TERMS OF REFERENCE ASSIGNMENT TITLE: PROJECT NAME: PLACE OF ASSIGNMENT: Developers to assist with coding and design of a data registry and GIS Based analytics system at NRB MOBILE MONEY FOR THE POOR (MM4P) Kathmandu, Nepal 1. BACKGROUND UNCDF is the UN’s capital investment agency for the world’s 48 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded. Mobile Money for the Poor (MM4P) is a programme launched by UNCDF in partnership with the Swedish International Development Agency (Sida), the Australian Department of Foreign Affairs and Trade (DFAT), the Bill & Melinda Gates Foundation and The MasterCard Foundation. MM4P provides support to branchless and mobile financial services in a select group of LDCs to demonstrate how the correct mix of financial, technical and policy support can build a robust branchless and mobile financial services ecosystem that reaches low income people in LDCs. MM4P launched in Nepal in 2013. The preparatory phase of MM4P has been done in consultation with the Central Bank of Nepal, the Nepal Rastra Bank (NRB) and with the permission of the Ministry of Finance, with a focus on research, awareness raising, assistance in strategy and business planning and working with the NRB. UNCDF also received permission from the Government of Nepal (GoN) to expand MM4P activities in Nepal under UNCDF’s Inclusive Finance Country Framework – known as the Access to Finance (A2F) – UNNATI Programme. In 2015, MM4P secured a partnership with USAID to continue its activities in Nepal through 2016. MM4P’s overall work in Nepal is managed by it Technical Specialist, Digital Finance (TS DF), based in Kathmandu. The Better Than Cash Alliance (BTCA) is an alliance of governments, private sector and development organizations committed to accelerating the shift from cash to electronic payments. Shifting these payments from cash to electronic has the potential to improve the livelihoods of low-income people by advancing financial inclusion and enabling people to save, while giving governments, the development community and the private sector a more efficient, transparent and often safer means of disbursing payments. Nepal joined the BTCA alliance in 2015. Nepal Rastra Bank (NRB) Nepal has made significant improvements over the years in terms of financial services delivery outlets/channels offered through both formal and informal financial institutions. Despite that, the level of adults Nepalese above 18 years who are excluded from financial services remains significant. The data from the Finscope Nepal survey 2014 showed that only 40% of the population are banked, with significant disparities between the regions. The central bank of Nepal, Nepal Rastra Bank had deployed various policy instruments to ensure that the financial services are able to make in-roads in remote and rural areas. Still financial services are concentrated in mostly urban and semi-urban areas, with Kathmandu valley region having the highest concentration. 2. OBJECTIVE OF THIS TOR Institutions licensed by Nepal Rastra Bank (NRB) are required to report a range of data to NRB on a regular basis. Some of this data pertains to financial access and usage of various services. NRB has been using a legacy system for past 3 years to manage this process of data collection with individualised login for every institution. The reporting system was managed in-house at NRB and operates on a PHP-MYSQL database system. The current system: Allows Financial Institutions (FIs) download data reporting templates Allows FIs to upload their data as formatted CSVs which are then housed in a MYSQL database NRB is in process of improving the existing system and adding new modules on to it, which would also provide them dynamic facility to manage data and that is also aimed to be equipped with BI capabilities based on GIS Mapping. The current system is developed in PHP-MYSQL with Codeignitor Framework, it will be necessary to develop the add-on system on the same platform with the handover of the entire set of codes to NRB. The developer/s will be guided and work under the supervision of NRB and the project supervisor. Documents detailing the design and functional requirements for the system will have been developed by the NRB and the project supervisor, these will be available to the developers. Whilst every effort will be made to provide complete guidance through the documentation and functional requirements, it is expected that the developer/s will be flexible in responding to changing requirements for NRB as circumstances may arise. 3. SCOPE OF WORK & DETAILED DELIVERABLES The work as part of this ToR shall include the following as below. It is expected that under the development phase, the development team would work primarily with the Bank and Financial Institution Regulation Department and IT Departments. They may liaison with other departments within Central Bank to get the feedback and inputs. · Data Reporting Modules that include: Daily Liquidly Management (Migration from the existing system) Interbank Lending Management (Migration from the existing system) CRR Reports (Migration from the existing system) Upload of Balance sheet/ PL/ and Credit information (Migration from the existing system) Module for data import for Quarterly Financial System (Migration from the existing system) Upload data for e-banking information (9.15c) PSP and PSO Settlement and Reporting Module Upload of Excel data for various data reporting reports Registry Module that includes: Institutional BOD info Detail Institutional Bank Merger/Upgrade/Downgrade Management Mapping of High Value Borrower Circular Management Promoter List Management Submission & Delayed Reports Module Institutional Employee Management Module Management of VDC, District & Zones with Mergers and Implementation of Local Body Information Cross Data Verification Module Validated Intuitional Licensed Function Mappingbi Dashboards and Analytics Carto Dashboard Integration Business Intelligence Dashboard Development and Integration Public Dashboards Others SMS and Email Integration module with report Browser based Office Viewer Workflow system for requesting and approval process of access points Mobile App integration On the BI tool, it would be expected to conduct a thorough assessment of different tools available in market and only after due agreement and endorsement by NRB procure the license for max of 5 years, for further integration. 4. TIMELINE, DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL Location: Kathmandu, Nepal Timeline: July, 2017 to September, 2017 Location(s); Kathmandu, Nepal Total Maximum Number of Working Days for Assignment can only be up to 300 Days (Multiple developers can be deployed for completing in time). Reporting entities management system Data upload mechanism Migration and clean up of the data System for query based report generation Geo-spatial analysis module Business Intelligence Dashboard Public Dashboard Integrated with NRB website Mobile App fully functional and integrated with the system Compliance checking module Document broadcasting or issue system Integration of database with front end-user interface PROVISION OF QUALITY, MONITORING , PROGRESS CONTROLS & PAYMENTS The developer(s) will either work onsite at NRB office under direct supervision of NRB’s IT team supported by the project supervisor or will be managed remotely by the project supervisor. Also, the developers will be supervised by the Country Technical Specialist, Nepal, UNCDF. Payment will be made on periodical basis in accordance with number of man hours worked and upon satisfactorily achieved deliverables. All payments are subject to the clearance and approval of the Country Technical Specialist, Nepal, UNCDF. Final payment shall require a signed performance evaluation of the consultants/firm. 7. PROPOSAL & BUDGET The contractor shall provide technical and financial proposals. The Technical proposal shall describe the methodology and approach to achieve the objectives of the scope of work, including the team proposed. The Financial proposal must provide a detailed price breakdown. 8. SELECTION CRITERIA Local Office and support should be present in Nepal Company with 10 years + of experiences Company with at least $100,000 in revenue in last fiscal year 5 Developers should have 5+ years of PHP programmer with experience on PHP on Codeignitor with CVs. Experience working with NRB or a similar function related to banking sector would be preferred Programing Language Understanding the fully synchronous behavior of PHP Strong knowledge of the common PHP or web server exploits and their solutions Pre-developed framework on HMVC design patterns for data reporting components Familiarity with limitations of PHP as a platform and its workarounds Strong knowledge of Carto api or similar mapping technology Strong knowledge of reporting tools and Business Intelligence (e.g. php report maker, crystal report etc.) Proficiency in Version Control tools (Git is compulsory) Understanding fundamental design principles behind a scalable application Front End Development and Designing Experience on front-end technologies, such as JavaScript/jQuery, Ajax, HTML5, and CSS3 Understanding accessibility and security compliance Database Integration of multiple data sources and databases into one system Integration of data storage solutions (e.g. databases, key-value stores, blob stores, etc.) Should be able to design database schemas based on our business requirements Familiarity with SQL/NoSQL databases and their declarative query languages Strong knowledge on various database tools (tables design, query optimization, stored procedure, trigger, views etc.) Strong knowledge of store management and synchronization Language: Fluency in English and Nepali. 8. APPLICATION Selection criteria for selecting the firm: Technical proposal: 70% - Expertise of the Firm: 30% - Methodology, Its Appropriateness to the Condition and Timeliness of the Implementation Plan: 10% - Management Structure and Qualification of Key Personnel: 30% Total cost of the proposal: 30%.
