect Dolphin Piping area: ► Note valve position of all twin seal valves make sure they are in the proper alignment, normal is closed when no barges are present. ► Note position of pressure release valves (normally open position). ► Inspect dolphin hoses for any cracks, wear, and/or binding. ► Check the spar sockets for cracking, stress, distortion, etc. 3. Gangway 3.1. Check for any loose boards on gangway. 3.2. Check the gangway structure for cracks, rust, etc. 3.3. Check the hard piping, make sure there are no serious rough spots or problems. 3.4. Check light bulbs on gangway. 3.5. Inspect condition of dock-to-barge gangway, including cable, winch, pulleys. 4. Dock General 4.1. Check the position of e-stops, make sure they’re all released. 4.2. Note condition of your hand rail and cables. 4.3. Check hoses thoroughly, make sure there are no bubbles, tears, cracks, drips. 4.4. Inspect drain-down drip pan system for leaks or drips not contained. 4.5. Check drip pan pump for operation and leaks. 4.6. Ensure proper valve alignments for drip pan-pump off system. 4.7. Check your flanges, make sure there are no leaks or drips. Visually check from both top and underside. 4.8. Walk pipe runs. Check for any leaks. ► Note condition of cables, check fire extinguishers. Check winches. ► Ensure life rings are in their correct position and on the dock. ► Note dock lights including barge loading and unloading lights to ensure they are functional. 4.9. Note position of powerline coming into dock and adjust position if necessary. Ensure all shut off valves are in a closed position 5.2. Note position of pressure gauges, pressure reliefs, run around valves. 5.3. Check condition of loading hoses, slings, chain falls, and drip pans/tanks. 5.4. Check you ground cable, position of your barge pump switches. 5.5. Ensure drip pans are not full of water or standing product. 5.6. Check your e-stops again at the manifold, make sure there’s no stored energy there before you turn off the estops. 5.7. Ensure all dock loading valves are closed. 5.8. Check your blinds for drips or loose nuts or bolts. 5.9. Ensure Valve 5 is open for release back at the terminal. All other valves should be closed at all times. 5.10. Ensure all drain down valves are Closed. 6. Structural Checks 6.1. Check dock pivot from gangway. ► Also check hard piping coming down from the dock. 6.2. Check the pivot points for the dock as it moves up and down the river. Ensure there is no cracking in the metal around the bottom and that they’re all securely in place. 6.3. Note condition of barge walkways. 6.4. Inspect the structural integrity of the barge. 7. Final Checks 7.1. Check winches and cable lines. 7.2. Check dock mooring cables and ratchet turnbuckles. 7.3. Note overall cleanliness and housekeeping of the dock. Ensure all materials are cleaned up and properly stowed following use. 7.4. Check your downriver wench cable, make sure it’s not tangled. 8. Check spill kit. Make sure all your spill packs have items in it. Ensure adequate supply of pads, booms, diapers, etc. Page 2
