Introduction
What is Participation?
‘Participation means it is my right to be involved in making decisions, planning
and reviewing any action which might affect me. ‘Having a Voice, Having a
Choice’
Participation is a process which ensures that all young people aged 0 – 25 years are
involved in the decisions that affect them, the community and society in which they
live.
Participation is about more than taking part. It’s about listening, sharing
experiences and learning from each other.
This Participation Strategy sets out how Wrexham County Borough Council embeds
its long standing commitment to participation with children and young people in
decision making processes through consultation, engagement and professional
observations. This strategy is fundamental to the local authority rights based
approach for children and young people.
We have divided the consultation into 5 sections:






Section 1 - Our Vision
Young people have helped to develop our vision for Wrexham, which is:
‘A Wrexham where children and young people have a voice on local decisions
that impact on their lives.’
This means:




Listening to children and young people and valuing what they say
Communicating with children and young people in a way that they understand
Feeding back to children and young people about the issues they’ve been
talking about
Listening to those people who work with children and young people, and can
help to promote their views.

Section 2 – Our Aims
An ‘aim’ is what we hope to achieve.
Communication:
We will make sure that children and young people are made aware of opportunities
to have their say on matters that may affect them. We will make sure that feedback
is given on the views and opinions children and young people have given. We will
listen to children and young people in all of our work and aim to understand what
they think and feel.

Social Media:
We will use social media and technology, developing skills of children, young people,
staff and stakeholders, which will mean we can share participation activities more
widely.

Education:

Rights:
We will make sure that children, young people and those people that make decisions

Senedd Yr Ifanc /Wrexham’s Youth Parliament:
We will provide opportunities for children and young people to join Wrecsam’s
Senedd Yr Ifanc where they have the opportunity to voice their opinion and influence
decisions on issues that matter to them.

Voluntary Sector:
We will provide information and opportunities for children and young people engaged
in voluntary sector organisations (i.e. groups which aren’t run by the Council) about
opportunities for them to participate in decision making.

Being Accountable and Valuing Opinions:
We think that participation is an ongoing process, and we will support those who
work with children and young people to listen to their views. In Wrexham we want to
create a place where listening to children and young people is something which all
decision makers do in all parts of their work.

Section 3 – Objectives
An ‘objective’ is more specific than an aim, and says how we will work towards our
aims.
Local authorities (i.e. the Council) must work closely with partners to make sure that
children and young people’s participation is promoted and supported, and that their
views will be taken into account on decisions that affect them.
We will:

Make sure that everyone recognises that children and young people have the
right to participate in decisions which affect them

Develop structures and opportunities which make it possible for children and
young people’s views to feed into the planning, delivering and reviewing of
services

Encourage commitment of participation in all partners across the Council and
within the Public Service Board (e.g. partners like the police, fire service etc.)

Monitor what children and young people get out of being involved in decision
making processes

Promote the Participation Standards and think about how these will impact on
our work

Support organisations, families and carers to involve children and young
people in decision making

Support training and the promotion of participation and develop knowledge
and understanding of children’s rights

Support those people who work with children and young people to help them
record how they have involved children and young people in decision making
processes, and to help them to share what they have learned.

and review our progress to evaluate the impact on children and young people’s
participation in Wrexham, and will provide reports every year on our progress
