GHANA INSTITUTIONAL SUPPORT PROJECT TO OVERSIGHT AND PRIVATE SECTOR DEVELOPMENT INSTITUTIONS (GISP)
REQUEST FOR EXPRESSION OF INTEREST
The Government of the Republic of Ghana (GoG) has secured a grant from the African Development Bank (AfDB) amounting to UA9.59million. The AfDB
Unit of the Ministry of Finance and Economic Planning (MoFEP) is the executing agency for the project. The grant is to be used to enhance domestic
resource mobilization and aid coordination and promote private sector led inclusive growth through improved public resources management and
enhanced competitiveness of the private sector.
The AfDB Unit of MoFEP now intends to apply part of the proceeds of this grant to eligible payments under the contract for the engagement of suitably
qualified individuals for the following positions to be based at the Project Management Support Unit at MoFEP in Accra.





PROJECT MANAGER
The Project Manager shall provide assistance to AfDB Unit to enhance contract
management and the implementation of the GISP and all on-going projects in the
AfDB portfolio. More specifically assist the Head of the AfDB Unit and Schedule
officers with the management of all projects in accordance with the terms of their
contract.
Specifically the Project Manager shall:
a) assist in the day-to-day management of the proceeds of the GISP grant and
consolidate project budgets, and prepare reports for submission to Head of the
African Development Unit and the African Development Bank
b) manage the procurement of works, goods and services for the GISP.
c) monitor the performance of all the components of the GISP and ensure
adherence to laid down procedures.
d) effectively monitor and control the project cost and time schedules for all the
GISP components.
e) ensure the flow of information to GoG and the AfDB relating to the progress and
contractual issues of the GISP.
f) coordinate with all the consultants to be procured on the various components of
the project to track and ascertain progress and deliver expected results.
g) liaise with the external auditors to ensure the conduct of annual audits on a
timely basis and following up in consultation with GoG on any queries to be
raised in the management letters.
h) take all the necessary measures to ensure that logistics and equipment procured
are delivered to the appropriate institutions.
i) supervise Project Accountant, Project Procurement Expert and Project M&E
Expert
EXPERT PROFILE
The Project Manager should fulfill the following criteria:
Qualifications and skills

A Post graduate Academic qualification in Social Science, Accounting, Business
or Public Administration/Management, or Project Management

A Professional qualification in Accountancy (ACCA, CA) or equivalent is an
added advantage

A very good knowledge of Microsoft Office applications, particularly Word and
Excel, with good presentation skills.

Perfect command of written and oral English is a must.

Excellent communication skills and intercultural sensitivity are essential
General professional experience



Minimum of fifteen (15) years field experience in the contractual and financial
management of development projects;
Minimum of ten (10) years professional exposure to Project Cycle Management
tools and procedures (financial and contractual management of donor
projects); and
At least 10 years work experience at progressively senior levels of programme
management and/or facilitation and in development cooperation, particularly
in relation to the contractual and financial management of development
projects.
Specific professional experience

A proven knowledge of contractual and financial management of development
projects (five (5) years minimum), and familiarity with multilateral donor
procedures (e.g. AfDB, World Bank, EU, etc.) is required (precise and verifiable
references to previous experiences should be indicated in the CV).
C.
PROCUREMENT EXPERT
The Procurement Expert will
a)
Establish a procurement system for the Project based on AfDB guidelines and
procedures for the procurement of goods, services;
b) Manage all aspects of the procurement activities of the project and, as necessary,
assist in the recruitment of short and long term consultants to assist in the delivery
of the procurement plans;
c) Ensure that adequate records of procurement activities are kept by the AfDB Unit;
d) Prepare procurement plans, and progress reports for inclusion in the Financial
Monitoring Report and Projects Progress report to be submitted to AfDB;
e) Provide technical procurement advice and support the AfDB Unit in preparing the
budget and the financial and procurement plans;
f) Prepare and update the general and detailed procurement plans in consultation
with the Project Manager;
g) Prepare and publish procurement notices such as General Procurement Notice,
Invitation for Bids, Request for Expression of Interest, and Contract Award notices in
accordance with the Grant Agreement;
h) Prepare bid documents and instruction for bidders on procedures for submission of
bids, the implementation of the evaluation and negotiation processes, contract
award and execution;
i) Prepare or oversee the preparation of the technical specification for materials and
goods to be procured, source price quotation from suppliers and ensure insurance
cover for all imports;
j) Prepare, issue and follow up on “No Objection” requests from the AfDB on all
procurement activities in accordance with AfDB procedures;
k) Supervise contracts for the supply of goods and equipment in accordance with the
respective contracts including the processing of payments, physical inspection and
testing, receipt and transfer of the goods to the participating institutions and
closing of respective contracts;
l) Establish a procurement filing system, and ensure all related documents are
included in respective files, this includes maintaining assets and contacts register
with complete “paper trail” of procurement and implementation of each contract
for planning, to the procurement process and contract award/ extensions, until
contract completion to ensure ease of retrieval of information and the ease of
following the paper trail of procurement by independent external auditors,
authorized agents or the AfDB staff during post-procurement reviews; and
m) Any other duties assigned by the Project Manager and other tasks as the job role
may demand from time to time.
EXPERT PROFILE
The Procurement Expert should fulfill the following criteria:
Qualifications and skills

A Professional qualification in procurement from the Chartered Institute of
Purchasing and Supply (CIPS) UK or Institute of Supply Management (ISM) USA or
equivalent qualification would be an added advantage.

A post graduate academic degree in relevant discipline e.g. Procurement, Project
Management, Business Administration, Engineering etc.

A very good knowledge of Microsoft Office applications, particularly Word and
Excel, and good presentation skills.

Perfect command of written and oral English is a must.

Excellent communication skills and intercultural sensitivity are essential
General professional experience

Minimum of eight (8) years field experience in procurement and contract
management in the public sector (Government Ministries, Department and
Agencies);

Experience in computerised project management systems/payment order
systems and in management of databases is required

A confirmed experience in Sub-Saharan Africa will have an advantage

Work experience in management of donor funded projects (particularly projects
funded by multilateral agencies) within the last three years is an added advantage.

The duration of the assignment is for 48 calendar months
(renewable yearly based upon satisfactory performance).



MONITORING AND EVALUATION SPECIALIST
The M & E Specialist will
Ensure AfDB Unit compliance with GISP project management requirements (including
planning, M&E and reporting) focusing on achievement of the following results:
a) Coordinate and support annual work planning and reporting exercises in line
with AfDB requirements;
b) Maintain, coordinate and ensure compliance of the project set-up and provide
accurate and timely input information into these systems as required;
c) Establish and manage internal systems for effective and efficient project
monitoring for the AfDB Unit;
d) Monitor on a regular basis project implementation including quarterly and
annual reports and overall financial status of the GISP;
e) Support GISP team and AfDB unit with effective use of tools and methodologies
for planning, monitoring and reporting;
f) Support GISP team and AFDB Unit for the implementation of M&E system,
programme coherence, benchmarking and measuring of indicators at outcome
level.
g) Ensure the project implementations at the various institutional levels are set up
in line with approved project documents.
h) Develop, update, manage and monitor monitoring frameworks for the key
programme cycle documents as contained in project document/project
appraisal report.
i) Support to value-for-money monitoring, including tracking of resources towards
outcomes.
j) Implementation and management of audit and evaluation policies, strategies
and processes focusing on achievement of the following results
k) Facilitate knowledge building and knowledge sharing on monitoring and
evaluation focusing on achievement of the following results
l) Orient and train AfDB Unit staff in understanding and applying results – oriented
monitoring and evaluation policies, tools and methods
m) Identification and formulation of lessons learned from evaluations and studies
to be integrated into AfDB Unit knowledge management; and
n) Any other duties assigned by the Project Manager and other tasks as the job role
may demand from time to time.
EXPERT PROFILE
The Procurement Expert should fulfil the following criteria:
Qualifications and skills
 A post graduate academic degree or equivalent in relevant discipline e.g. Project
Management, Business or Public Administration, Economics, Social Science, or
related field etc.
 A very good knowledge of Microsoft Office applications, particularly Word and
Excel, experience in handling of web based management systems and good
presentation skills.
 Perfect command of written and oral English is a must.
 Excellent communication skills and intercultural sensitivity are essential



Duration
The duration of the assignment is for 36 calendar months.
(renewable yearly based upon satisfactory performance).
D.
 Work experience in management of donor funded projects (particularly projects
funded by multilateral agencies) within the last three years is an added
advantage.
Specific professional experience
 Must have ability to lead strategic planning, results-based management and
reporting;
 Ability to lead formulation, implementation, monitoring and evaluation of
development projects;
 Ability to implement new systems and affect staff behavioural/attitudinal
change;
 Build strong relationship with implementing institutions, focuses on impact and
result for the implementing institutions and responds positively to feedback;
 Consistently approaches work with energy and a positive, constructive attitude;
 Demonstrate openness to change and ability to manage complexities;
 Proven experience in dealing with public private partnership issues;
 Proven track record in working effectively within a multidisciplinary team
 Evidence of being able to work effectively in high-pressure environment and to
tight delivery deadlines

Project Accountant
The Project Accountant will
a)
Prepare and update the project financial procedures manual to ensure compliance
with accounting policies and practices as stipulated in the financial management
regulations/procedures agreed for the project;
b) Establish and maintain an integrated accounting system for all approved project
activities to ensure smooth flow and constant availability of financial resources to
the project and utilizing standard accounting procedures, which will ensure full
documentation and recording of sources and uses of funds;
c) Prepare annual workplans and budget in consultation with the Project Manager;
d) Prepare , analyze and consolidate reports in accordance with agreed reporting
schedules ensuring correlation between implementation progress and financial
performance;
e) Prepare project financial reports and withdrawal application for the replenishment
of the Project Special Account, for submission to AfDB;
f) Maintain all accounting records and relevant books of account in line with approved
accounting standards and in line with AfDB and Government regulations;
g) Prepare periodic reports (monthly, quarterly and annually) in the formats approved
by AfDB;
h) Ensure prompt release of funds, once approved, to beneficiaries;
i) Ensure that all accounting records are updated regularly
j) Ensure invoices submitted for payment are promptly attended to and processed;
k) Prepare monthly bank reconciliations of all project accounts;
l) Issue receipts, prepare payment vouchers and maintain cash records in accordance
with accounting procedures;
m) Manage the petty cash float and maintain petty cash book, ensuring that petty cash
disbursements are appropriately and adequately documented;
n) Liaise with external auditors and follow up on audit queries and recommendations
in management letters;
o) Any other duties assigned by the Project Manager and other tasks as the job role
may demand from time to time.
EXPERT PROFILE
The Project Accountant should fulfill the following criteria:
Qualifications and skills

A Professional qualification in Accounting (CPA, ACCA, ICAG holder or equivalent;

A post graduate academic degree in relevant discipline e.g. Accounting, Business
Administration, or Finance;

A very good knowledge of Microsoft Office applications, particularly Word and
Excel, and good presentation skills and use of computerised accounting system;

Perfect command of written and oral English is a must;

Excellent communication skills and intercultural sensitivity are essential.
General professional experience
 Minimum of eight years (8) years post graduate experience in monitoring and
evaluation, including hands-on experience in design, monitoring and evaluation
of development projects and establishing relationship among implanting
agencies
Must have good knowledge of procurement policies and procedures of multilateral
financial institutions (e.g. AfDB, World Bank, DFID, EU etc.) and development
cooperation agencies, as well as good knowledge of the institutional, technical, and
commercial aspects of procurement.
Excellent skills in project management and communications, both written and oral,
demonstrated in previous jobs
Proven experience working in procurement with Government / MDAs
Proven track record in working effectively within a multidisciplinary team
Evidence of being able to work effectively in high-pressure environment and to
tight delivery deadlines.
General professional experience

Minimum of 5-8 years post qualification experience in a complex environment
including managing an accounting department and donor funded project accounts.
Audit experience would be an advantage;

Knowledge of international financial reporting standards and international
standards of auditing;

Experience in interpreting financial management reports, analysing variations to
plans and determining remedial actions required;

Knowledge of public sector accounting procedures and operational knowledge
international and country financial and accounting management practices,
including MIS applications; and

Ability to advise and disseminate financial management knowledge, supervisory
skills and capacity to be a member of a multidisciplinary team to provide advice
and recommend actions.
Specific professional experience

Experience and/or familiarity with donor reporting requirements, disbursement
procedures and the maintenance of Designated Accounts;

Excellent technical and conceptual knowledge about financial management and
grasp of financial principles and practices;

Analytical skills, ability to develop and implement accounting systems;

Adherence to integrity and Confidentiality.
