DEFINITIONS 1. When used in these rules, unless a contrary meaning is apparent from the context: (1) "Act" means the Animal Improvement Act, 1998 regulations promulgated in terms thereof; (Act No. 62 of 1998) and includes the (2) "animal" means the progeny of the Alpaca breed registered or eligible for registration in the Stud Book and the words "alpaca", "animal/s", "cria/s", "dam/s", "female/s", "herd sire/s" and "male/s" shall have the same meaning; (3) "Association" means the South African Stud Book and Livestock Improvement Association; (4) "birth" means the birth of a cria; (5) "breeder" means a member of the Club who is the owner of – (i) the dam at the date of birth of an animal to be registered; (ii) an animal at the date of application for registration in the Appendix or Stud Book Proper Section of the Stud Book; or (iii) the recipient dam at the date of birth of the animal to be registered as a result of an embryo transfer; (6) "buyer" means the person or persons to whom ownership/joint ownership of an animal is transferred by the seller of such animal; (7) “Bye-law” means a Bye-law of the South African Stud Book and Livestock Improvement Association; (8) "Constitution" means the constitution of the South African Alpaca Breeders’ Club, which is to be read in conjunction with these Club Rules and the Bye-laws of the South African Stud Book and Livestock Improvement Association; (9) "Council" means the Council of the Club duly elected in terms of the Constitution; (10) "Department" means the Department or Departments charged with the administration of the Act; (11) "embryo" means a fertilised ovum of an animal; (12) "inspector/s" means a person/s appointed by Council for the purposes referred to in Rule 10.3; (13) "Minister" means the Minister of the relevant Department; (14) "ovum" means the ovum of an animal and includes an embryo; (15) "owner" means the person who – (i) according to the records of the Association, possesses the animal concerned; or (ii) submits proof to the satisfaction of Council that the animal concerned is eligible to be so registered in his name; SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 3 of 15 (16) "registering" refers to the procedure of registering an animal in the Appendix or Stud Book Proper Section of the Stud Book, or by which a prefix or herd designation mark is placed on the records of the Association; (17) "Registrar" means the officer designated as Registrar of Animal Improvement in terms of the Act; (18) “Rule” means a regulation based on a Bye-law of the Association to structure the administrative procedures of the Club in respect of animal management; (19) "Secretary" means the Secretary of the Club; (20) "seller" means the person or persons being the owner/joint owner/s of an animal according to the records of the Association or, in the case of an imported animal, the owner in the country of origin who disposes of such animal; (21) "semen" means the semen of an animal; (22) "Club" means the South African Alpaca Breeders' Club; (23) "South African-bred Alpaca" means an animal born in, or whilst in transit to, South Africa: Provided that an animal born from an imported ovum or embryo, shall be regarded as an imported Alpaca; (24) "Stud Book" means the South African Alpaca Stud Book in which the Association shall register the details of all animals; (25) "Territory" means South Africa and such other countries as the Club may from time to time, with the approval of the Association, determine. (26) “Foundation” means an alpaca of unknown parentage that meets the Minimum Breed Standards and on passing inspection, is eligible for registration in SA Stud Book. 2. Other words, abbreviations and phrases in this Constitution, not defined above, shall, unless a contrary meaning clearly appears from the context, have the same meaning assigned thereto in the Act. 3. In the Constitution, unless the contrary intention appears clearly from the context, words referring to persons in the masculine gender shall include females, words in the singular shall include the plural, and words in the plural shall include the singular. STUD BOOK The registration system of the Club shall consist of the Stud Book, be it computerised or in any other form, which shall be divided into two main sections, namely the Appendix Section and the Stud Book Proper Section, which shall be maintained and operated by the Association in terms of the Act. Animals will only be taken up in the Stud Book after approval according to the Minimum Breed Standard as stipulated by the Council of the Club from time to time. 1.1 APPENDIX SECTION 1.1.1 Appendix A Any animal which originates from a herd of which the breeder can give a satisfactory record of origin to Council, and which possesses the phenotypical cum genotypical characteristics of an Alpaca, is eligible for registration in the Appendix A Section of the Stud Book: Provided that the animal shall have been identified in accordance with Rule 3, with the identification of the owner at the time of acceptance, and sequence number; and provided further that the animal has been inspected in accordance with Rule 10. A separate register is to be kept for the Suri and Huacaya phenotype Alpacas. The Appendix A Section of the Stud Book shall remain open until otherwise determined by Council. 1.1.2 Appendix B The progeny of an Appendix A female mated to an Appendix A, Appendix B or Stud Book Proper male, shall be eligible for registration as an Appendix B animal. 1.2 STUD BOOK PROPER SECTION The progeny of the following animals, that comply with the Minimum Breed Standard and in respect of which all other registration requirements have been met, shall be eligible for registration in the Stud Book Proper Section: (a) Appendix B x Appendix B; (b) Appendix B x Stud Book Proper; or (c) Stud Book Proper x Stud Book Proper. Separate registers are kept for the Suri and Huacaya phenotype Alpacas. 2. PREFIX AND HERD DESIGNATION MARK ( Refer Bye-law 2) No animal shall be accepted for birth recording or registration unless the breeder has previously registered directly with the Association, for his exclusive use, a prefix by which all animals bred by him and eligible for birth recording and/or registration shall be designated, and a herd designation mark by which such animals shall be identified. 2.1 Registration of Prefix No prefix shall exceed 18 characters, and the name of a city, town or post office in the Territory shall not be accepted for registration as a prefix. SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 5 of 15 2.2 Registration of Herd Designation Mark The herd designation mark registered with the Association for the breeder's exclusive use shall not exceed four characters and shall consist of letters, numbers or a combination of letters and numbers, but shall not consist of the same four letters or the same four numbers. Application for the registration of such prefix and herd designation mark shall be made to the Secretary of the Association and shall be accompanied by such fee as may be prescribed from time to time by the Association. No transfer of a prefix or herd designation mark shall be allowed from one breeder to another, except under such conditions and to such persons as are provided for in the Bye-laws to the constitution of the Association. 3. IDENTIFICATION AND NAMING OF ANIMALS (Refer Bye-law 3) 3.1 3.2 Identification of Animals 3.1.1 All live animals of which the births are notified and all animals offered for registration must bear permanent identification in the form of a microchip located subcutaneously, mid way on the left hand side of the neck, of a type approved by the Association, and any animal which does not bear the approved identification shall not be accepted for the recording of its birth or for subsequent registration by the Association. 3.1.2 Every cria must be identified by the breeder within 6 months of birth. 3.1.3 For the register, a year number is to be designated, and shall consist of two figures indicating the year of birth. In addition a birth sequence number of no more than three characters is to be given, the last character being the letter “H” or “S” to designate the fleece type. 3.1.4 In the event of a breeder making a mistake when identifying a cria, or in the event of a microchip moving or being unreadable, the owner of the animal shall report the fact to the Secretary of the Club, in writing, and the animal shall be re-microchipped in the presence of an inspector appointed by Council or registered vet, after such inspector has satisfied himself as to the correctness of the identity of the animal. The inspector shall issue a Certificate of Identification as confirmation of the process. 3.1.5 In the event of more than one microchip being found to be present, all microchip numbers must be recorded on the registration certificate as well as on all other documentation relating to the identification of the animal concerned. Naming of Animals In addition to the identification referred to in Rule 3.1, all live animals of which the births are notified and all animals offered for registration, must be explicitly named: Provided that the name may be substituted by the animal's identification. Council shall have the right to refuse any application in respect of an animal that in its opinion cannot be clearly identified or is misleadingly named. 3.2.1 The name shall include the prefix registered in favour of the breeder, and exclusive of the prefix, shall not exceed 20 characters. 3.2.2 Any animal begotten by Artificial Insemination or Embryo Transfer shall bear the letters “AI” or “ET” respectively, behind the name of the animal concerned. The name of any animal, once accepted for recording of its birth, shall not thereafter be changed or amended, except when the name reflects an obvious error, in which event it shall be permissible to amend the name only to the extent of correcting the error. JOINT OWNERSHIP OF SIRES (Refer Bye-law 4.2) 4.1 When an animal is transferred to joint owners, the full name and address of each joint owner shall be submitted to the Association. 4.2 The joint ownership and use of a herd sire is subject to the provisions of the Act. RULES GOVERNING ARTIFICIAL INSEMINATION (Refer Bye-law 5) 5.1 All animals which have been begotten through artificial insemination shall be eligible for registration or recording: Provided that all requirements of the Act, the Constitution and Club Rules have been complied with. 5.2 Irrespective of the provisions of Rule 5.1, where different sires are used for the supply of semen for the artificial insemination of the same female, no resultant progeny shall be eligible for registration unless the male parentage has been confirmed by a parentage verification procedure. 5.3 The Club reserves the right, through its officers, to supervise and/or inspect the keeping of records in connection with the practice of artificial insemination by its members. 5.4 The Club and the Association reserve the right to refuse to register or record the progeny resulting from artificial insemination should any of these rules or the provisions of the Act not be fully adhered to. 5.5 Breeders resident in the Territory outside South Africa who enjoy the privileges of registration of animals under the provisions of the Act, the Constitution and Club Rules, may apply for registration of progeny begotten by artificial insemination: Provided that the semen is obtained from a source approved by the Club, and provided further that the collection of semen, the handling thereof, the insemination of the animals and the maintenance of records shall be effected in such manner as may be duly approved by the Club from time to time. 5.6 The Club confirms the right of breeders, subject to the provisions of the Act, to collect, freeze and store the semen of their own herd sires for use in their own herds, and progeny resulting from the use of such semen shall be eligible for registration: Provided that – 5.7 (a) complete details of the ownership of the sire concerned have been submitted to the Club; (b) the official parentage control laboratory number of the sire has been submitted to the Club; (c) the collection and storage of the semen have been carried out in accordance with the requirements of the Act; and (d) all requirements of the Club Rules and Bye-laws of the Association in respect of birth notifications or registrations are complied with. Semen of a herd sire may not be used for the insemination of animals of more than five joint or successive owners of that herd sire, unless it has been approved for the collection of semen in terms of the Act. In the case of a transfer of a herd sire (other than one approved for the collection of semen in terms of the Act) from which semen has been collected, frozen and stored, the application for the transfer of such herd sire must be accompanied by a certificate signed by the seller indicating the number of doses of semen stored at the date of transfer. RULES GOVERNING EMBRYO TRANSFERS (Refer Bye-law 6) 6.1 All animals that have been begotten as a result of embryo transfer, shall be eligible for registration: Provided that(a) both the male and the female animals which gave rise to the embryo concerned, were approved for the purpose by the Club; (b) except in the case of an animal begotten as a result of embryo transfer and imported in utero, all the following documents are submitted to the Club within 120 days of each embryo transfer – (c) (i) the certificates reflecting the official parentage verification laboratory numbers of both the male and female animals that gave rise to the embryo concerned; (ii) a certificate signed by a veterinarian, an embryo transferor, or, in the case of intra-herd embryo transfer, by the owner, to the effect that the provisions of the Act have been complied with; and (iii) in the case of an animal begotten from an imported ovum, a certificate issued by a competent body, recognised by the Club and the Association, in the country of origin, stating the names, identification and registration numbers of the ovum and semen donors, the date and place of collection, the number of viable ova collected, and the date exported; in the case of an animal begotten as a result of embryo transfer and imported in utero, the following evidence and documents endorsed by the Stud Book Authority (or body recognised by the Club and the Association) in the country of origin must be submitted to the Club within 30 days of the arrival of the recipient dam in South Africa – (i) evidence of the service or insemination and flushing of the embryo donor; (ii) evidence of the transfer of the embryo concerned and date thereof to the relevant recipient dam; (iii) two-generation pedigrees of both donors; (iv) parentage verification certificate for both donors; and (v) evidence that both donors conform to the Minimum Breed Standard as may be determined by Council; (d) a birth notification in respect of an animal resulting from embryo transfer is submitted on the birth notification form referred to in Rule 7.3; (e) confirmation of parentage in each instance is supplied, unless otherwise determined by Council and the Association; and (f) all other requirements of the Club Rules and Bye-laws of the Association in respect of birth notifications, registrations and/or inspections are complied with. SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 8 of 15 7. 6.2 The Club reserves the right, through its officers, to supervise and/or inspect the keeping of records in connection with the practice of embryo transfer by its members. 6.3 Breeders resident in the Territory outside South Africa who enjoy the privileges of registration of animals under the provisions of the Club Rules and Bye-laws of the Association, may apply for registration of progeny begotten as a result of embryo transfer: Provided that the fertilised ova are obtained from a source approved by the Club, and provided further that the collection of ova, the handling thereof, the in ovulation of the animals and the maintenance of records shall be effected in such manner as may be duly approved by Council from time to time. 6.4 Council and the Association reserve the right to refuse to register or record the progeny resulting from embryo transfer should any of these rules not be fully adhered to. 6.5 Council shall have the right to limit the number of progeny from a donor dam resulting from embryo transfer for registration or recording. NOTIFICATION OF BIRTHS (Refer Bye-law 8) 7.1 The breeder of an animal/s born from a registered dam/s or one/s eligible for registration shall notify such births to the Association by the end of May, covering the period June to May of each year, whether born dead or alive or retained for registration or otherwise. 7.2 No birth notification of an animal shall be accepted unless the sire and dam at the time of service were more than 12 months old. 7.3 All births shall be notified on the Birth Notification Form, approved by the Association, and copies thereof shall be kept by the breeder concerned for inspection and checking at all reasonable times by officers of the Club. 7.4 In the event of multiple births, the breeder shall in addition to the particulars ordinarily required, also record on the birth notification the number and sex of the other twin. 7.5 Records shall be kept by the Association in the name of each breeder of all animals born, whether born dead or alive, which births have been duly notified by the relevant breeder, and of such other details as may be determined by the Association. 7.6 The birth notification shall contain a declaration in the following terms: "I declare that the pedigree, breeding particulars and identification of the animals described herein are correct, and that all the requirements of the Constitution of the Association and the Act relating to birth notifications and registrations have been complied with." 7.7 A notification of a birth shall also be accompanied by the necessary certificates confirming parentage of both the sire and dam, endorsed by the Stud Book Authority (or body recognised by the Club and the Association) in the country of origin, to the effect that – (a) the identity of the sire, as indicated by the said documents, is correct; and (b) that the sire conforms to the Minimum Breed Standard as may be determined by Council. Failure to furnish such proof of parentage shall permit recording the birth of the animal, but shall not qualify the animal for subsequent registration, unless: (c) the animal meets the approved Minimum Breed Standard as determined by a comprehensive evaluation and inspection of the animal concerned and (d) the DNA test, as required by the Registrar of the Animal Improvement Act, 1998 (Act No. 62 of 1998), is performed and certified by the testing authority. SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 9 of 15 8. CONFIRMATION OF PARENTAGE (Refer Bye-law 9) 8.1 9. In order to confirm the parentage of an animal, Council shall at any time have the right to insist on an approved parentage verification procedure of confirming parentage – (a) as a routine procedure, on a basis to be determined by the Association from time to time; and (b) in any case of doubt. 8.2 In respect of the procedure referred to in Rule 8.1(a), the breeder will be responsible for all costs of all parentage verification procedures from the second procedure onwards. 8.3 In respect of the procedure referred to in Rule 8.1(b), the owner or the Club, as may be determined by Council, shall bear the costs of the procedures required. REQUIREMENTS AND APPLICATION FOR REGISTRATION OR RECORDING (Refer Bye-law 10) 9.1 Registration of any animal shall require compliance with the following:9.1.1 In respect of South African bred animals The evaluation and inspection of all animals to ensure compliance with the Minimum Breed Standard determined by Council and the issue of the appropriate Inspection Certificate of Compliance. All inspected animals shall be a minimum of 12 months old. 9.1.2 In respect of imported animals All imported animals or ones resulting from imported semen or an embryo shall require the following: (a) Evaluation and inspection of all animals to ensure compliance with the Minimum Breed Standard as determined by Council and the issue of an Inspection Certificate of Compliance. (b) A DNA test, in respect of all male animals, as required by the Registrar of the Animal Improvement Act, 1998 (Act No. 62 of 1998), performed and certified by the testing authority. (c) A fibre follicle sampling, in respect of all female animals, and the storage of same for future reference, as required by the Registrar of the Animal Improvement Act, 1998 (Act No. 62 of 1998), performed and certified by the sampling authority. 9.1.3 In respect of imported pedigreed animals Imported pedigreed animals shall be eligible for registration provided the application for registration is accompanied by – (a) a certificate of registration or an export certificate issued by a Stud Book Authority (or body recognised by the Club and the Association) in the country of origin; (b) a report of the inspector confirming that – SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 10 of 15 (i) the animal bears the identification as recorded on the certificate of registration or export certificate; (ii) the animal was sold and left the seller's possession on the date stated and that the animal was shipped and/or transported to the Territory on the date stated; and (iii) that the animal arrived on the applicant's property on the date stated; (c) an Inspection Certificate of Compliance to the effect that the animal concerned conforms to the Minimum Breed Standard as determined by Council; (d) a certificate of DNA testing issued by the testing authority in respect of all male animals, as required by the Registrar of the Animal Improvement Act, 1998 (Act No. 62 of 1998), performed and certified by the testing authority. (e) a fibre follicle sampling in respect of all female animals and the storage of same for future reference, as required by the Registrar of the Animal Improvement Act, 1998 (Act No. 62 of 1998), performed and certified by the sampling authority. 9.2 Any animal of which the particulars supplied on the birth notification form or accompanying certificates are open to question may in the discretion of Council be debarred from registration. 9.3 The form of application for registration shall – (b) be laid down by the Association; and (b) be endorsed by the Club to the effect that all the requirements of the Club Rules and Byelaws of the Association, in respect of registration, have been met. 9.4 Animals resulting from the in ovulation of imported ova in respect of which Rule 6, and all provisions of the Club Rules and Bye-laws of the Association have been complied with, shall be eligible for registration: Provided that such imported ova – 10. (a) were collected by a competent body in the country of origin (approved by the Department: Animal Health of the National Department of Agriculture) from an animal which complies with the minimum requirements for the importation of ova determined by Council and approved by the Association; and (b) if fertilised, shall have been fertilised with the semen of a sire which likewise complies with the above-mentioned minimum requirements. INSPECTION REQUIREMENTS (Refer Bye-law 11) 10.1 Minimum Breed Standard A Minimum Breed Standard, as a prerequisite for registration, shall be determined by Council from time to time. 10.2 Growth stimulants No animal shall be accepted for registration if it has been treated with hormonal growth stimulants. Such practice shall be considered prejudicial to the interests of the Club. SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 11 of 15 10.3 Inspections 10.3.1 Upon application by the breeder or importer concerned and in terms of Clause 9(y) (i) and 9(i) of the Constitution, the Council shall appoint approved inspectors and/or approved breeders to inspect animals eligible for registration. 10.3.2 The inspectors shall inspect each eligible animal upon presentation of the application for registration or registration certificate, as the case may be and shall satisfy themselves that the age, identification, and other details as appearing on the said application or certificate are correct and correspond with the animal offered for inspection. Furthermore, they shall satisfy themselves that the animal conforms in all respects to the Minimum Breed Standard as determined by Council. 10.3.3 In order to be eligible for registration, all animals shall be inspected and approved. The minimum age of 12 months shall apply. The inspectors are empowered to use their discretion in holding any particular animal over for inspection at a later date. 10.3.4 Inspectors acting on the instructions of Council may at any time, without previous notice, carry out a general inspection of any breeder's herd. 10.3.5 Any breeder dissatisfied with an inspector's decision may lodge an appeal to the Secretary of the Club within three weeks after the inspection. Such appeal must be accompanied by a deposit of an amount as prescribed by Council from time to time as detailed in the Schedule of Fees. A board of appeal appointed by Council shall then re-inspect the animal or animals in question and, if the appeal is upheld, the relevant deposit shall be refunded less expenses incurred by Council. 10.3.6 Except in cases referred to in Rule 10.3.4, timeous notice shall be given to breeders of an intended visit by appointed inspectors. 10.3.7 Special inspections can only be carried out by permission of the Executive Committee if such inspectors are available and if the applicant agrees to pay the fees payable in respect of special inspections as laid down by Council from time to time. 10.3.8 Inspectors employed by the Club may not accept instructions from members or nonmembers to negotiate the buying or selling of animals nor may they accept any commission arising from sales or purchases of animals. 11. REGISTRATION AND RECORDING CERTIFICATES (Refer Bye-law 12) 11.1 Original Certificates 11.1.1 Registration or recording certificates to be issued in respect of any animal may, with the consent of the Association, be in the form desired by the Club. 11.1.2 All registration or recording certificates issued by the Association in respect of animals begotten by artificial insemination or by embryo transfer shall bear the letters "AI" or “ET” respectively behind the names of the animals appearing on such certificate. 11.2 Alterations or Additions to Registration Certificates Any alteration or addition to the essential information or particulars officially recorded on any registration certificate, which has not been initialled by the General Manager of the Association, or any unauthorised endorsement or remark on such certificate bearing upon the essential information or particulars contained therein, shall render such certificate invalid. SAAB Draft Club Rules – Revision 8th March 2005 – submitted for approval Page 12 of 15 11.3 Duplicate Birth Notification or Registration or Recording Certificate The Association may upon written application, accompanied by a statement by the applicant setting out all the relevant circumstances, issue a duplicate or replacement of any registration or recording certificate or birth notification issued by the Association, which has been mislaid, mutilated or lost: Provided that such application shall be made by the person in whose name the animal concerned was last registered. 11.4 Cancellation of Birth Notification or Registration Certificates and Reinstatement of Animals 11.4.1 Council may direct the Secretary of the Club to apply to the Association for the cancellation of the registration of any animal which has – (a) been birth recorded or registered by mistake; (b) been birth recorded or registered on the strength of false or fraudulent information supplied by the owner; (c) been birth recorded or registered after the owner has failed to comply with any relevant clause of the Club Rules or Bye-laws of the Association; or (d) been found to have a major defect after initial registration, such animal can be deregistered; and the Club will notify the breeder or owner accordingly. 11.4.2 A birth notification list or registration certificate of an animal issued by the Association shall be returned to the Association for cancellation and/or endorsement within 60 days after its death, sale for slaughter, culling, castration, spaying or other circumstances requiring the certificate's cancellation or endorsement in terms of the Club Rules or Byelaws of the Association. 11.4.3 All documents so returned shall be suitably endorsed and kept by the Association for a period of six months, whereafter they shall be returned to the Club or, if so instructed by the Club, be destroyed. 11.4.4 In the event of the birth notification list or registration certificate of an animal having been cancelled, such animal may be reinstated in the records of the Association only on recommendation of the Club: Provided that the application for the reinstatement is made by the person who applied for the cancellation of the birth or registration certificate. The reinstatement of any such animal shall be effected upon payment of such fee as may be determined by Council from time to time as detailed in the Schedule of Fees. 11.5 Certificates of Extended Pedigree A member may apply to the Secretary of the Club for a certificate of extended pedigree in respect of an animal and the Secretary shall apply to the Association to issue such certificate. Every such application shall be accompanied by the requisite fee as may be determined by Council from time to time as detailed in the Schedule of Fees. 11.6 Export Certificates The Association may, upon application, issue export certificates in respect of animals, semen or ova in the form desired by the Club and approved by the Association. TRANSFER OF ANIMALS (Refer Bye-law 13) 12.1 For the purpose of this Rule "transfer" means any transaction whereby any person acquires the right to sole ownership of an animal, or to any share or additional share of the ownership of a herd sire, and the relinquishment of any share in the ownership of such animal or herd sire (as the case may be). 12.2 Any seller who transfers sole ownership of an animal, or part ownership in a herd sire, shall within 30 days of the date of such transfer, furnish the Association with the Birth Notification Form in the case of a birth recorded animal or registration certificate in the case of a registered animal, of the animal concerned, with the details of the transfer duly completed on such certificate. 12.3 In the case of sole ownership, the date of transfer shall be deemed to be the date on which the animal left the seller's possession. 12.4 If the animal to be transferred is a pregnant female, the seller shall, together with his application for transfer, furnish the Association with a certificate specifying the name, identification number and registration number of the herd sire by whom she was served together with the service date/s, or of the herd sire with whose semen she was inseminated, and the insemination date/s, whichever the case may be. The seller shall in addition furnish the buyer with a copy of such certificate; REFUSAL OF APPLICATION (Refer Bye-law 14) 13.1 In the case of progeny begotten from a dam mated to different males or inseminated with semen from different males, the Club shall request the Association to refuse registration unless the male parentage is confirmed by means of a parentage verification procedure. 13.2 The Club may request the Association to refuse to accept applications from any person who has intentionally supplied false, inaccurate or misleading information or who has negligently failed to supply any information or particulars which it was his duty to supply within a reasonable time. 13.3 The Club shall not take any action under Rule 13.2, except after an investigation by a commission consisting of the President and/or Vice-President and two other members appointed by Council, and in accordance with the recommendation of that commission. IMPORTATION AND EXPORTATION OF ANIMALS, SEMEN OR OVA 14.1 An application to import animals, semen or ova shall, in terms of the Act, be submitted to the Club, in triplicate, on forms available from the Registrar of the Animal Improvement Act 1998 (Act No. 62 of 1998), together with the prescribed fee; the Club shall forward two copies together with its recommendation thereto, and the required documents reflecting the details referred to in Rule 14.2, to the Association; and the Association shall in turn submit one copy together with its recommendation to the Registrar. 14.2 Council shall determine a Minimum Breed Standard for the importation and exportation of animals, semen and ova in terms of Clause 9(y) of the Constitution, and no such importation or exportation shall be recommended to the Association by the Club unless the requirements of the Club Rules and the Bye-laws of the Association are complied with. 14.3 Imported animals and animals resulting from the importation of semen or ova which comply with the Minimum Breed Standard referred to in Rule 14.2, and the requirements of the Club Rules and the Bye-laws of the Association, shall be eligible for registration: Provided all the conditions of registration have been complied with. AMENDMENTS TO THE CLUB RULES 15.1 The Rules may be added to or altered by a resolution approved by not less than 75% of members. 15.2 No such addition to, alteration, variation or amendment of the Rules, notwithstanding that it has been passed in the manner prescribed in Rule 15.1, shall be of any force or effect until and except it is confirmed and approved by the Association, in terms of the Act, and shall comply with and be submitted to the Association in the manner set out in its constitution.
