Introduction The Government of Karnataka (GoK) has decided to implement a state-wide e-procurement portal. The new e-Proc portal will act as an end-to-end system, wherein government agencies can handle their procurement activities entirely online starting from Indent Generation, Tendering, Contract Management, Catalogue Management and Payments. The end-to-end e-Proc portal has been divided into the following key modules: 1. 2. 3. 4. 5. 6. Page 3 of 18 Bid Creation for Goods User Guide 2. Pre-requisites You must have the following: 1. A broadband Internet connection. This is important for quicker access, processing and uploading of files. Some of the common broadband (or high speed Internet) providers are BSNL, AirTel, Sify and Tata IndiCom. 2. A digital certificate on your PC or on a thumb drive. You cannot proceed with your registration or edit your profile without a digital certificate. A list of the approved vendors is available on the e-Proc portal. This is the link to the e-Proc portal: http://eproc.karnataka.gov.in A digital certificate helps keep your information and your transactions completely safe. 3. Internet Explorer 6.0 or above. No other browsers are supported at the moment. 4. A valid email account with enough space to receive email. If you are a regular supplier to the government, we recommend a dedicated email account. There are many free mail services available on the Internet today: GMail Hotmail SIFY Rediff Yahoo http://www.gmail.com http://www.hotmail.com http://www.sify.com http://www.rediffmail.com http://www.yahoo.com or http://www.yahoo.co.in You can also opt for a paid service with your domain. 5. WinZIP installed on your system to compress large files into smaller sized files. Get this from: http://www.winzip.com 6. On the e-Proc Portal, all fields marked with a red asterisk indicate that it is compulsory to enter/provide that information. You cannot proceed with registration without entering those details. Page 4 of 18 Bid Creation for Goods User Guide 3. Bid Creation for Goods 1. As a registered government user, you can log in to the portal to create bids. Click on Government Users to proceed. 2. On logging in, you can view the indent tasks to be executed. Select your indent by clicking on it. Page 5 of 18 Bid Creation for Goods User Guide 3. Enter the tender number, tender name and a description of the scope. Select the evaluation type, tender type and commercial bid type. Click Save & Continue. 4. Confirm the tender details by clicking OK. Page 6 of 18 Bid Creation for Goods User Guide 5. This is the screen where you set bidding specifications. You can impose a mandatory requirement for bidders to bid for all the items by clicking the checkbox. An unchecked checkbox means that a bidder can bid for one or more items. Similarly, you can specify which items need samples. Click Save & Continue. 6. If you have set the checkbox for Samples Required for some items, then you have to specify the sample receiving details. This includes the name, designation and address of the receiving authority along with the submission date. Click Add. Click Save & Continue. Page 7 of 18 Bid Creation for Goods User Guide 7. Select the items, enter an item group name and specify if it is mandatory to bid for all the items in the group. Click Save & Continue. 8. Enter the general eligibility criterion and click Add Criterion. The criteria are all listed below as you add them. Click Save & Continue when you have added all the criteria. Page 8 of 18 Bid Creation for Goods User Guide 9. Enter the technical qualification criterion and click Add Criterion. The criteria are all listed below as you add them. Click Save & Continue when you have added all the criteria. 10. The next screen is the Document / Evidence Required from the Bidder. Enter the document name and click +. The added document is listed below. You can click the optional checkbox against each, if required. Click Save & Continue. Page 9 of 18 Bid Creation for Goods User Guide 11. The next step is to upload tender-related documents. Enter the type and upload from your computer using the Browse button. Click Add File. When you have added all the documents, click Save & Continue. 12. In this step of draft tender schedule preparation, enter the tender fees amount and the EMD amount. If a pre-bid meeting is required, select Yes. Meeting details fields will appear below like date, time and meeting. Next, enter the bid validity period and the dates and times for the schedule milestones. Click Finish. Page 10 of 18 Bid Creation for Goods User Guide 13. A message appears stating that the draft tender schedule was created successfully. Click Close. 14. Select Tender Management > My Tenders. 15. The My Tenders screen opens with a default search for Recent (Draft, Initial) Tenders. The recent tenders are listed below with a series of action icons against them. You can select the Search Tenders radio button for an extensive search. Page 11 of 18 Bid Creation for Goods User Guide 16. There are four action icons against each recent tender: 1. View draft tender schedule details 2. Edit the draft tender 3. Form a tender committee 4. Send for approval Page 12 of 18 Bid Creation for Goods User Guide 17. To form a tender scrutiny committee, select the staff from the pick up list and select the activity. Click Add. Click Complete Committee Formation. The Tender Scrutiny Committee formation is completed. Page 13 of 18 Bid Creation for Goods User Guide 18. The Send for Approval screen appears. Click Sign to attach a digital signature. Click Send for Approval. A message appears stating the DTS was sent for approval. Click Close. Page 14 of 18 Bid Creation for Goods User Guide 19. The first approver signs in with his user name and password. 20. Click on the tender with the status “Perform approval….” 21. Click Sign to attach a digital signature. Select the Approve radio button and enter the approval comments in the Comments box. Click Submit to approve. Page 15 of 18 Bid Creation for Goods User Guide 22. The next step is publishing the tender. The user logs in with his user name and password. 23. Click on the Publish icon against the tender. Page 16 of 18 Bid Creation for Goods User Guide 24. The Publish NIT screen appears. You can edit the dates here, if required. Click Publish. 25. A message appears below stating that the tender was published successfully.
