CBC Publication Draft of the Emerging Local Plan
• The Colchester Local Plan Committee will be asked, at the meeting on
12th June, to agree the content of the Publication Draft and
Sustainability Appraisal for consultation and subsequent submission
to the government
• The Local Plan Committee will also be asked to authorise the Place
Strategy Manager to make minor revisions to the document prior to
publication for consultation and /or prior to submission
• If agreed by the Local Plan committee on 12th June a consultation
period will run for 6 weeks from the date of publication for
consultation which should incorporate any changes requested by the
Local Plan Committee. The 6 weeks consultation period will ensure
representations can me made by members of the public
How the Publication Draft affects Langham
Langham is considered an appropriate location for limited development.
Accordingly, three sites have ben allocated
• The Southern end of Wick Road – 10 dwellings to be compatible with
surrounding development
• School Road east of Whitnells/Powerplus – 40 dwellings plus a car park for
the School
•
School Road to the west of Whitnells/Powerplus – 30 dwellings plus an
extension to the recreation ground.
The two School Road developments will also include:
• A mix and type of housing for which there is a demonstrated need, including
smaller family homes and sheltered housing
• A landscape appraisal which will inform appropriate design and suitable
screening/landscaping to minimise any negative impact on the surrounding
landscape, including visual screening around the School Road employment
site.
• A design and layout which protects and enhances the listed buildings
including their setting including suitable screening/landscaping.

Some recognised issues that need to be resolved
• The 2016 Water Cycle Study identified a lack of head room capacity at the
Langham Water Recycling Centre (WRC)
• The Study also identified the need for upgrades at the Langham WRC to
enable it to accept all wastewater flows from the proposed Langham
development plus 36 new homes in Boxted which uses the same WRC
• A joint positioning statement is currently being prepared between The Local
Planning Authority, the Environment Agency and Anglian Water. The
position statement will identify water and sewage capacity shortfalls at the
Langham WRC, infrastructure upgrades needed to address these, consider
the need for a review of current licenses/permits and recommend any
further changes needed to the policy SS9.
• The Water Cycle Study also identified water quality issues in the receiving
water bodies feeding into the Stour Estuary. The quality of the water bodies
feeding the Stour should not deteriorate further as a result of development
in Langham and Boxted. The delivery of waste water and sewage
infrastructure upgrades specified in policy PP1 will be essential in Langham
as they are required as mitigation to ensure compliance with the Habitats
Regulations 2010 (as amended).
Some recognised issues that need to be resolved
• In addition to the infrastructure and mitigation requirements
identified in policy PP1 developers could be required to demonstrate
the impact of their proposals on the strategic and local transport
networks, including the cumulative impact of multiple developments
(in line with national guidance). Development should not commence
until adequate waste water and sewage treatment capacity is
available to serve the new housing.
• In addition to the known water/sewage issues Langham PC have also
contacted Highways England about the road infrastructure
requirements to support new development. Based on the
information provided there is likely to be a need for significant
investment in a new/upgraded A12 junction to cope with the
additional traffic generated by the new housing numbers indicated by
CBC in the Draft Local Plan.

We had our share of Pot Hole problems during the year

Ongoing issues with Blocked Drains & Damaged Verges in School Road
Jet washing of the drains by the Community Centre is in the
current programme
Not difficult to understand why verges and
pavements in School Road are damaged
Roads Resurfacing Process
Phase one
Pre-surface patching works. These works comprise filling any surface
defects as well as removal of cat’s eyes if present.
Phase Two
Micro Surfacing. The process entails spraying the road with bitumen,
stone and cement bituminous slurry. The material is left to set as a
regulating layer and the process repeated for the final surface layer.
After this the road is then rolled, which along with the action of the
traffic settles the surface. The road will be swept within 48 hours and
after 7 days. This surface will seal the old road, thus preventing the
ingress of water which causes deterioration of the road surface and will
improve skid resistance.
Phase Three
a) Reinstatement of white lines if required. Reinstatement of any road
markings.
b) Reinstatement of any road studs and raising of ironwork
Roads
Two main Langham Roads are in the process on being resurfaced:
1. Langham Lane which will be
completed in an 18 month period
commencing 6/2/17. Work has
progressed well with phase one and
phase two completed. As agreed we
will now be requesting Chevron
signs at Runkins corner
2. Park Lane which will be completed in an 18
month period from 20/4/2017. Phase one
patching work is now completed
Traffic Speeds on Rural Roads
• Dedham Road Survey and Speed Check
Transport – Bus Service
• Some minor adjustments to help with timekeeping but no
changes to the number of buses
• We asked for the route to be changed to go along Chapel Road
to improve services to and from Langham and Boxted. This was
as a result of this route being successfully used by buses during
road closure diversions
• Response was that the bus company had to use a smaller bus
for this and it was not viable in the long term
Footways
The Local Highway’s Panel agreed that the scheme
LCOL163011 – Park Lane, Langham would form part of the
2018/19 rolling programme, which is a Feasibility Study to
ascertain if 126 metres of new footway from the A12 up
to the village green at Wick Road would be possible.

well-used
…and the new headland path
alongside Park Lane is also being

The one remaining cross-field path was
reinstated within two weeks … but
crossing deep potato rows is difficult!
One path, given up in the deal with
Mr Rix, remains curiously open!
On the negative side, our newlydesignated Footpath 59 has not been
opened up, and is still waiting to go
forward to appeal.

Involvement by the parish council covered such issues as:
• Empty Essex County Council properties in School Road deemed
surplus to requirements
• Liaising with landowner on possible tree felling to overcome light
issues
• Conditions of Tenancy contraventions in relation to parking and
healthy and safety
• Supporting an evicted family in School Road resulting in CBC
accepting responsibility for the homelessness of the single mother
with children and also supporting another family in obtaining
welfare benefits and social care desperately needed
