“UNION COUNCIL LEVEL CONSULTATION ON CLIMATE
CHANGE ADAPTATION IN JIWANI, BALOCHISTAN”.
1. Background of the consultancy
Adaptation to climate change and building resilience among peoples and ecosystems
to respond to climate variability and hazard threats are relatively new concepts. For
this reason, networks for sharing experiences and ideas, especially between delta
areas, will have a fundamental role in helping to address adaptation within specific
ecosystems or sites. As well as regional collaboration, facilitating support from multilateral and bilateral donor agencies is crucial to enable on-going implementation
climate change actions and improved governance, especially of water resources.
In January 2011, WWF Pakistan started a five year project with funds from the
European Union's ‘Environment and Natural Resource Thematic Programme’ budget
line (ENRTP). The project title is “Building Capacity on Climate Change Adaptation
in Coastal Areas of Pakistan” project (CCAP).
The overall project objective is that: “By 2025, coastal areas in Pakistan and
neighboring regions have climate resilient ecosystems to support the livelihoods/lives
of coastal communities.” Whereas the specific objective for the 5 year period (20112015) of the project is that: “By 2015, government and community climate adaptation
capacity is increased and water governance strengthened, to improve climate
resilience of Indus Delta ecosystem processes on which coastal communities depend,
supported by regional and transboundary cooperation on adaptation in river deltas.”
2. Purpose of the consultancy
The purpose of this consultancy is to organize union council level consultation on
climate change adaptation in Jiwani, Baluchistan
3. Key activities and outputs
1. A single report on consultations and identification of Jiwani union council
person who by 2015 will implement a Jiwani climate change adaption plan:
a) The consultant will design a questionnaire applying pre- requisites to help
determine if the concerned government official/ CBO member is qualified to
act as a focal person
b) The consultant will also facilitate a meeting in the concerned CBO village/
government department to help reflect consensus on focal person
appointments and to obtain signed focal person
2. A single report (5 pages) describing the formation of new government/CBO
committee responsible for implementing climate change adaptation plans for
Jiwani.
a) The consult will draft the ToRS of the committee

b) He will obtain MoVs to demonstrate notification or other formal proof of
establishment of the committee

d) He will draft the agenda of the first meeting but not be responsible for holding
the meeting
e) He will narrate the process in a succinct report that also contain pictures as
MoVs
3. A single report (10 pages) proposing "indicators" to enable CCAP to selfmonitor progress and impact assessment for:
a) progress in establishing a union-council level adaptation plan, complete with
funded activities
b) creating an impact for target beneficiaries who alter their fishing and farming
practices in ways that protect from and/or benefit from CC
4. A final report which will be a compiled version of all the 3 reports submitted
before.

The consultant is expected to ensure the compilation and submission of the
following means of verification:
1) Filled attendance sheet meeting 1 and 2
2) Agenda for meeting 1 and 2
3) Filled questionnaire
4) List of focal persons
5) 1 report that elaborates on point 1 and 2
6) List of selected persons
7) Signed focal person agreement form
8) Report elaborating the formation of CBO/ government committee
9) ToR’s of the committee
10) Letter to committee to selected committee members

11) Photographs of individual committee members and events( group picture,
ensuring banner is visible)
4. Expected Duration:

One Month
5. Qualification and skills
The successful consultant/contractor will meet the following minimum requirements:
 Education: At least a graduate
 Experience and knowledge of climate change and climate adaptation
 Good understanding of the climate change adaptations
 Excellent writing skills English
 Good contacts with union council members, CBOs and other NGOs
 Proficiency in Balochi language would be an added advantage
