The Board of Supervisors met pursuant to adjournment. Present were Jack Plathe, Chairman, Don
Besch, Eugene Elsbecker, Don McGregor and Pam Wymore. Absent none.
Secondary Road Foreman and County Engineer Richard Schiek gave an update on condition of roads,
bridges and culverts.

RESOLUTION # 05-15-07-01
Motion by Elsbecker and seconded by Besch
to approve the following resolution.
WHEREAS; Chapter 317.13 of the Code of Iowa requires that each year the Board of Supervisors prescribe and order a
program of weed destruction to be followed by landowners and tenants.
WHEREAS; it is the recommendation of the Kossuth County Weed Commissioner that the following weed policy be
adopted.
NOW THEREFORE BE IT RESOLVED by the Kossuth County Board of Supervisors to adopt the following noxious
weed policy for all Kossuth County landowners and tenants:
NOXIOUS WEED POLICY
Notice is hereby given this 15th day of May, 2007, pursuant to the Code of Iowa, Chapter 317, Weed Law. All
owners, occupants, agents, and public officials in charge of lands in Kossuth County shall destroy or eradicate noxious
weeds standing, being, or growing on such lands by effective cutting, tillage, cropping, or treating with chemicals or
combination thereof, as often as may be required to prevent the weeds from blooming and maturing seeds.
GROUP 1 - by June 5 - Leafy spurge, Hoary cress, Sour Dock, Smooth dock, Red Sorrel, Musk thistle,
Buckthorn.
GROUP 2 – by June 16 - Canada thistle, Russian knapweed, Buckthorn plantain, Wild mustard.
GROUP 3 – by July 15 - Field bindweed, Wild carrot, Poison hemlock, Multiflora rose, Horsenettle, Sowthistle,
Quackgrass, Velvetleaf, Puncture vine, Cocklebur, Bull thistle, Tall thistle, Wild sunflower, Teasel, and all other
thistles of the Circium or Carduus genus, Shattercane, Peppergrass and Purple Loosestrife.
Upon failure to observe this notice, the Weed Commissioner is required to proceed pursuant to the law and have
the weeds destroyed, the expense of which shall constitute a lien and be entered as a tax against the land and be collected
as other real estates taxes are collected.

Motion by Elsbecker and 2nd by McGregor to approve Matrix B & N Hogs, LLC Fenton Township and
sign letter of approval. Ayes 5, Nays 0. Motion carried unanimous.
Motion by McGregor and 2nd by Elsbecker to approve Waiver of Separation Distance Requirement, to
Gary and Greg Vaske Hog Farm, Greenwood Township. The E ½ of NE ¼ of NE ¼ of Section 22 in
Greenwood Township, Kossuth County, Iowa. Ayes 5, Nays 0. Motion carried unanimous.
Motion by Wymore and 2nd by Besch approving Resolution 05-15-07-02 , which is a Resolution
approving waiver of separation distance requirement. Ayes 5, Nays 0. Motion carried unanimous.
Resolution #05-15-07-02
RESOLUTION APPROVING WAIVER OF SEPARATION DISTANCE REQUIREMENT
WHEREAS, a Waiver of Separation Distance Requirement document has been prepared on behalf of
Gary Vaske and Greg Vaske; and
WHEREAS the Kossuth County Board of Supervisors has reviewed said Waiver of Separation Distance
Requirement and finds that said Waiver should be granted.
NOW, THERFORE, BE IT RESOLVED by the Kossuth County Board of Supervisors that the Waiver
of Separation Distance Requirement which specifically waives the one hundred (100) foot separation distance
requirement of Iowa Code Chapter 459 and allows Gary Vaske and Greg Vaske to build a confinement feeding
operation structure twenty-five (25) feet from the gravel road right of way located East of real estate located in
the East Half (E ½ ) of the Northeast Quarter (NE ¼ ) of the Northeast Quarter (NE ¼ ) of Section Twenty-two
(22), Township Ninety-eight (98) North, Range Twenty-nine (29) West of the 5th P.M., Kossuth County, Iowa,
is hereby approved.

Waste”. Ayes 5, Nays 0. Motion carried unanimous.
Motion by Besch and 2nd by McGregor to approve Kossuth County Waste Management Association
28E Agreement with Wesley and Algona. Ayes 5, Nays 0. Motion carried unanimous.
Motion by Besch and 2nd by Wymore to appoint Board Chair as Representative and Vice Chair as
alternate Representative from the Board of Supervisors to the 28E Agreement to Kossuth Waste Management
Association. Ayes 5, Nays 0. Motion carried unanimous.
Motion by Plathe and 2nd by Wymore to approve and authorize the chair to sign the contracts and bonds
of Blacktop Service Company of Humboldt, Iowa, for the following asphalt paving project: L-P010—73-55,
$344,758.39. Ayes 5, Nays 0. Motion carried unanimous.
