FTI, a public-private foundation whose model enables
eco-innovation at industrial parc level
• Created in 1958 as a Vision for industrial land resource management in
Geneva
• An innovative organizational model mixing public and private
interests and goals:
– Goals: welfare of society and balanced presence of industries in the
Canton of Geneva
– Organization: foundation publicly controlled (board composed of 20
elected members ), an executive board representing industries and
with a large decision power.
– Assets (industrial fields) belong to the foundation, 50% of the

revenues to the state, 50% for re-investment in industrial Source:

• Main benefits for the collectivity: environmental and societal issues
linked to industrial ecosystem are considered, long term planning, mix
and diversity of Genevan economy
• Main benefits for industries: regulated renting prices (allowing to keep
industries in an expensive Canton like Geneva), various typologies of
industries

• Eco-Park’s implementation : see slide 13, different aspects of the
strategy
– A favorable context: Industrial Ecology promoted at constitutional
level in the Canton of Geneva since 2012
– A step by step approach: « We prove that we are better together ».
From easy projects (security, parkings) to Industrial symbiosis
projects (decentralized PV, mobility plans, shared infrastructures …)
– A participative approach supported by a participative governance
(commission EcoPark: consult opinions from different perspectives,
make proposals / final decision taken by FTI and the state)

Innovation in energy policy
• To innovate, think differently than the standards: « Laws enable to avoid
very bad projects », « 25% of EE comes from laws and policies, 75% from
innovative projects going beyond the standards »
• Innovation in energy policy:
– Collect datas that exist and that don’t exist yet to determine territorial
innovation priorities : « where do I want to bring my population of
buildings? »
– Design laws that fit with the mindset of people.
– Align interests, work together. Example slide 18: « innovate with the
past »

OPI, Office for the Promotion of Industries and Technologies
• Transversal action focused on the needs of its members: « I have a
problem, it hurts, I want to find a solution » > OPI provides access to
tools, resources and contacts to facilitate the development of solutions
(partners) and generate business opportunities
• Example of successful pilot project: TOSA (http://www.tosa2013.com)
• Swiss Cleantech positioning: Waste management, EE in buildings, RE
• In Switzerland, high salaries > needs to always reduce workforce and
amount of energy required per unit of output > innovation is a necessity

• EPFL increasing dynamic since 10 years
• 3 missions: teaching, research and transfer of technology (VPIV)
• The « innovation park » of EPFL includes start-ups, SMEs and big
companies. Companies benefit from infrastructures, services, campus (see
slide 26)
• Examples of frameworks to connect R&D labs and companies : research
contracts, service contracts
• Presence of transdisciplinary centers, for instance food and nutrition
center, microtech center …
• Presence of technical platforms (sharing of specific equipments)
• Diversity of entrepreneurial programs (seeds funding)

model, depending on the number of nights sold to clients > fit with the
seasonal activities of high end hotels)

• Clusters funded at starting phase with 80% of public funds from the
NPR (New Regional Politic, federal initiative). After a few years, clusters are
supposed to be 80% self-financed (membership fees, and 20% puclicly
financed.
• Cluster’s positioning: « triple helix », at the crossroads of academia,
policy-makers and companies.
• Cross-disciplinarity, for instance Food&Health, Food&Technology,
Food&Environment.
• Main targets: mostly SMEs, but also the big and small players

• Origin of CSEM: watch industry > center of competence historically closed
to industry
• Positioning: industrialization of technologies, technology and system
integration, « It is all about microtechnology transfer » > collaboration with
companies when market is ready with a new tech, otherwise creation of a
CSEM Spin Off
• Many CTI projects (collaboration academia/companies ; 50% of the
budget financed via public funds)
• USP: « we can react quickly and adapt technologies to the needs of
our industrial partners »

• Financing model of CSEM: 27 % publicly funded, 73% privately funded
• 450 HR, 35 nationalities, 42 new ventures, around 400 industrial projects

• IP strategy: CSEM keeps general patents and sell very specific patents to
its industrial partner (Example: Vision patent > industrialization of an optical
mouse > patent sold to logitech)
• Example of full technology transfer: EPFL : technology and process to
cut silicon along various formats (but unstable material) > CSEM:
technology and process to make this silicon stable and marketable >
indsutrialization of this technology in the watch industry (silicon in watches)
