JOB OVERVIEW
The Program Analyst uses his/her strong quantitative skills and knowledge of agricultural crops to
provide statistical and analytical support for the effective operation of the Production Insurance
program.
ACCOUNTABILITIES
Provides statistical and analytical support for the development and implementation of methodologies
within the Production Insurance program for setting premium rates, insurable values and probable
yields.
Provides statistical and analytical support for meeting the terms of risk management program
agreements with the federal government through the preparation of statistical analysis and reports.
Develops and implements standards, methods and techniques for the acquisition, analysis and
interpretation of data.
Reviews and analyses existing and proposed programs and policies for the Business Risk Management
branch, and evaluates and interprets economic and statistical data to determine impacts on the
agriculture sector.
Conducts research and evaluation projects and coordinates field studies, analyzes findings and
recommends changes or new approaches to the program.
Negotiates and manages contracts for major projects (e.g., research studies).
Reviews legislation, regulations, and policies of other jurisdictions for possible application in British
Columbia.
Writes issue papers, decision papers, briefing notes and position papers related to the program.
Designs and recommends new or enhanced programs in response to changing direction, technology or
sector needs.
Provides input into development of policies, procedures and best practices for the program.
Respond to inquiries from the agriculture sector and external agencies regarding the Production
Insurance program.
Perform other related duties.

JOB REQUIREMENTS
EDUCATION, CERTIFICIATION and EXPERIENCE.
Bachelor’s degree in Agriculture, Business or Economics plus, 2 to 3 years of progressive work
experience related to agricultural crops common to British Columbia.
Alternative to a degree, an equivalent education that meets Professional Agrologist registration
eligibility plus, 3 to 5 years of progressive work experience related to agricultural crops common to
British Columbia may be considered.
Registered as a Professional Agrologist with the British Columbia Institute of Agrologists, or
immediately eligible for professional registration upon employment with the Ministry. Consideration
may be given to applicants who are registered or, immediately eligible for registration, as an Articling
Agrologist with the British Columbia Institute of Agrologists in which case the position will be
implemented at a lower classification.
Preference may be given to applicants with 2 years of experience working with statistics, data analysis
and data interpretation, using statistical software applications.
Experience writing reports and issue or position papers.
Valid Class 5 B.C. driver’s licence, or immediately able to attain one
KNOWLEDGE, SKILLS and ABILITIES
Effective oral, interpersonal and written communication skills.
Working knowledge of database applications and report creation.
Moderate to advanced EXCEL user skills to conduct analysis and manipulate data.
Working knowledge of agricultural crops common to BC.
Basic knowledge of contract management principles and practices.
