Action and decision points 14th meeting of ESA working group 29 February 2016, Brussels Action & decision points Feedback from MSCG and Marine Directors meetings in November 2015: • prioritise actions • assign each action in regard to MSFD articles • reduce MSCG CIS meeting numbers 14th meeting of ESA working group 29 February 2016 2 Action & decision points TOR of the POMESA: • Various comments have been collected during the meeting; based on these, a (slightly) revised version of the TOR will be sent to the ESA-members soon/by Wed 2nd March; • Written comments to be sent by March 11th (including any necessary update of the distribution mailing list); • The TOR will then be updated, aiming at having them endorsed by the MSCG on April 7th. 14th meeting of ESA working group 29 February 2016 2 Action & decision points • Update on Modelling project: work ongoing, continues to be strong interest in linkages with ESA – to be further specified in the future. • COM raised awareness regarding the upcoming (conceptual) workshop (March 1011th) on the use of the natural capital accounts. 14th meeting of ESA working group 29 February 2016 3 Work programme 2016-2018 OVERALL: need to indicate more clearly the links between the ToR/aims and every specific activity. It is proposed that priority should be given to 3 actions. For each action, aim, lead country, participant, MSFD article covered, delivery products and date need to be discussed and assigned. Action A: ESA Initial Assessment 2010 guidance review •Aim: focus first on revision of chapter 5, possibly later any revisions needed due to the GES-review •Lead: UK, if needed only EC •Participants: MS to confirm willingness to participate by 11/03/16 •Delivery product: updated guidance, mainly on chapter 5 •Delivery date : end of 2016 •MSFD articles covered : art 8.1b,c and 8.2 and 8.3 •E-mail with instructions/specific deadlines etc. will follow •Degree of agreement within ESA WG: agreement, on condition that MS participate 14th meeting of ESA working group 29 February 2016 4 Work programme 2016-2018 Action C: Defining scientific information needed for economic analysis for the MSFD •Aim: a. Possible initial note to MSCG for information for April 7th (possibly also additionally at later stage) -Netherlands to draft and agree with co-chairs b. Background document on pragmatic approaches, also identifying open questions/proposals on how to move ahead - to be decided c. Define list of proposals/topics for discussion in link with WG GES based on/inspired by the background document mentioned under b - depends on decision regarding b. •Lead: NL ? •Participants: LT, FR ?, UK ?, other MS to confirm willingness to participate by 10/03/16 •Product:? •Delivery date: (if action to proceed): not finally agreed; one proposal is a duration until the end of 2016, the other to work on this in 2017 (since MS are still very busy this year) •MSFD articles covered: ? •Degree of agreement within WG ESA: action should be proposed to the MSCG; the specific details/”products”, timing and work contributions still have to be agreed In addition: Send in additional/modified questionnaires and comments to the summary report on the results of the questionnaire within 2 weeks 14th meeting of ESA working group 29 February 2016 5 Work programme 2016-2018 Action D: Exchange of experiences on socioeconomic analysis regarding MPAs and its contribution for MSFD-implementation •Proposal to drop the topic accepted, since not a priority •Degree of agreement within WG ESA: dropped 14th meeting of ESA working group 29 February 2016 6 Work programme 2016-2018 Action E: Integrate socio-economic expertise within the 2018-assessments and targets •Aim: Ongoing sharing of experiences at every ESA meeting. UK (and SE?) would present their work for the next ESA-meeting •Lead: no need •Participants: UK, SE (?), other MS to confirm willingness to participate by 11/03/16 •Delivery product(s): sharing experiences •Delivery date: ongoing •MSFD articles covered: art. 8, art.9, art. 10 •Degree of agreement within WG ESA: agreement 14th meeting of ESA working group 29 February 2016 7 Work programme 2016-2018 New Action: Exchange of experiences on PoMs •Aim: exchange on the first cycle PoMs, exchange of experience on POM implementation, identifying possibilities for further cooperation; exchanges after EC art. 16 report; work on art.18 interim report; how to monitor the implementation of the POMs. Including work on regional cooperation from Regional Sea Conventions. •Lead: as appropriate •Participants: all MS/RSCs •Delivery product(s): sharing experiences, fostering common understanding •Delivery date: exchanges every ESA-meeting (starting spring 2017, possibly later) •MSFD articles covered : art. 13, art. 18, art.19 •Degree of agreement within WG ESA: agreement 14th meeting of ESA working group 29 February 2016 8 Next steps • Presenting TOR and work programme to MSCG for endorsement: April 7th • Next ESA-meeting: October 2016 or Spring 2017, to be decided 14th meeting of ESA working group 29 February 2016 9
