INSPIRE Thematic Cluster on Land Cover and Land Use Lena Hallin-Pihlatie facilitator www.jrc.ec.europa.eu Serving society Stimulating innovation Supporting legislation NRC EIS meeting, European Environment Agency 25-26 November 2015 Thematic Cluster Platform – since 12/2014 Nine thematic clusters One sub-group per INSPIRE theme Nine facilitators Land Cover and Land Use Cluster Land Cover Land Use Definition: Physical and biological cover of the earth's surface including artificial surfaces, agricultural areas, forests, (semi-) natural areas, wetlands, water bodies. [Directive 2007/2/EC, Annex II] Defintion: Territory characterised according to its current and future planned functional dimension or socio–economic purpose (e.g. residential, industrial, commercial, agricultural, forestry, recreational). [Directive 2007/2/EC, Annex III] Description: Land cover is an abstraction of the physical and biophysical cover on the earth‘s surface. [Technical Guidelines on LC] Description: Land Use is defined as the use and functions of a territory. Land Use is itself split up into two different types: Existing Land Use and Planned Land Use [Technical Guidelines on LU] Group Statistics • LC and LU cluster group level 98 Members 12 Discussion topics 15 Discussion replies 15 Uploaded files 8 Pages 4 News • LC sub-group 38 Members 18 Discussion topics 65 Discussion replies 2 Uploaded files 0 Pages 0 News LU sub-group 25 Members 4 Discussion topics 1 Discussion replies 1 Uploaded file 14 Pages 0 News Main concerns of implementers • How should Inspire data look like when being according to the LC/LU application schemas? • Some examples provided • How to understand the TG on LC regarding code lists and documentation of the nomenclature? Which code lists and requirements are there? • Requirements have been explained • How to name different requirements of INSPIRE? • layers in a WMS to meet the Naming convention proposed (reference to Geology sub-group) • How to build working WFS using present tools, following the INSPIRE Guidelines? • What is the scope of the INSPIRE theme? How to deal with duality and overlaps? Presentations related to Land Cover 3. Presentations related to Land Use 4. Workshop INSPIRE ‘Land Cover’ @ INSPIRE/GWF 2015, Lisbon » Link to the presentations from session I » Links to the presentations from session II Example of discussion topic • The Association role: ’Member’ exist in both LC and LU • It has been modelled (UML -> xsd) differently • FME does not understand the LC xsd correctly – An additional FME Workspace (Workbench) needed – Not a client-friendly solution – Difficult to be Inspire-compliant and still acheive a working solution for the provision of GML (WFS) • Solution? To change the LC Vector UML model, so that the ’Member of’ association role is defined the same ways in the LC and LU xsd:s? – – – – Easier for implementers and software developer if they are the same Easier for users (present LU solution) TO DO: Ensure that there are no drawback of this kind of change TO DO: Collect experiences and feedback from the LCLU community (EAGLE, ELF, eEnvplus project) to reach the best possible solution Discussion topics related to previous slide • https://themes.jrc.ec.europa.eu/discussion/view/48703/the-association-role%E2%80%99member%E2%80%99-in-land-cover-and-land-use • https://themes.jrc.ec.europa.eu/discussion/view/42989/land-cover-gml-files-notcorrectly-displayed-in-gis-environment-a-matter-of-mapping • https://themes.jrc.ec.europa.eu/discussion/view/43639/associating-landcoverunitinstances-to-their-parent-landcoverdataset-instances-for-wfs-filtering Taller 3 / Workshop: INSPIRE Thematic Clusters – State of the Art JIIDE 2015, 04–06/11/2015 – Seville (SPAIN) Your contribution What we need • Contribution to the Association role ‘Member’ discussion • More experiences from building up (complex) WFS • Coverage (raster) encoding experiences/examples • More involvement from the Planned Land Use community (spatial planners). • Discussion on how to deal with Duality? LC and LU data often contain both LC and LU elements/attributes. For example the Land Parcel Identification System (LPIS) is reported as a LC in some countries and as LU in other. Both are correct. Solution: Community agreement? Linkage of LC and LU information to the same spatial objects? Contents Use tags and categories – to find information – to tag and categorise new contents Demo
