SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 1. RULES These rules shall be known as the Singapore Cricket Association (“SCA”) League Rules (hereinafterreferredtoas“theRules”)andshallbeapplicabletotheSCAleaguefortheyear 2017.TheRuleswillapplytoallteamsplayinginboththeSCAClubs’LeagueandtheSCA Corporate/InstitutionLeagueexceptwhereexpresslystatedotherwise. 1.1. AllteamsintheClubs’LeaguemustberegisteredwiththeRegistryofSocietiestobeallowed toparticipate. 1.2. AllteamsintheCorporateLeaguemustprovidealettershowingtheyareauthorizedtouse thenameofthecompanyorinstitutionthattheyrepresenttobeallowedtoparticipate. 2. SCALEAGUESTRUCTURE TheSCAleaguewillbeplayedinthreecategoriesnamelySCAClubs’League,SCAPremier LeagueT20andSCACorporate/InstitutionalLeague. 2.1. SCAClubs’League(alsoknownasthe“Clubs’League”): • SCA Clubs’ League will be played over seven divisions; Premier League followed by six furtherdivisionsnumberedDivision1toDivision6. • PremierLeagueteamsshallplaytworoundsof50overmatches.TherewillbeaQualifying Finalplayedbythe2ndand3rdplacedteamsfromtheroundrobinwiththewinnertoplay the1stplacedteamintheGrandFinal.Thewinnerofthecompetitionwillbethewinner oftheGrandFinal.Division1and2teamsshallplaytworoundsof40overmatches. • Divisions3to6teamsshallplayoneroundof30overmatches. 2.2. SCAPremierLeagueT20(alsoknownasthe“PremierLeagueT20”) • PremierLeagueteamsshallplaytworoundsofT20matches.TherewillbeaQualifying Finalplayedbythe2ndand3rdplacedteamsfromtheroundrobinwiththewinnertoplay the1stplacedteamintheGrandFinal.Thewinnerofthecompetitionwillbethewinner oftheGrandFinal. 2.3. SCACorporate/InstitutionLeague(alsoknownas“SCAIn-CorpLeague”): • SCACorporate/InstitutionalLeaguewillbeplayedovertwodivisions. • Division1shallplayoneroundof30overmatches. • Division2shallplaytworoundsof30overmatches. 3. PLAYERQUALIFICATION 3.1. Qualification:NoplayershallbepermittedtoplayforanyteamintheSCALeagueunlesshe is a registered member of the representing club / employee of corporate / employee or studentofInstitutionandisaregisteredmemberofSCAandhavingavalidresidentstatusin 1of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore the country (Citizen, Permanent Resident, Dependent Pass, Student Pass, Special Pass or WorkPermit). 3.2. Exemption:SeeRule4.6forexemptionforForeignPlayersintheClubs’League,Rule5.5for exemption for Non-Employees in the Corporate League and Rule 5.6 for exemption for ForeignPlayersintheCorporateLeague. 4. LEAGUEPLAYERREGISTRATION 4.1. NewPlayerRegistration:Noplayershallplayinanymatchunlesshehasbeenregistered withSCApriortothematchheintendstoplay.Registrationistobeconductedinaccordance withSCA’sguidelinesinthemannerstipulatedbySCAfromtimetotime.Asatthetimeof publicationoftheseRules,registrationisrequiredtobedoneviaSCA’swebsite. 4.1.A. Theonusisontheclubtochecktheregistrationhasgonethroughtotherelevant team’spageontheSCAwebsite. 4.1.B. Ifthereisanyissuewherebyaplayer’sprofilehasnotloadedtotherelevantteam page, then a written request must be sent to the appropriate SCA inbox: [email protected]. A player shall NOT be deemed eligible to play until a writtenreplyhasbeensentfromanauthorizedperson. 4.1.C. Shouldaplayerbefieldedwhodoesnotfittheaboverequirement,thematchwillbe forfeitedtotheopposition(seeRule7.7).Additionally,therewillbeafurtherpenaltyof 8pointsfortheteaminbreach. 4.2. MinimumPlayers:Clubsmustregisteraminimumnumberofplayersforeachteamthey enterintheClubs’League.IftheClubhasonlyoneteamparticipatingintheClubs’League, aminimumof15playersmustberegistered.InthecaseofClubshaving2ormoreteamsin the Clubs’ league, other than the team in the lowest most division which is required to register a minimum of 15 players, all the other teams will require to register exactly 11 players.Forexample,aclubentering4teamswillneedtoregisteraminimumof48players (11playersineachofthe3teamsinthehigherdivisions&15playersforthe4thteam),and aclubentering2teamsaminimumof26players(11playersinthe1stteamand15players intheir2ndteam)etc.Atthestartoftheseason,higherteamsmusthavenomorethan11 registeredplayers,whilethelowestteamintheclubcanhavemorethantheminimum15. 4.2.A. Thisrequirementmustbemetbyallteamsinaclubatthetimetheyplaytheirfirst fixture.Failuretodosowillresultinapenaltyoffourpointsforeverygametheteam doesnotfulfiltherequirement,appliedtothisteamandallotherslowerintheclub. 4.3. MinimumMatches(player): 4.3.A. Any player who has not played in one of the team’s first five matches will be automatically demoted to the lowest team in the club and must be immediately replaced. 4.3.A.a. Failuretocomplybetweenthetimeofthe5thmatchfortheteaminquestion andthefollowingweekend(ornextmatchforanyteaminthatclub,whicheveris furthest)willresultintheforfeitureofanymatchplayedbytheclub(seeRule7.7) andanadditionalfourpointspenaltyappliedtothatteamandalltheteamslower inthatclub. 4.3.B. Aclubcanseekexemptionfromthisruleviaawrittenexplanation,withsupporting documents,totheinbox:[email protected]. 4.3.B.a. InthecaseofanexemptionfromRule4.3.B,aclubmustguaranteetheplayer in question will complete five matches for that team by the end of the season. Failuretoadheretothisguaranteewillresultinapenaltyofeightpointswillbe appliedtothatteamandalltheteamslowerinthatclub. 4.4. MinimumMatches(team): 4.4.A. AllteamsfromDivision1to6mustcompletetheseasonhavinghadaminimumof11 playerseachplayfivematchesforthatteam.ForPremierLeagueteams,11playersmust eachplayaminimumofthreematches. 4.4.A.a. Thisclausewillnotapplytothelowestteaminaclub. 4.4.A.b. Failuretocompletethisrequirementwillresultinapenaltyofeightpointsfor theteaminbreach. 4.4.A.c. Aplayerwhohascompletedfive(ormore)gamesforateambutsubsequently playedmorethanfivematchesinahigherdivision,andbeenre-registeredasper rule4.5,willstillcountasoneoftheminimum11underthisrequirement. 4.5. MaximumMatchesinHigherDivisions: 4.5.A. Noplayerregisteredinahigherdivisionteamofaclubshallbeallowedtoplayina lowerdivisionteam. 4.5.B. Allplayersregisteredinaclubwillbeallowedtoplayforahigherdivisionteamwithin thesameclub.However,oncetheplayerhasplayedhis5thgameinahigherdivision,he becomesineligiblefortheteamwithwhichheisregistered.Hemustbere-registered inthenexthighestteamforwhomhehasplayedand,exceptinthelowestteamina club,mustbereplacedtosatisfytherequirementofRule4.2.AnyClublistingsubstitute players names will not be counted as a match played for the purposes of calculating maximumorminimumgames. 4.5.C. Example:PlayerAisregisteredforDiv6.HeplaysfourgamesforDiv2andonegame forDiv4.Asfivegameshavebeenplayedinhigherdivisionteams,hewillnownotbe abletoplayinateambelowDiv4andtheregistrationsmustbeadjusted.Thereafter,if heplaysonemoregameinDiv2orabove,theprocessrepeats. 4.5.D. ShouldaplayerbeinbreachofRule4.5,hisclubwillforfeitanymatchforwhichhe wasineligible(seeRule7.7)aswellasincuranadditionalpenaltyofeightpoints. 4.5.E. Exemptions: 4.5.E.a. Players aged 20 and below as of 31 December of the year preceding the commencementoftheleagueseason,whoareregisteredinorplayfiveormore 3of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore gamesinPremierLeague,shallbeallowedtoplayuptosevenmatches,orhowever manyhavealreadybeenplayedifmore,inDivision1only.Iforiginallyregisteredin Division1,theplayerwillonlyhavetobere-registeredhigheronceineligiblefor Division1. 4.5.E.b. Players aged 16 and below as of 31 December of the year preceding the commencement of the league season shall be allowed to play any number of matchesinanyteamofasingleclubwithouthavingtochangetheirregistration. 4.5.E.c. Ifaplayerisunavailableduetonationalteamrepresentation,beitamatchor a compulsory training commitment, his replacement shall not have the match countedagainsttheirmaximumgamesplayedinahigherteam.Atthesametime, itwillcountasamatchplayedfortheminimumgamerulefortheabsentnational player.ClubswillhavetoinformtheSCAoftheplayerawayonnationaldutyand thenameoftheplayerselectedinasthereplacement. 4.6. ForeignPlayers:ForeignplayerswillbeallowedtoplayinPremierLeagueonly.Maximumof twoforeignplayerswillbeallowedtoberegisteredforoneteaminaseasonandplayinany givenmatchintheClubs’League.Allregisteredforeignplayersmustplayminimumofthree matches. 4.6.A. Any foreign player who does not fit the above requirements will be deemed as an ineligibleplayerandthusanymatchfeaturinghimwillbeforfeited(seeRule7.7)andan additionaleightpointpenaltywillbeappliedtothatteam. 4.6.B. Anyteamwhodoesnotcompletetheminimumthreegamerequirementforaforeign playerwillbepenalizedeightpoints. 4.6.C. AteammayapplytotheSCAforexemptioninthecaseofinjuryhowevertheplayer mustbereplacedbyanotherforeignertomakeuptheminimumquota. 4.7. Clubsfielding2teamsinsamedivision:Ifaclubfieldstwoteamsinthesamedivision,the clubshallnominateoneoftheteamsastheDeemedHigherDivisionteam("TeamA")and theotherteamastheDeemedLowerDivisionteam("TeamB")forthepurposesofthese Rules.AplayerregisteredwithTeamAshallnotplayforTeamBintheleaguematches.A playerregisteredwithTeamBwillbeallowedtoplayforTeamAinaccordancewithRule4.5. Howeverinanyonedivision,noplayermayplaymorethanthemaximummatchesthatcould beplayedbyonlyrepresentingoneteam. 4.7.A. Shouldaplayerexceedthisnumberofgamesplayedinasingledivision(forexample inadivisionwith14matchesperteam,playing11gameswithTeamBand4gameswith TeamA),hewouldbeconsideredasineligibleforeverymatchafterthe14th.Hisside wouldbeforfeitedinanymatchthereafter(seeRule7.7)andbepenalizedanadditional eightpoints. 4.7.B. A match between teams from the same club must be played within the first three gamesoftheseason.InDivisionsplayedovertworounds,thesecondsuchmatchmust beplayedwithinthefirsteightgamesoftheseason. 4of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 4.8. Re-registrationofPlayers:Anyclubmayrequesttore-registeraplayertoalowerdivision teamwithintheclubfromahigherdivisionteam,providedsuchaplayerhasnotplayedmore thanfourgamesforthehigherdivisionteam.Inallsuchcasesofre-registration,theclub needstoreplacetheplayerwithanotherimmediatelytocomplywithRule4.2.Aplayercan onlybere-registeredvoluntarily(ienotduetoRules4.3,4.4or4.5)onceperseason. 4.8.A. Any such request must be sent to [email protected] shall not be deemedgranteduntilreceiptofawrittenreply. 4.8.B. Anysuchrequestwillonlybeapprovedifneithersidehascompletedmorethanhalf theirmatches. 4.8.C. TheSCAreservestherighttorefuseanysuchrequestshoulditbedeemedanattempt toexploittherule. 4.9. Finals Eligibility: For any finals matches, inclusive of promotion-relegation matches, only playersthathaveplayedthreeormorematchesfortheclubintheClubs’Leaguethatseason willbeeligibletoplay. 4.10. Playertransferbetweenclubs:NoplayershallbepermittedtoplayformorethanoneClub duringthecourseoftheleague,unlesspermissionhasbeenobtained(inwriting)fromthe SCAregardlessofthenumberofmatchesheorhisteamhaveplayed(inclusiveofzero). Theplayermayonlybeeligibletojoinanewclub,providedthattheplayerhasobtained hisrelease(NOCletter)fromthepreviousclubstatingthatheisfreefromindebtedness andsubjecttoSCAapprovalhavingbeenobtained.Theplayerandnewteamshallstillhave tocomplywithallRules4.1through4.8. 4.10.A. Anysuchrequestmayonlybeapprovedifneithersidehascompletedmorethanhalf theirmatches. 4.10.B. If a player is moving to a new club with multiple teams where some teams have completedmorethanhalftheirgamesandsomehavenot,theplayerwouldonlybe eligiblefortheteamsthathavenot. 4.10.C. Exemptions: 4.10.C.a. TheSCAwillallowaplayertotransferinthesecondhalfoftheseasononlyif theyhavenotplayedatallfortheclubtheywereoriginallyregisteredwith. 4.10.C.b. AllNationalServicemenwhoarecurrentlyservingaswellasthosewhohave served(NSorUniformgroup)andareaged20andbelowasof31Decemberofthe yearprecedingthecommencementoftheleagueseasonareallowedtoplayfora nationalserviceclub(Example:SingaporePolice,SingaporeArmyetc)aswellas anyotheroneteamintheSCALeague. 4.11. DualRegistrationofPlayersforPremierLeagueTeams 4.11.A. Aclub(“ProspectiveClub”)mayapplytotheSCAforaplayer(“Non-MemberPlayer”) whoisregisteredwithanotherClub(“HomeClub”)toplayintheirPremierLeague teamonly. 5of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 4.11.B. Aplayerwillnotbepermittedtobedualregisteredifhewasregisteredwithany Division1teamin2016orifhisHomeClubhasitsownPremierLeagueteamin2017. 4.11.C. Amaximumoffourplayerscanbedualregisteredoverthecourseofaseasonfor anyonePremierLeagueteamandarenotconsideredpartoftherequirementsunder Rules4.2,4.3and4.4fortheProspectiveClub. 4.11.D. In any one match, the total number of Foreign Players and Non-Member Players mustnotexceedfour. 4.11.E. Inlieuofoneofthefourplayersthatcanbedualregisteredfromanotherclub,aclub caninsteadnominateoneoftheirownplayersfromlowerdivisionstoplayintheir Premier League team without restriction (ie Rule 4.5 will not apply). This is only allowedforplayerswhowerenotregisteredinDiv1in2016. 4.11.F. Notwithstandingtheaboverules,theSCAshallretaintheabsolutediscretiononthe issueofplayersbeingpermittedtoplayfortwoconcurrentteams.Allcasesmust havewrittenapprovalfromtheSCAandtheHomeClubortheplayerwillberuledas ineligible. 4.12. DualRegistrationofYouthPlayers 4.12.A. Aclub(‘HomeClub”)mayapplytotheSCAforaplayerwhoisaged20andbelowas of31Decemberintheyearprecedingthecommencementoftheleagueseason(“Youth Player”)toplayforanotherclubinateamwhichisDiv2orhigher(“ProspectiveClub”). 4.12.B. The Youth Player shall not be permitted to play for a team in the Home Club and ProspectiveClubinthesamedivision. 4.12.C. ThedualregistrationwillbeconsideredadditionaltotherequirementinRule4.2for theProspectiveClub.Thereisnominimumgamerequirementfortheseyouthplayers. 4.12.D. Notwithstandingtheaboverules,theSCAshallretaintheabsolutediscretiononthe issueofYouthPlayersbeingpermittedtoplayfortwoconcurrentteams.Allcasesmust havewrittenapprovalfromtheSCAandtheHomeClubortheplayerwillberuledas ineligible. 5. SCAPREMIERLEAGUET20 5.1. NewPlayerRegistration:SeeRule4.1 5.1.A. Players cannot have played for another Premier League team in the Clubs’ League unlesstheyhavechangedclubsunderRule4.9earlierintheyear. 5.2. MinimumPlayers:EachPremierLeagueT20teammustregisteraminimumof15players. 5.3. MinimumMatches:Thereisnorequirementforlocalplayerstoplayaminimumnumberof matches. 5.4. ForeignPlayers:SeeRule4.6 6of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 5.5. Playertransferbetweenclubs:NotransferswillbeallowedduringthePremierLeagueT20. 5.6. FinalsEligibility:Foranyfinalsmatchesonlyplayersthathaveplayedthreeormorematches fortheclubineithertheClubs’LeagueorthePremierLeagueT20thatseasonwillbeeligible toplay. 6. SCACORPORATELEAGUEREGISTRATION 6.1. NewPlayerRegistration:SeeRule4.1 6.1.A. Players must be registered with a staff pass from their workplace as a proof of employment,orstudentcardfortheinstitutions. 6.2. MinimumPlayers:SeeRule4.2 6.3. Minimum Matches: There is no requirement for players to play a minimum number of matches. 6.4. MaximumMatchesinHigherDivisions:SeeRule4.5 6.5. Non-Employees: Any number of players who are neither employees nor trainees of the corporate,orarenotcurrentstudentsofaneducationalinstitution,areallowedtorepresent thecorporateteam.However,theseplayerswillnotbeeligibletoplayforanyotherteam in the Clubs’ League or the In-Corp League. A player who was registered as an eligible employeeatthestartoftheseasonwillcontinuetobetreatedasanemployeeforthefull seasonevenifhispersonalcircumstanceschange. 6.5.A. ExemptionA:ADivision1teammayregisteruptoamaximumoffourplayersforthe seasonwhoarenotemployeesortraineesofthecorporateandtheseplayerswillbe permittedtoberegisteredforateaminanydivisionoftheClubs’League.ADivision2 team may register up to a maximum of four players for the season who are not employees or trainees of the corporate and these players will be permitted to be registered in any division except the Premier League of the Clubs’ League. In both divisions,nomorethantwosuchplayerscanplayinanyonematch,andnonecanplay morethantenmatchesfortheseason. 6.5.B. Exemption B: An educational institution may register up to a maximum of seven playersfortheseasonwhoarenotcurrentstudentsbutarealumnioftheinstitutionand theseplayerswillbepermittedtoberegisteredinanydivisionexceptPremierLeagueof theClubs’League.Nomorethanfivesuchplayerscanplayinanyonematch,andnone canplaymorethantenmatchesfortheseason. 6.5.C. The exceptions for Premier League players will take effect as soon as they are registeredintothatdivision,whetheratthestartoftheseasonorduring. 7of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 6.6. ForeignPlayers:NoforeignplayerswillbeallowedtoplayintheIn-CorpLeagueunlessheis anemployeeofthecompanyinSingaporeorelsewhere. 6.7. Clubsfielding2teamsinsamedivision:SeeRule4.7 6.8. Re-registrationofPlayers:SeeRule4.8 6.9. Playertransferbetweenclubs:SeeRule4.10 6.9.A. TheSCAwillallowaplayertotransferinthesecondhalfoftheseasonand/orwithout anNOCletteronlyiftheyarealsotransferringjobstothecorrespondingcompany. 7. ADDITIONALREGISTRATIONITEMS 7.1. TrackingofInfringements:TheSCAshallendeavourtokeeptrackofmatchesplayedand infringements,aswellaswarningclubsofpossibleissues(e.g.newregistrationsnotproperly approved, players hitting maximum games limit, etc) however the onus is on clubs to maintaintheirownrecords.ClubscannotsiteissueswithcricHQasadefenceandshould checkscorecardsfordiscrepanciesandnotifytheSCAshouldtheyarise.The SCA will be providingmuchmorethoroughinformationhowevertheonusisstillonclubstomakean enquiryifthereisuncertainty. 7.2. RepeatedInfringements:Afterthreeinfringementsonanyoftheregistrationrequirements underRule4orRule5,anysubsequentpenaltywilladditionallyincludeafinancialpenalty of$500fortheclubandaonematchbanfortheplayerwhowascaptainforthatmatch. 7.3. Walkovers: 7.3.A. Ifaclubdoesnotgiveatleastoneweek’snoticeofawalkover,theyshallbearthefull costs of ground hire (up to $600) should a replacement match not be organized. In addition,therewillbeapenaltyofeightpointsontheleagueladder. 7.3.B. Ifaclubdoesnotgiveatleastthreedays’noticeofawalkover,theyshallalsobearthe fullcostsofmatchofficialsand,wherethecosthasalreadybeenincurred,teas,should areplacementmatchnotbeorganized. 7.4. Abandoned Matches: A match abandoned without a ball bowled for reasons of playing conditionsorforfeitwillstillbeappliedasamatchplayedforthepurposesofcalculating minimum matches under Rules 4.3, 4.4 and 4.6. However, they will be recorded but not countedasamatchplayedforthepurposesofcalculatingmaximumgamesplayedinahigher divisionunderRule4.5.TeamarerequiredtonominatetheirplayingXIassoonastheyare awarethematchisabandoned.Ifamatchdoesstart,itwillbecountedasbeingacompleted fixtureunderallregistrationsrules,regardlessoftheresult. 8of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 7.5. FinancialObligation:AllclubsmusthavefullypaidanyoutstandingamountsduetotheSCA uptothebeginningoftheseason,orbeinaprocessofdisputinganamount,bythetimeof theirfirstmatch.Failuretobecompliantwiththisrulewillincurapenaltyofeightpointsfor allteamsintheclub. 7.6. ReviewofViability:AnyclubwhocomesbeforetheSCAforreasonsapplyingtoRule7.2,7.3 and/or7.5shallbeputonformalreviewoftheirviabilityforthe2018league.Thereview willbebroughttotheGCforafinaldecision. 7.7. PointsinaForfeitedMatch:Whenamatchisforfeitedbywayofwalkover,decisionbythe SCAonineligibleplayersoranyotherreason,theoppositionwillbeawardedthevictoryand thepointsforawin(8).Inthecaseofawalkover,theoppositionwillalsobeawardedthe winningbonuspoints(2).Theforfeitingteamwillbeawardedzeropointsforthematchas wellasanyadditionalpenaltysetoutintherules. 7.8. Impersonation:Impersonationisdefinedasplayingapersonwhowasnoteligibletoplaythe match,underthenameofanotherplayer.Thisincludessubstitutes.Ifaclubisfoundguilty ofthisoffence,thepenaltywillbeaforfeit(seeRule7.7)plusanadditionalpenaltyofsixteen points. 7.9. SCA Approval: Until a club has a written reply to any request, it shall not be considered approved.Theonusisonclubstofollowupandpushforadecision.Shouldaccesstoemails notbepossible,theSCAwillacceptthatothernon-verbalformsofcommunicationmightbe usedbyauthorizedpersons.Clubsshouldclarifyinthiscasethatthedecisiongivenviathis alternativemethodconstitutesanofficialdecisionsotheycanthenprovidethisasevidence inanydispute. 8. SCALEAGUESPROMOTIONANDRELEGATION Thepromotionandrelegationforthe2016Clubs’Leaguewillbedoneonthebasisofthe continuedLeagueRestructuringbeingapplied. 8.1. BetweenPremierLeagueandDivision1oftheClubs’League,thewinnerofDivision1has therighttoplay-off(underPremierLeaguerules)againstlastplaceinthePremierLeague. ShouldtheDivision1sidebevictorious,theteamsarepromotedandrelegatedaccordingly. Ifnoadditionalturfwickethasbeenarrangedfor2018,withadeadlineof30thJune2017, theplay-offmatchwillbecancelledandteamswillremainwheretheyare,regardlessofwho finishedlast. 8.2. BetweenDivisions1and2,onesidewillbepromotedandonerelegated. 8.3. BetweenDivisions3to6,threesideswillbepromotedandthreerelegated. 8.5. BetweentheCorporateLeaguedivisions,threesideswillbepromotedandthreerelegated. 8.6. Ifthereisanyvacantpositionavailableduetodrop-outorforanyotherreasons,theorder ofpromotionwillbe: a)Therelegatedsidesinorderofrelegation. b)Thenexthighestplacedteaminthelowerdivision 9. MATCHPOSTPONEMENTS 9.4. UnlessapprovedbytheSCA,therewillbenopostponementsallowedregardlessofwhathas been agreed between teams and matches will be played in accordance with the fixtures publishedbytheSCA. 9.5. TheSCAwillapprovethepostponementofafixturewithoutareasonneedingtobegiven butonlyunderthefollowingconditions: 9.5.A. Writtenapplicationisreceivednosoonerthantwoweekspriortotheoriginaldateof thematch,withbothteamsandgroundmanagementincludedontheemail. 9.5.B. Bothteamshavealreadyagreedtothepostponement. 9.5.C. Bothteamshavealreadyagreedtoanewdateandground,aswellastheburdenof costs. 9.5.D. Thegroundisawareofthependingpostponementandhadagreedtomakethenew slotavailable,andreleasetheoldslot. 9.5.E. Thenewdateisnosoonerthanoneweekfromthetimeoftheemail. 9.5.F. Thenewdateisnotanylaterthanthelastmatchalreadyscheduledforthatdivision. 9.6. The SCA will allow a shorter period of notice only in the event of sudden ground unavailability. The ground will provide alternative slots (that comply with Rule 8.2.F) for teamstocometoanagreementon.Teamswillalsobeabletoinvestigateothergroundsif necessary.Shouldanagreementnotbereachedbetweentheteamswithinoneweek,the SCAwillrandomlyselectfromoneofthedatesprovidedbytheoriginalvenue. 9.7. If a team is unable to compete on the day or at the venue scheduled, the match will be consideredaswalkovergivenbythatteam. 10. DETERMINATIONOFPOSITION Intheleaguecompetition,theteamwhichhasthehighestaggregatenumberofpointsgainedat theendoftheseasonshallbethewinner.Intheeventoftwo(ormore)teamshavingthesame numberofpoints,thehigherpositionwillbedeterminedby: 10of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore a. b. c. d. e. UMPIRES For all league matches, umpires will be provided by the SCA Officials committee. As far as possible,effortswouldbemadetoprovidetwoumpiresforeachmatchandtheywouldbefrom theSCA’slistedUmpires.OnaparticulardayifaSCAnominatedumpiredoesnotturnupforany reason,thebattingsidewillprovidetheumpire(s)andthematchwillhavetogoon.TheCaptain oftheHometeamshouldreportonthescoresheetifanumpirefailstoturn-upforamatchfor SCAtotakeappropriateaction. 12. SCORERS Forallleaguematches,scorerswillbeprovidedbytheSCAOfficialscommittee.Asfaraspossible effortswouldbemadetoprovidetwoscorersforeachmatchandtheywouldbefromtheSCA’s RegisteredScorers,oneofwhomwillbeaScorerusingtheSCAScoringAppandtheotherwillbe amanualpaperScorer.OnaparticulardayifaSCAnominatedscorerdoesnotturnupforany reason,thebattingsidewillprovidethescorer(s)andthematchwillhavetogoon.TheCaptain oftheHometeamshouldreportonthescoresheetifaScorerfailstoturn-upforamatchforSCA totakeappropriateaction. Scorerswillphotographtheteamlistsforbothteamseverymatchandsendthescreenshotsto theUmpiringCommittee.Theteamlistrecordedbythescorerwillbetheofficiallistusedforthe purposesofpolicingtheregistrationrules.Ateamhasaperiodofoneweektoaskforcorrections tobemadeorinformationtobeadded.Theonusisontheclubstoseekmoreinformationifitis notplainlyavailable. 13. DISPUTES 13.1. AnycomplaintsarisingoutofamatchshallbereportedinwritingtotheSCAwithin twodaysofsuchoccurrence.Suchcomplaintsmustbeaccompaniedwithallthenecessary informationaswellasafeeof$100,whichwillberefundedonlyiftheprotestissuccessful orifunsuccessful,iftheSCAdeemsitappropriate. 13.2. AllcomplaintsanddisputesshallbeheardbytheSCATournamentControlTeam,butonly ifthecomplaint/disputesatisfiestherequirementsinRule13.1. 14. APPEALS 11of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 14.1. Any team dissatisfied with the decision of the SCA Tournament Control Team on any matter(otherthanafixtureschangerequest)shallhavetherighttoappealtotheAppeals CommitteeoftheSCA(within48hoursofreceivingtheresultofthematter),statingtheir groundsforappeal(aswellasprovidingthenecessarydocumentaryevidence)together withafeeof$250,whichtogetherwiththe$100(ifapplicable),willberefundedifthe appealissuccessful.Theappealshallbeinwritinganddeemedproperlymadeonlywhen accompaniedbypaymentof$250incashorbywayofcheque. 14.2. Any appeal will be heard by the Appeals Committee, but only if they satisfy the requirementsinRule14.1.Clubsshouldbeawarethatthebalanceofdoubtwillrestwith theoriginaldecisionandtheonusisonthemtomakeaconvincingargument. 14.3. AnydecisionmadebytheAppealsCommitteeisfinal. 15. PARTICIPATINGTEAMSRESPONSIBILITYASHOMETEAM AllclubsparticipatingintheSCAorganizedtournament(s)shallensurethat,inrespectofitshome games,itprovidesallreasonableaccesstoitsaffiliatedground’sfacilitiestoenableallplayers fromtheoppositionteamstoplaytheSCAorganizedtournament(whethertheleague,knockout orotherwise)ontheground.Anyfailurebyanyclubonthiscountwillresultintheforfeitureof thegamebysuchclub(seeRule7.7). 16. GUIDELINESFOROFFENCES The schedule of offences contained and the guidelines are intended as an illustrative guide. Theseguidelinesshouldnotbereadasanexhaustivelistofoffencesorprohibitedconduct. LEVEL1 ThepenaltyforaLevel1Offenceshallbeanofficialreprimandand/orasuspensionforone matchorafineof$50,whichmustbepaidbeforetheplayers/club’snext match. OFFENCES 1.1 GUIDELINES Abuse of cricket equipment or Includes any action(s) outside the course of clothing, ground equipment or normalcricketactions,suchashittingorkicking fixturesandfittings thewicketsandanyaction(s)whichintentionally or negligently results in damage to the advertising boards, boundary fences, dressing roomdoors,mirrors,windowsandotherfixtures andfittings. 12of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 1.2 Showing dissent at an Umpire’s Includes:(a)excessive,obviousdisappointment decision withanUmpire’sdecision;(b)anobviousdelay in resuming play or leaving the wicket; (c) shakingthehead;(d)pointingorlookingatthe insideedgewhengivenoutlbw;(e)pointingto the pad or rubbing the shoulder when caught behind;(f)snatchingthecapfromtheUmpire; and (g) arguing or entering into a prolonged discussionwiththeUmpireabouthisdecision.It shall not be a defence to any charge brought under this category to show that the Umpire might have, or in fact did, get any decision wrong. 1.3 Usinglanguageoragesturethatis Includes: (a) excessively audible or repetitious obscene,offensiveorinsulting swearing; and (b) obscene gestures which are notdirectedatanotherperson,suchasswearing infrustrationatone’sownpoorplayorfortune. In addition, this offence is not intended to penalise trivial behaviour. When assessing the seriousnessofthebreach,theUmpireshallbe requiredtotakeintoaccountthecontextofthe particular situation and whether the words or gesturearelikelyto:(a)beregardedasobscene; (b)giveoffence;or(c)insultanotherperson. 1.4 Excessiveappealing 1.5 Pointing or gesturing towards the Self-Explanatory pavilion by a bowler or other member of the fielding side upon thedismissalofabatsman ‘Excessive’shallinclude:(a)repeatedappealing of the same decision/appeal; (b) repeated appealing of different decisions/appeals when the bowler/fielder knows the batter is not out withtheintentionofplacingtheUmpireunder pressure;or(c)celebratingadismissalbeforethe decision has been given. It is not intended to preventloudorenthusiasticappealing. 13of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore 1.6 Publiccriticismof,orinappropriate commentinrelationtoanincident occurring in any Match or any Player, Player Support Personnel, Matchofficialorteamparticipating in a Match, irrespective of when such criticism or inappropriate commentismade Withoutlimitation,PlayersandPlayerSupport Personnel will breach 1.6 if they publicly criticise the Match officials or denigrate a Playerorteamagainstwhichtheyhaveplayed in relation to incidents which occurred in a Match.Whenassessingtheseriousnessofthe breach, the context within which the commentshavebeenmadeandthegravityof the offending comments must be taken into account. For the avoidance of doubt, any posting by a Player or Player Support Personnel of comments on a social media platform (including, without limitation, Facebook, Twitter, YouTube, Google+, PinterestandLinkedIn)shallbedeemedtobe ‘public’ for the purposes of this offence. Consequently a Player or Player Support Personnelmaybreach1.6wheretheycriticize ormakeaninappropriatecommentinrelation to an incident occurring in a Match or any Player,PlayerSupportPersonnel,Matchofficial or team participating in any International Match in any posting they make on a social mediaplatform. 1.7 Where the facts of the alleged incident are not adequately or clearlycoveredbyanyoftheabove offences,conductthateither:(a)is contrarytothespiritofthegame;or (b)bringsthegameintodisrepute. 1.7 is intended to be a ‘catch-all’ provision to coveralltypesofconductofaminornaturethat is not (and, because of its nature, cannot be) adequatelycoveredbythespecificoffencesset outelsewhereintheCodeofConduct. Bywayofexample,1.7(a)may(dependingupon the seriousness and context of the breach) prohibitthefollowing:(a)theuseofanillegalbat or illegal wicket-keeping gloves; (b) deliberate time wasting; (c) cheating during an International Match, including deliberate attempts to mislead the Umpire; and (e) any 14of20 SINGAPORECRICKETASSOCIATION SCALeagueRules2017 TheGoverningBodyofCricketinSingapore conductwhichisconsidered‘unfairplay’under Law42oftheLawsofCricket. By way of example, 1.7 (b) may (depending upon the seriousness and context of the breach)prohibitthefollowing:(a)publicactsof misconduct; (b) unruly public behaviour; and (c) inappropriate comments which are detrimentaltotheinterestsofthegame. AnyrepeatofthesameLevel1offencewithin2monthsofsuchoffencewillforthepurposesof penaltyonlyberegardedasaLevel2offence. LEVEL2 ThePenaltyforaLevel2Offenceshallbeasuspensionfortwomatchesand/orafineof $100,whichmustbepaidbeforetheplayers/club’snextmatch. PointsSystem:Thepointssystemwillbeasperthe2016seasonwithoneaddition.Therewill nowbeonelosingbonuspointonofferforteamsthatscoremorethan90%oftheopposition’s scorewhenchasing,orhavetheirtotalchasedwithlessthan10%oftheoversremainingwhen defending.Thiswillbeupdatedintheplayingconditions. 2. Facilities:IntheabsenceofaFacilitiesSubcommittee,theSCAstaffwillmanagethisaspectof theleagues. 3. Ifanumpiresuspectsabowler’saction,itwillbereportedtotheUmpiringPaneltobeclosely watchedthefollowingmatch.Theplayerandclubshouldalsobeinformed. b. Shouldumpiresfeeltheactionissuspectinthesecondmatch,theyshallinformthecaptain thatheisnottobowlagaininthematchandhewillbereportedtoaReviewCommittee. c. TheplayermustreporttotheReviewCommitteewhowillreviewtheactionandworkwith theplayertoremodelittoalegalaction. d. Theplayerwillworkonhisactionforaperiodofnolessthantwoweeksafterwhichhecan askforasecondreview.TheReviewCommitteewillagainassessthebowleranddelivera verdict. e.
