ROAD SAFETY AUDIT
1. PURPOSE
The purpose of this guidance is to describe how and when road safety audits shall be carried out
in the construction and operation of minor and major facilities.

3. DESCRIPTION
Activity
Road safety audits
The RS (“Road Safety”) audits are carried out in accordance with the principles
of the handbook Road Safety Audit and Inspection, December 2011.
Furthermore, the RS audits of projects on European highways are carried out in
accordance with the Executive Order on the Administration of the Fafety of Road
Infrastructure.

The RS audits may be carried out by the Danish Road Directorate's own road
safety auditors or other auditors who are named on the auditor list; that is
available on http://vejregler.lovportaler.dk. Audit of the projects on European
highways are carried out with participation of at least one person who is certified
to carry out road safety audits, see the executive order.

For minor facilities, the three parties of a RS audit are defined as:

For large facilities, FPL-VEJ acts on behalf of the Employer in phases 3 and 4
for RS audits if a consultant is in charge of the design.
For turnkey contracts, the RS audit will typically be part of the Contractor's
services. In this case, the three parties of the RS audit are defined as:

Minor and medium-sized projects shall be reviewed at steps 2, 3 and 4 in
accordance with the table below. Audits at steps 1 and 5 are optional*.

* Step 2 audits shall be carried out prior to line inspections as well as detailed
inspections. The RS audit prior to the detailed inspection is referred to as
supplementary step 2 audit.
Commission
For minor facilities, the commission of RS audits can be done by PL or the
designer. It is PL's responsibility that the RS audit will be carried out, but it may
be agreed with the designer that the initiative lies with him. If PL is doing the
commissioning, the designer shall be informed so that PL will know what has
been submitted for audit. If the RS audit is part of the service of a consultancy
agreement, the (counsellor's) designer shall do the commission on its own
initiative. The Employer shall be informed of the commission.
For major facilities, it is FPL who will commission the RS audit in phases 3, 4
and 5. PL commissions the RS audit in phase 6.
If the RS audit is a part of the service of a consultancy agreement or turnkey
contract, the designer himself shall do the commission. The Employer shall be
informed of the commission.
For the commission, it shall be clearly stated who each party is and with whom
the auditor is communicating.

Activity
It shall be agreed with the auditor if the audit basis is to be submitted as PDF
files or/and on paper.
Responsibility
Instructions are attached to the commission.
Audit basis, step 2 (conceptual design)
The commissioning body collects and submits the audit basis to the auditor. The
documents shall include:
• Brief project specification, including project changes since the last audit
• Project assumptions, including planning speed and design speed*
• Comments from relevant authorities (municipality, police, transport authority
etc.)
• Traffic and accident data
• Comprehensive plan
• Note regarding general directions and principles for road markings**
• Plans with road markings**
• Signal project (programme phase)
• Longitudinal profiles
• Normal cross section
• Copy of previous RS audits

* For major facilities, it may be an advantage to gather project assumptions in a
Project basis which contains provisions from the construction act, cross sections,
speeds and design vehicles etc. A summary table is being prepared as a
schedule and will contain information about existing and future cross sections and
speeds for the main section and all other affected roads.
** If a conceptual design is not being prepared for road markings for the step 2
audit, the principles should be stated in a note, e.g. referring to similar
projects or sketches from the handbooks.
For major facilities, the documents shall be sent to the auditor no later than immediately
following the transfer of the inspection project to AD-AG so that the designer will have
time to incorporate any project changes before the inspection.
Audit basis, step 3 (detailed design)
The commissioning body collects and submits the audit basis to the auditor. The
documents shall include:

Responsibility
* For large installations, Project basis from phase 3 will be updated.
Detailed designs submitted for road safety audit shall always include line and
marking plans.
For minor facilities, the documents shall be submitted to the auditor at least one
month before the tender notice so that the designer will have time to incorporate
any project changes before the tender notice or as amendment sheets during the
tender period which is at least 3 weeks for tenders according to the Danish
Tender Act.
For major facilities, the documents shall be submitted to the auditor no later than
immediately following the publication of the tender notice. The tender period for
tender notice according to the Public Procurement Directive is at least 35
calendar days for restrictive tendering and at least 40 calendar days for open
tendering.
It is important that the auditor can review the entire project even though it will be
offered in various contracts over time.
Inspection

Inspection at the site shall be carried out for RS audits at steps 2-5. Additional
inspections can be carried out using net-based image programmes, e.g. Google
Street View.
Inspections for RS audits steps 4 and 5 shall be carried out in daylight as well as in
the dark.
Clarifying meeting
Auditor
For RS audits at steps 2 and 3, a clarifying meeting will generally be held between
the auditor and the designer where the first draft for the audit report will be
reviewed.
Reporting
The auditor submits the quality assured audit report to the commissioning
body who will submit a copy to the third party in the road safety audit.
The designer will prepare a response for the audit report where all issues and
proposed solutions will be considered.

b. an alternative proposal will be prepared to resolve the issue
2. The Employer rejects the issue, and the project is not changed.

Activity
The designer's response and the Employer's decision (in case of
disagreement) may be written into the audit report under each
issue/observation.
Responsibility
The commissioning body submits the audit report with the designer's response
and the Employer's decision to the auditor.
The auditor can then finalise the audit.
