Text of the Plan
The Chairman noted that the text of the Second Medium-Term plan reproduced
in CM(80)290 was adopted and that that text would be incorporated
in a final document (CM(81)1) which would also include an introduction
by the Secretary General and descriptive appendices drawn up under
his responsibility on the three Partial Agreements and the European
Pharmacopoeia.
Introduction and Appendices
A number of delegations made comments on the introduction and appendices
in CM(80)290 and 292 on the understanding that both texts were to
be issued under the Secretary General's responsibility.
Committee terms of reference
CDAT/CDUP
The Representative of Austria recalled the arguments which had prompted
him on several occasions to favour the splitting of the CDAT into
two committees. In particular, the financial implications were very
slight when set against the improvements which that change would bring
about.
The Representative of the United Kingdom referred to the outcome of
the discussion on this question in October 1980, and said the British
authorities were still opposed to the split. In fact, as was clear
from CM(80)276 revised, the implications as from 1982 of splitting
the committee were not slight, and in his opinion were being underestimated.
In the event of a split it was unlikely that the United Kingdom could
be represented in the new CDAT. He had doubts about the Secretariat's
ability to service a larger number of meetings each year. In conclusion,
he hoped that the indicative decision the Deputies had taken last
October would be confirmed.
The Representatives of Sweden, the Netherlands and Switzerland stressed
that splitting the CDAT was necessitated by the twofold nature of
the problems the committee dealt with.
The Representatives of Italy and France shared the view of the United
Kingdom Representative.

A f t e r a full discussion, a narrow majority in the CDCJ had expressed
itself in favour of taking over the work of the Ad hoc Committee of
Experts for Identity Documents and Movement of Persons (CAHID) and
the Ad Hoc Committee of Experts on Legal Aspects of Territorial Asylum
and Refugees (CAHAR) and a somewhat larger majority against taking
on the work of the Ad hoc Committee of Experts on the Underwater Cultural
Hertiage (CAHAQ).
The Representative of Austria stressed the political nature of the
work of the Ad hoc Committees in question and their satisfactory operation.
The Representative of France shared this view.
The Chairman noted that the Deputies had already decided to extend
the terms of reference of CAHAR under item XV of the agenda of the
present meeting.
By 16 votes in favour, none against and one abstention, it was decided
to extend the terms of reference of the CAHID.
The Director of Legal Affairs observed that the work of CAHID was
of a more or less permanent nature, deriving from a resolution of
the Committee, and the terms of reference should run to the end of
the Second Plan.
By 16 votes in favour, none against and one abstention, it was decided
to extend the terms of reference of CAHAQ to the end of 1982.
The Director of Legal Affairs observed that, depending on the progress
of the work, an extension by one year might have to be considered
at the proper time.
Decisions
The Deputies
i. adopted Resolution(8)32 adopting the Council of Europe's 2nd
Medium-Term Plan 1981/86, as it appears at Appendix VI to these Con.
clusions;
ii. adopted the message to steering committees on balanced development
in Europe, as it appears at Appendix VII to these Conclusions;
iii. agreed to examine the draft letters to the President of the Assembly
and the President of the Conference on Local and Regional Authorities
of Europe (CLRAE) concerning the Plan (CM(80)293) at their 328th meeting
(January 1981 - A level);

iv. agreed to adopt at their 328th meeting (January 1981 - A level)
the draft amendments to specific terms of reference and, where appropriate,
draft specific terms of reference of steering committees and ad hoc
committees of experts;

decided to set up the following steering committees:
- Steering Committee for Regional Planning (CDAT) (to be responsible
for sector 16 of the 2nd Plan);
- Steering Committee for Urban Policies and the Architectural Heritage
(CDUP) (to be responsible for sectors 17 and 18 of the 2nd Plan);
vi. agreed to examine the arrangements for the preparation of meetings
of the European Conference of Ministers responsible for Regional Planning
(CEMAT) at their 328th meeting (January 1981 - A level);
vii. decided to extend the terms of reference of the following ad
hoc committees of experts:
- Ad hoc Committee of Experts on Legal Aspects of Territorial
Asylum and Refugees (CAHAR) to December 1983 (1);
- Ad hoc Committee of Experts for Identity Documents and Movement
of Persons (CAHID) to December 1986;
- Ad hoc Committee of Experts on the Underwater Cultural Heritage

viii. authorised the Secretary General to prepare and convene meeting
early in 1981 of the new steering committees which they decided to
set up at their 324th and present meetings, subject to decision (iv)
above;
ix. noted that the Secretary General was empowered to prepare and
convene, if necessary early in 1981, meetings of the steering committees
whose terms had been tacitly extended and ad hoc committees of experts
whose terms of reference had been extended, pending any amendments
to their terms of reference made in accordance with decision (iv)
above.

MESSAGE TO STEERING COMMITTEES
1.
The Committee of Ministers of the Council of Europe, at their
67th Session, in October 1980, adopted a Declaration on balanced development
in Europe. In this Declaration the Committee recalled that it had
decided to take steps in the name of European solidarity to reduce the
economic and social imbalances between member States. It expressed the wish
that the Council of Europe should play a more active role in the pursuit of
this objective and, taking into consideration the wishes expressed by the
Assembly and the Conference of Local and Regional Authorities of Europe,
declared in particular that it was determined to make greater use of the
Medium Term Plan of intergovernmental activities of the Council of Europe.

The Committee of Ministers accordingly urges the committees, having
regard to their respective powers, to give priority attention to problems
connected with imbalances in Europe in the execution of their specific
terms of reference and of the general terms of reference (Appendix 1 to
Resolution(76)3, particularly paragraph 9 on the annual programme of
activities and paragraph 11 on exchanges of views on developments in
respect of the legislation, policy and administrative practices of member
States and of the parallel activities of other international organisations).

By imbalance in Europe, the Committee of Ministers means disparities
or divergent trends in the development of European society which constitute an
obstacle or threat to realisation of the Council of Europe's aim, as laid
down in its Statute, and, in particular, to the full exercise of individual
rights and the strengthening of democratic societies in Europe.

Seeing that the member States have a common political interest in developing
the less prosperous countries or regions within the Council of Europe, the
Committee of Ministers considers that the efforts to be made in favour
of balanced development will be consistent with paragraph 1 of the Appendix
to Resolution(74)33, stipulating inter alia that the objectives of the Plan
and the activities under the Programme "must serve the interests of all
member States and thus help to strengthen their mutual cohesion."

The Committee of Ministers will pay close attention to the action of
the committees in this regard, especially when it comes to examine the
draft annual work programmes.
