Land Cover
Land Use
Definition: Physical and biological
cover of the earth's surface
including artificial surfaces,
agricultural areas, forests, (semi-)
natural areas, wetlands, water
bodies. [Directive 2007/2/EC, Annex
II]
Defintion: Territory characterised
according to its current and future planned
functional dimension or socio–economic
purpose (e.g. residential, industrial,
commercial, agricultural, forestry,
recreational). [Directive 2007/2/EC, Annex
III]
Description: Land cover is an
abstraction of the physical and
biophysical cover on the earth‘s
surface. [Technical Guidelines on
LC]
Description: Land Use is defined as the
use and functions of a territory. Land
Use is itself split up into two different
types: Existing Land Use and Planned
Land Use [Technical Guidelines on LU]

Example of discussion topic
• The Association role: ’Member’ exist in both LC and LU
• It has been modelled (UML -> xsd) differently
• FME does not understand the LC xsd correctly
– An additional FME Workspace (Workbench) needed
– Not a client-friendly solution
– Difficult to be Inspire-compliant and still acheive a working solution for
the provision of GML (WFS)
• Solution? To change the LC Vector UML model, so that the
’Member of’ association role is defined the same ways in the LC
and LU xsd:s?

Easier for implementers and software developer if they are the same

TO DO: Ensure that there are no drawback of this kind of change

What we need
• Contribution to the Association role ‘Member’ discussion
• More experiences from building up (complex) WFS
• Coverage (raster) encoding experiences/examples
• More involvement from the Planned Land Use community
(spatial planners).
• Discussion on how to deal with Duality? LC and LU data
often contain both LC and LU elements/attributes. For example
the Land Parcel Identification System (LPIS) is reported as a LC
in some countries and as LU in other. Both are correct. Solution:
Community agreement? Linkage of LC and LU information to the
same spatial objects?
