Bargaining Team Rejects County Proposal
During negotiations on June 18, your Bargaining Team officially rejected the County’s
most recent economic proposal that would still leave Local 21 members and your families worse off in three years than today. The rejection comes after members unanimously
rejected the County’s proposal at the May Chapter meeting and voiced strong opposition at dozens of worksite meetings through June. The County Negotiator later stated
that what was on the table reflected all of the authority he had - and could not answer
questions as to when the Board planned to make negotiations with Local 21 a priority. The County Negotiator also said that he “hoped” Local 21 would take the proposal
to members for a vote. In response, your Bargaining Team questioned why the County
Negotiator would comment on Local 21 business, but also pointed out that the proposal
was taken to a vote - and the result was unanimous rejection and strike authorization
with over 94% in support.
COUNTY NEGOTIATOR TO BARGAINING TEAM: The Board
is responsible for allocating resources throughout the County. If your
members do not agree with those decisions, they have an opportunity to vote them out and choose someone else.
Bargaining Team Makes Counter Proposal
After officially rejecting the County’s most recent economic proposal, your Bargaining
Team modified its own proposal and countered with a package that would restore members’ salaries, increase the employers’ share of future health care costs, and address other
priorities identified by the membership - including salary compaction, equity adjustments, and differentials for those performing on-call, call-back, or hazardous duties. Your
Bargaining Team maintained its position that it cannot and will not accept a contract that
fails to address Local 21’s concerns and does not leave members better off. In discussing
their proposal with the County Negotiator, your Bargaining Team requested that he take
the proposal directly to the Board of Supervisors. The County Negotiator stated that he
would, but that he knew that the Board would “most likely” reject it. Prompted by the
County Negotiator’s casual and immediate dismissal of its modified proposal, your Bargaining Team made clear that many of these issues have existed since at least 2009 - and
that NOW is the time to address them once and for all.

County Negotiator Ties Local 21 Bargaining to
Negotiations with Other Unions
After nearly 13 months of negotiations, one of the primary obstacles facing your
Bargaining Team is the continuous tying of Local 21 bargaining to negotiations with
other County unions by the County Negotiator. By rejecting your Bargaining Team’s
salary and health care proposals, the County Negotiator continues to cite the costs
associated with the eventual outcome of negotiations with other County Unions as a
primary factor to reject Local 21’s proposals. Your Bargaining Team rejects that rationale
outright. Local 21 has been in negotiations for well over a year, and the County ‘s coffers
have already benefitted greatly due to the stalling efforts by the County. The status-quo
on salaries and health care is a significant cut, and Local 21 took those cuts nine months
before anyone else.
The County Negotiator has an obligation to bargain independently with Local 21 when
meeting with your Bargaining Team. The County should not be using negotiations with
other Unions and the eventual outcomes of those efforts - still a year behind Local 21 - as
an excuse for failing to address sky-rocketing health care costs that threaten members’
take home pay.
