organisation, bringing people together in 13 large Regional Centres.
This transformation includes redesigning
our processes around our customers,

Our Regional Centres will make it far easier for us to invest in people’s skills and

They will be home to multiple lines of business and professions, and have a balance
of operational delivery and compliance and tax professional roles.
Our three largest lines of business – Enforcement
and Compliance, Customer Services and
Business Tax – will have a presence in all our
Regional Centres, although the size of teams will
vary considerably between centres. They will also
all have roles from our corporate and strategic
functions, for example, policy, HR, project
management, finance and communications although the size and make-up of teams will vary
across each Regional Centre.

The Estates Directorate is a customer service organisation. It exists to enable our
customers to perform at their best.
We do this by providing working environments
in which our customers want to work and which
support them in delivering their outputs
efficiently, and by providing high quality, easy
to use services.
The purpose of Estates is to provide HMRC
with an estate which is the right size and shape
to meet both the current and future needs of
our customers in HMRCs business areas.
All our roles within Estates are linked to the Property Profession. The majority of
roles will include technical competencies from the Government Property Profession
Framework.
This framework, alongside the Estates
Directorate commitment to building the
professionalism of our staff, provides clear
and defined career pathways enabling
focused learning and development across
several specialist areas.
Our roles range from building & contract
management, support services roles,
project management and a wide range of
specialist positions responsible for the
whole HMRC estate.

Annual Attendance Allowance (AAA) is payable to the
jobholder in the region of 22-25% of basic salary. AAA is
reviewed on an annual basis.
Full Time:
The hours you will work (your working pattern) will vary
and are based on a 24/7/365 roster which will include
day shifts (06.30-18.30), night shifts (18.30-06.30),
weekend and Bank Holiday working.

Overview of the Business Area
Estates Services Directorate is responsible for the supply, management and
maintenance of HMRC’s operational estate and the provision of associated
support services, including, security management, change projects, post and
storage. Its purpose is to ensure a safe, secure and efficient working environment
for our people which represents good value for money to the taxpayer.
The implementation of the Regional Centre structure is a critical success factor for
HMRC’s future operating model and Estates are at the forefront of delivering the
largest Estates change across Government.
Role Purpose
The Guarding Services team is responsible for maintaining the security and safety
of the people, property and assets at specific locations.
Shift working is an integral part of the roster working patterns, including routine
night, weekend and bank holiday work at the 24/7 sites and early morning/late
evening work at the day/evening sites
Accountabilities
The post-holder reports to the Officer Manager and is accountable for:

Security Checks
Counter Terrorist Check (CTC) is essential, except for London posts where the
higher level Security Clearance (SC) is required.
Responsibilities/ Tasks
 Undertaking extensive site patrols on foot, internally and externally
 Monitoring CCTV, audio and visual intruder/fire alarm panels
 Reception and telephone duties
 Key record keeping
 Liaison with ICO team and emergency services

How to Apply
Applicants are asked to submit a CV and personal statement of no more than 1200

Assessment Criteria
Sifting will take place within two weeks of the closing date, with a view to holding
interviews within two weeks of the sift.
Interviews will consist of competency based questions, where candidates will be
expected to build on the information provided in their personal statement and CV.
Written Sift
Candidates should look at the responsibilities and tasks of the role and provide
evidence of their suitability for the post within the personal statement and CV.
The sift will be scored against the following criteria: Essential Criteria, Skills
Demonstrated and Experienced Evidenced.
CV – The CV is an on-line tool accessed through the Civil Service Jobsite and
there is no requirement to upload your personal CV. Our CV element is short, so
applicants should include their main responsibilities, achievements, evidence and
skills. Guidance will be provided through the application process on what
information to include.
Personal statement – Applicants should include a personal statement of no more
than 1200 words, outlining their suitability for the post, what they feel they would
gain development-wise from the role in question and the key experience they will
bring, with particular reference to the essential criteria outlined above.
The panel will assess evidence against the essential person requirements. Whilst
candidates may not be able to meet all the essential criteria, they should provide
evidence for those they can meet; how they have met them and why they are
suited to this role.
Interview
This will be a blended selection process which will help the panel to assess
candidates’ competencies, strengths and potential. The interview process will
assess both skills and experience, and will consist of a selection of competency
based questions.
Competency questions – Competencies relate to whether applicants have the
skills to carry out specific tasks by asking for examples of their experience. The
following techniques/models may be useful when thinking through responses for
interview and demonstrating capability.

Competency Based Questions
Civil Service Competency Framework

When preparing and responding to competency based questions, there are a
variety of models candidates may wish to use. A selection of these are:

The ‘STAR’ model, (situation, task, action and result) or
‘WHO’ model, (what is your personal role, how did you do it and place an
emphasis on the successful outcome).
Government Property Profession (GPP) Framework
The GPP Framework brings together the key skills, qualification and experience
levels across key competencies in this field. As this role is part of the Property
Profession the competencies to be evidenced are taken from both the standard
Civil Service Competency Framework and the GPP Framework.
As an AA position, the Estates Guarding Services team member role is applicable
to the Foundation Level within the GPP Framework.
