To lead on the development of local strategy and policies in relation to key areas of activity based on the Joint Strategic Needs Assessment, national strategies, clinical and public health guidance, local insight work and consultation in collaboration with local bodies, service providers and partnership agencies and organisations across the Local Authority and the NHS. To work in partnership with key stakeholders to develop effective commissioning strategies which improve the health and wellbeing of the population through the development and delivery of care, support and preventative services for vulnerable people. To ensure the council’s commissioning plans and activities are Care Act compliant and support the development of the local care market to provide an appropriate range of high quality, sustainable and innovative services. To develop and continuously improve services as part of the commissioning cycle to focus on providing high quality care and support to our customers. Key Job Specific accountabilities Key stakeholders To lead and influence the development of functional whole economy partnerships and the development of integrated commissioning arrangements To promote partnerships, networks and relationships with stakeholders across Cumbria and regionally, to deliver value for money and ease of access to local services. Integration/Transformation Participation in, and leadership of, aspects of whole-system transformational work operating across organisations from all sectors. November 2015 1 of 6 Work with key partners and providers in the development of strategies, service redesigns, delivery pathways, interventions, service specifications and tenders for procurement and contracting. Commissioning cycle Directly responsible for commissioning services under the Adult Social Care budget of £160 million, leading the delivery of strategies and service plans across the commissioning cycle. To ensure that comprehensive market intelligence and market development is undertaken throughout the commissioning process (Marketplace, Users and Stakeholders). To write reports and develop approaches to the market and service specifications in order to procure services within the Public Contracts Regulations (2015), EU Procurement Regulations and the Council’s own Contract Procedure Rules. To seek to develop the local market using best practice, creative and innovative approaches that support the provision of personalised services for local people. To manage the function or team so that the services provided are responsive to customer requirements Strategy into Delivery To ensure commissioning strategies are implemented through to service delivery in a timely, integrated and value for money manner, so that both corporate and directorate needs are fully met and achievable outcomes are clearly realised. To ensure the delivery of corporate and departmental financial and performance targets. Produce standard and ad-hoc reports for a range of audiences to inform and deliver the strategic commissioning objectives. Management qualification or demonstrable equivalent experience. Desirable Post Graduate qualification or equivalent in related areas of commissioning, NHS/public Health, etc. Project Management qualification. Knowledge Detailed knowledge of the commissioning and procurement process. Political awareness. Detailed knowledge of the Care Act with particular regard for responsibilities and duties relating to market shaping and provider failure Comprehensive knowledge and understanding of the NHS and Social Services. Understanding of local authority and wider public sector strategies and initiatives relevant to the NHS and Social Services. Knowledge and expertise of national, regional, and local developments, best practice, and statutory requirements in commissioning of NHS and Social Services.
