SECTION I – REQUEST
I-A
PURPOSE
The purpose of this Request for Information (RFI) is to obtain information that may be used to
assist the Michigan Department of State (MDOS) in development of a Request for Proposal
(RFP) for implementation of a driver license and identification card (DL/ID) system that
integrates with the MDOS system.
The State reserves the right to follow up with one or more respondents to obtain further
information, if it is deemed in the State’s best interest. Vendors who submit information may be
requested to make oral presentations to the State. Presentations may be scheduled by the
State after receipt and review of written responses.
This RFI will not result in a contract award.

The Vendor warrants that in performing the services called for by this RFI it will not violate any
applicable law, rule, or regulation, any contracts with third parties, or any intellectual rights of any
third party, including but not limited to, any United States patent, trademark, copyright, or trade
secret.

SECTION II - BACKGROUND
Michigan DL/ID cards comply with most minimum requirements of the Personal IdentificationAmerican Association of Motor Vehicle Administrators (AAMVA) International SpecificationsDL/ID Card Design standards. Michigan has implemented an enhanced DL/ID that complies with
the requirements of the Western Hemisphere Travel Initiative (WHTI) and the requirements of
REAL ID. The construction of the standard and enhanced DL/ID cards is of the same material,
with an RFID chip incorporated only with the enhanced DL/ID.
Michigan issues approximately 2.7 million DL/ID cards annually, with approximately 11,000
DL/ID cards issued each work day. Approximately 90% of the DL/ID cards issued are standard,
and 10% are enhanced. Michigan standard and enhanced DL/ID cards must be renewed every
four years. Michigan also issues limited-term standard cards to applicants with temporary legal
presence. In addition to standard and enhanced DL/ID cards, Michigan also issues 1,100
salvage vehicle agent cards annually.
Current Michigan DL/ID cards are credit card size, and there are 12 different formats (e.g.
operator, chauffeur, commercial, etc.) Michigan issues vertical DL/ID cards to applicants under
age 21. Michigan does not issue DL/ID cards without images.
Michigan uses a central issuance process, and this process will continue. The DL/ID cards are
mailed directly to customers from the vendor. The vendor creates the card carrier and inserts
informational materials that accompany the mailing.
The current Contractor provides all maintenance and support for the image capture hardware
and software. MDOS has 133 branches across the state, including at least one branch in each
county and one mobile office. Most branches have a single digital image capture workstation;
however, nine branches have an additional digital image capture workstation. Most branches are
open 9:00-5:00 Monday, Tuesday, Thursday, and Friday, 11:00-7:00 on Wednesday, and seven
branches are open from 9:00-12:00 on Saturday morning. Additionally, MDOS has one mobile
office that connects to the host system and allows DL/ID transactions to be completed at nonbranch office sites.
SECTION III - INFORMATION REQUEST
Vendors are asked to provide complete information on equipment, software, and services
needed to implement a system that includes some, or all, of the following deliverables:
1. Secure production and mailing of DL/ID cards that comply with the minimum
requirements of the most recent Personal Identification-American Association of Motor
Vehicle Administrators (AAMVA) International Specifications-DL/ID Card Design
standard. DL/ID card production requires integration with the MDOS system for
sending/receiving card detail information.
2. Digital photographic image capture hardware, including maintenance and service of
hardware.
3. Digital photographic image capture software, including maintenance and support of
software.
The MDOS system will assume responsibility for:
 Signature capture.
 Storage (process and infrastructure) of digital photographic and signature images.

Providing an application that allows retrieval of images by law enforcement.
Transferring signatures to the State’s Qualified Voter File.
Production of temporary driver’s licenses and identification cards.
Responses to this RFI should follow the outline below. Responses may be supplemented with
descriptive literature and include innovative suggestions and industry best practices to improve
upon the functionality reflected below.
1. Company Information:

2. Card Production
a. Overview of the central issuance production system, including approach to
production quality control.
b. Approach for meeting facility security and inventory/material control standards
required by:
 Most recent AAMVA standards.
 WHTI and REAL ID.
c. List of any current security audits or certifications.
3. Card Construction
a. Overview of physical card, including material, construction, printing method,
expected durable life, photo type (color or laser-engraved primary photo).
b. Overview of card security features offered.
c. Approach for meeting card construction standards required by:
i. Most recent AAMVA standards.
ii. WHTI and REAL ID.

Digital Image Capture
a. Overview of the photo capture process in a “photo first” environment, including
features/functionality of the image capture workstation.
b. Approach for meeting digital image standards required by:
i. Most recent AAMVA standards.
ii. WHTI and REAL ID.
c. Overview of any available mobile image capture workstation solution that allows
capture of images at various events and locations, such as auto shows, fairs,
nursing homes, or use of alternative sources of photos for card production.
d. Overview of any available image verification component that allows a new
captured image to be compared to images already on file for fraud detection and
quality assurance purposes.

5. Image Capture Station Maintenance and Support
a. Approach for supporting and maintaining image capture workstations.
6. Solution Implementation
a. Provide an overview of the major phases of the process and a realistic estimate
of the timeline to implement the proposed solution, from contact signing until full
implementation.
