Talent Acquisition & Diversity Outreach Team
The Talent Acquisition & Diversity Outreach Team (TA) is available to
departments across campus to assist in recruiting and landing the best
candidates for open positions. When it comes to finding qualified
candidates to fill highly specialized staff positions, TA has the tools to
launch a national search and hone in on finding those potential hires.
The TA department consists of five dedicated Human Resources
professionals.
TA Director Quincy Kinsey brings over 18 years of experience building
teams that source and recruit the right talent to help organizations achieve
their business objectives. He has worked in global corporate environments
and industries. Quincy holds a bachelor’s degree in business administration
and a master’s degree in human resources management. He is an active
member of the Society of Human Resources Management (SHRM), the Talent Acquisition Leadership Forum (TALF), and the
College and University Professional Association for Human Resources (CUPA-HR).
Stephanie Davis has over 10 years of recruiting experience. She is responsible for finding strong candidates for senior level
positions, assisting departments with interview strategies, assistance with employment policy interpretation, HR systems/tools
support, and guidance on Office of Federal Contract Compliance Programs (OFCCP). In addition, she provides training and
communications to the HR community on employment related topics and assists the campus in its diversity and outreach
initiatives.
Kai Buckner has over 10 years of recruitment experience. She holds a bachelor’s degree in communications and is a certified
recruiter through Lean Human Capital. Kai focuses on partnering with hiring managers throughout the campus to develop
recruitment strategies including outreach to veterans. Kai has also developed a successful social media strategy which promotes
UCR as a preferred employer, significantly increasing UCR’s social media followers and creating strong applicant pools.
Paul Pena has over 10 years of recruitment experience and holds a bachelor’s degree in behavioral science. He is responsible
for the recruitment needs of UCR’s Path and FOM Implementation Teams. In addition, Paul provides full-cycle recruitment and
ad hoc staffing services to organizational units across the campus. Paul works closely with hiring managers to understand their
department needs and to create comprehensive labor market reports to assist in identifying the right candidate for the position.
Emma Geach has over 20 years of recruiting experience. She holds a bachelor’s degree in communications and master’s
degrees in communications and human resources. Emma’s primary focus is partnering with departments to identify opportunities
to assist with difficult recruitments. She provides a highly consultative approach which includes understanding labor market
challenges to develop effective recruitment strategies to find the right candidate.
The TA team provides expert recruitment services that attracts top quality staff talent for the campus in support of UCRs vision
of excellence. In fact, in the past year, they have managed to find over 30 such new employees.
Hiring services and support from the talent acquisition team can range from full-cycle recruitment to ad hoc services such as:

Performance Management Timeline – Reminder
Organizational units are reminded that certifications are due to Human Resources by May
19, 2017 that all staff have received annual appraisals for the 12-month performance
period ending on March 31, 2017. The recommended Performance Management
Timeline is available on the Human Resource’s Performance Management webpage.
Please review the information and communicate appropriate deadlines to your

Staff Performance Management Process
As we complete our first annual appraisal cycle utilizing UCR’s new Performance
Management process for staff employees, Human Resources invites you to provide
feedback and recommendations to improve the process for future years. Specifically, we
would like to know about what worked well, what did not, which parts of the process require
refining, and which parts should be eliminated and/or replaced.

Secova Family Member Eligibility Reverification Process
The deadline for submission has been extended to June 1, 2017.
Secova, Inc., working with UC Human Resources, is reaching out to certain employees
and retirees to reverify the eligibility of some dependents for health and welfare
benefits. They have reached out to employees who enrolled a spouse, domestic
partner, grandchild or legal ward prior to December 31, 2014 and who previously
provided appropriate documentation to verify the family member’s eligibility. Learn more

Spring is typically the time when faculty and staff begin to gather information regarding
their retirement options. To assist faculty and staff, UC offers retirement services and tools
to support career-long financial planning for retirement. In addition, UCR HR has a new
retirement benefits website which includes a Pre-Retirement Information and Resources
Checklist to help in identifying all the necessary information and documents to complete
the retirement process. Through June 15, 2017, UCR faculty and staff can schedule

Staff Appreciation and Recognition Plan
As part of the university’s transition to Pay for Performance, departments are encouraged
to use the Staff Appreciation and Recognition Plan (STAR). The plan provides three award
categories – Individual Spot Awards, Individual Award Nominations and Team Award
Nominations. The rewards are used to recognize, acknowledge and reward employees for
exceptional performance and/or significant contributions related to and supportive of
