What is e-MV Public?
• An online system for self-service
titling and registration of:

Light Trucks (8,000 pounds or less)
Sport Utility Vehicles
Motorcycles
(Note: vehicle must already be titled in
Wisconsin)
How does it work?
• Available to customers 24/7
• User-friendly graphics guide
customers step by step
• Customers print own temporary
license plates and receipt
• Customers mail fees and paperwork
to DMV to complete transaction
• Customers may legally operate
vehicles once fees and paperwork are
placed in the mail
Progress so far
• System went live August 13, 2012
• 1028 applications completed online
in September 2012
• Use is growing every month
Next steps
• Add ability to pay online
• Electronic titles will eliminate the
need to mail paperwork to DMV
Benefits to DMV
• Title record and temporary plate
information are updated immediately
after customer completes transaction
• Temporary plate info available online
to law enforcement
• Reduces workload – minutes per unit
are a fraction of processing an entire
transaction

Project Philosophy – why it worked
• Manageable scope
– Vehicle types limited to autos, light
trucks, SUVs and motorcycles
– Already titled in Wisconsin
– Project languished for 15 years while
trying to make it all-encompassing
• User friendly and error proof
• Online access to temporary plates
made law enforcement agreeable to
printing them on home computers
The future – where might this lead?
• If this is error proof for customers,
why not have error proof systems for
employees?
• The move to electronic titling opens
a new door to speed of delivery to
customers – we no longer need to
wait for paper to be mailed in.
